6. Prihodnja sredstva EU za radijsko mrežo Euranet Plus (razprava)

  Die Präsidentin. – Als nächster Punkt der Tagesordnung folgt die Aussprache über die Anfrage zur mündlichen Beantwortung an die Kommission über die künftige EU-Finanzierung des Radionetzwerks Euranet Plus von Sabine Verheyen im Namen des Ausschusses für Kultur und Bildung (O-000036/2021 – B9-0023/2021) (2021/2708(RSP)).

  Sabine Verheyen, author. – Madam President, for almost 15 years now Euranet Plus, as a pan-European independent network of local and regional radio stations with a public service mission, has successfully bridged the information gap between the EU and its citizens by strengthening understanding of, and promoting debate on, all fields of EU policy-making. Combining production and broadcasting capacities with editorial services for its member radios and its own agency, which plans co-productions, promotes exchanges and produces truly pan-European tailor-made and on-demand formats for its members, Euranet Plus represents a unique gateway to EU affairs for more than 15 million listeners on a daily basis who may otherwise not engage with EU-related issues.

I’m deeply dismayed that, in complete disregard for the clear political will of the Committee on Culture and Education (CULT), the Commission adopted a decision on the financing of multimedia actions and the work programme for 2021, which discontinues the current agreement with Euranet Plus already this year without any transitional measures and replaces it by an annual competitive procedure with a very limited duration.

To be very clear: this decision means that the radio network will have to close down by the end of the year. Furthermore, this decision was taken without any prior strategic dialogue with the organisation concerned. Surely, this trusted partner deserves a fairer, more gracious treatment after more than a decade of EU funding, successful cooperation and skilfully forged specialised action.

After a thorough consideration of the matter by the CULT Committee, it is now very clear that a funding model based on annual open calls with a limited duration without any transition period for the current grant beneficiary makes it impossible for Euranet Plus to draw up a long-term development plan and for making the digital shift and investing in further improvements of its products and services, leaving them without any stability or predictability, while forcing them to invest a lot of already scarce resources in the preparation of these annual calls.

If the Commission continues to insist on this course of action, this will lead to the prompt liquidation of Euranet Plus and the redundancy of its staff in early 2022. I am particularly astonished that, even though we communicated our position to the Commission several times in several hearings with the DG and the Commissioner on the further allocation of money under the multimedia actions, our position – which is widely shared within the committee and is important in terms of media policy – has been ignored by the Commission by referring to a single audit, and this audit itself shows considerable deficiencies in its basic assumptions and thus also in its implementation and results. In no case can we accept that parliamentary majority decisions are now superseded by a single audit.

The only acceptable way forward is for the Euranet Plus to be offered a transitional ground agreement for at least two years, followed by a competition process on a multiannual basis. This will ensure the most added value in terms of sustainability, efficiency and sound use of EU public funds as opposed to short-term procedures that not only force beneficiaries to a hand-to-mouth existence but are also administratively more costly.

During this transitional period, Euranet Plus should be encouraged to submit a long-term strategic plan that aims to develop the network further by the end of 2027 in terms of extending its membership, geographic and linguistic coverage, and preparing for a digital shift. This two-year transition should equip the organisation to be well positioned for the competitive process that could then start in 2024.

On behalf of the Committee on Culture and Education, I ask you to support the resolution, asking the Commission to urgently revise its decision of 18 March 2021. We cannot fight against disinformation and demand more media pluralism, on the one hand, and at the same time deprive the only radio network that produces news in a cross-border cooperation from a transnational pan-European perspective of a fairly secured financial basis. I call on your support.

  Helena Dalli, Member of the Commission. – Madam President, to have a strong democracy, citizens must be well informed about the decisions that affect them. The EU must ensure that a multitude of media provides citizens with diverse viewpoints. We all know the importance of media pluralism and media freedom.

The Commission thanks the Parliament for the importance it gives to these issues. To help media cover EU affairs from multiple viewpoints, the EU provides support through the multimedia actions budget. One of the current beneficiaries of this budget is Euranet Plus, which gathers 13 public broadcasters and private radio stations.

In line with the principle of sound financial management, the Commission monitors all multimedia actions closely, measuring their performance through independent audits, while fully respecting their editorial independence. The latest performance audit, concluded in 2020, looked into the cost efficiency and effectiveness of each multimedia action and its audiences, and it included a detailed analysis of the balance, independence, impartiality and accuracy of the content each action produced.

While Euranet Plus has extensive expertise, the Commission must take into account the conclusions of this independent performance audit, which states that a competitive selection process could yield an equally effective implementer and potentially with lower central administration and oversight costs, and that the role of Euranet Plus could be carried out by a different organisation, potentially with a more effective approach to aspects such as marketing, expansion and editorial control.

To adhere to the principles of transparency and equal treatment enshrined in the financial regulation, the Commission must take into account the possibility that other similar networks of radio stations could be established. Therefore, the 2021 Financing Decision on multimedia actions foresees support for a radio network through an open call for proposals, safeguarding the current levels of funding. The Commission is ready to implement the decision. By acting swiftly, the results of the call could be known in September, well before the current grant with Euranet Plus expires. Building on its knowledge and experience, Euranet Plus could be a serious contender should it decide to apply under the call.

While the 2017 and 2019 grants with Euranet Plus were concluded on the basis that Euranet Plus possessed a high degree of specialisation, there is no longer sufficient evidence to support this view. Therefore, it is the Commission’s view that legal conditions for a direct grant to Euranet Plus are no longer met, and as such the Commission has no choice but to launch an open call.

The financing decision is the result of a careful exploration of all legally compliant options. The Commission reassures you that we are committed to supporting radio at current levels of funding in 2022 and 2023. The multimedia actions budget for 2021 could only cater for one year of operations. The 2022 budget will be sufficient to support a radio network for two years if adopted as programmed by the budgetary authority.

The Commission stands ready to discuss the future of all multimedia actions with Parliament so that we can jointly make sure that we reach as many Europeans as possible, involving as many interested media as possible, to make sure that citizens are truly well informed about EU affairs.

  Tomasz Frankowski, w imieniu grupy PPE. – Szanowna Pani Przewodnicząca! Pani Komisarz! Euranet Plus stanowi unikalne źródło informacji o sprawach Unii Europejskiej dla ponad 15 milionów słuchaczy. Już od prawie 15 lat Euranet Plus jako ogólnoeuropejska niezależna sieć lokalnych i regionalnych stacji radiowych z misją publiczną z powodzeniem wypełnia lukę informacyjną między Unią Europejską a jej obywatelami. Co więcej, zwiększa zrozumienie i promuje debatę na temat wszystkich obszarów kształtowania polityki Unii Europejskiej aż w 12 językach europejskich.

Niestety przyszłość sieci Euranet Plus jest zagrożona. Nowy model finansowania zaproponowany przez Komisję Europejską, oparty na corocznych otwartych konkursach o ograniczonym czasie trwania, bez okresu przejściowego jest dużym wyzwaniem. Uniemożliwia on Euranet Plus sporządzenie długoterminowego planu rozwoju w zakresie przejścia na technologię cyfrową i inwestowania w dalsze ulepszanie usług. Dodatkowo taki model finansowania pozostawia ją bez jakiejkolwiek stabilności i przewidywalności, zmuszając jednocześnie do zainwestowania znacznych środków w przygotowanie tych corocznych ofert konkursowych.

Jeżeli Komisja nadal będzie nalegać na taki kierunek działań, może to niestety doprowadzić do likwidacji sieci Euranet Plus i zwolnienia jej pracowników. Dlatego w przedstawionej rezolucji posłowie Komisji Kultury i Edukacji wzywają Komisję Europejską do zapewnienia trwałego wsparcia dla radia. Musimy dążyć do zapewnienia ciągłości finansowania nie tylko w 2021 roku, ale również w dłuższej perspektywie czasowej, by sieć Euranet Plus mogła dalej funkcjonować i się rozwijać.

  Petra Kammerevert, im Namen der S&D-Fraktion. – Frau Präsidentin! Dass wir heute über Euranet Plus im Plenum diskutieren müssen, liegt einzig und allein daran, dass die Kommission trotz anhaltender Kritik aus dem zuständigen Kulturausschuss ein völlig fragwürdiges Audit zum Anlass nimmt, die jahrelange Förderung des einzigartigen Radionetzwerkes Euranet Plus für die Zukunft in Frage zu stellen. Skandalös ist bei diesem Vorgehen, dass dieses Audit der Kommission offensichtlich wichtiger ist als der Mehrheitswillen eines der beiden Haushaltsgesetzgeber. Damit bewegen Sie sich, meines Erachtens, außerhalb des Ihnen zustehenden Handlungsspielraums.

Es reicht nicht, wenn der zuständige Kommissar Breton bei den Multimedia Actions nur das wiedergibt, was ihm seine Dienste aufschreiben. Es ist in seiner Verantwortung, dies in den politischen Gesamtkontext einzuordnen und gegebenenfalls anzupassen.

Seit Ende Februar fordert der Kulturausschuss die Kommission in Permanenz auf, die Förderung von Euranet Plus langfristig abzusichern. Die Kommission ignoriert die Positionierung und schiebt die Argumente der Parlamentarier mit Verweis auf das genannte fragwürdige Audit beiseite oder hört nicht einmal zu. In Sonntagsreden beteuert die Kommission, wie wichtig eine vielfältige Medienlandschaft ist. Auf der anderen Seite ist sie dabei, uns eines wichtigen Instruments zur Sicherung dieser Medienvielfalt auf europäischer Ebene zu berauben. Statt vorhandene Möglichkeiten in der Praxis auszubauen und zu stärken, beschäftigen wir uns mit vielen warmen Worten in Aktionsplänen.

Es mag bei Euranet Plus nicht alles optimal sein, dennoch gibt Ihnen das nicht das Recht, das Netzwerk faktisch kaputt zu machen, anstatt Fehler gemeinsam mit Euranet Plus auszuräumen und so optimale Bedingungen für die Zukunft zu schaffen. Europäische Medienpolitik ist mehr als Marktkonformität, Wettbewerb und reflexionsloses Umsetzen dessen, was Ihnen technokratisch vorgekaut wird.

Revidieren Sie endlich Ihre Entscheidung zu Multimedia Actions und zeigen Sie Respekt vor den mit großer Mehrheit getroffenen Entscheidungen des Parlaments! Seien Sie versichert: Sollten Sie weiterhin stur bleiben, wir werden weiterkämpfen, um Euranet Plus tatsächlich für die Zukunft sicher aufzustellen.

  Vlad-Marius Botoş, în numele grupului Renew. – Doamna președintă, doamna comisar, de câțiva ani încoace suntem martorii unor campanii susținute de dezinformare și știri false, care încearcă să inducă ideea inutilității Uniunii Europene, a influenței negative pe care această construcție politică o are asupra vieții cetățeanului de rând. Dacă privim însă, doar în ultimul an, instituțiile europene au depus eforturi deosebite pentru a face față provocărilor pandemiei, de la achizițiile comune de echipamente și medicamente, la implicarea reală în cercetarea și producerea vaccinurilor, la distribuirea lor echitabilă, la stabilirea programului de redresare economică Next Generation EU. Toate acestea își pierd considerabil din valoare dacă informația nu ajunge la cetățeni, dacă europenii nu le cunosc și nu își dau seama de importanța lor.

Comunicarea are așadar un rol esențial, iar alegerea celor care duc informațiile la nivelul cetățenilor europeni trebuie să fie un proces care respectă reguli clare, bazate în primul rând pe eficiență și pe verticalitate. Selecția rețelelor de media care au rolul de a disemina mesajul european trebuie să se bazeze pe transparență, predictibilitate, eficiență comunicațională și economică. Comunicarea cu cetățenii este una dintre cele mai importante sarcini pe care Comisia Europeană și instituțiile europene trebuie să și le asume, mai ales în condițiile în care știrile false au devenit o armă de bază deosebit de eficientă a regimurilor iliberale. Eu susțin această rețea a Euronet Plus.

  Christine Anderson, im Namen der ID-Fraktion. – Frau Präsidentin! Die Finanzierung von Euranet Plus – ein weiteres Beispiel für Bürokratie und Kompetenzgerangel made in Brüssel, garniert mit Subventionitis auf Steuerzahlerkosten.

Der EU-parlamentarische Ausschuss für Kultur und Bildung beklagt, in der Entscheidung der EU-Kommission, künftige Subventionen nach einem offenen Ausschreibungsverfahren ausschütten zu wollen, übergangen worden zu sein. Das stimmt, geht aber am Problem vorbei.

Laut Wikipedia informiert Euranet über politische, wirtschaftliche, kulturelle und gesellschaftliche Geschehnisse in der EU aus paneuropäischer Perspektive. Ich nenne das Haus- und Hofberichterstattung nach deutschem Vorbild öffentlich-rechtlicher Sendeanstalten. Die tägliche Sendezeit beträgt zwischen 30 und 60 Minuten. Bei einer Fördersumme von 2,2 Millionen Euro bedeutet das, dass jede einzelne Sendeminute mit sage und schreibe 12 000 Euro gefördert wird. Das entspricht dem Wert eines Kleinwagens. Davon hätte der Steuerzahler wenigstens noch etwas. So aber zahlen die Steuerzahler für Propaganda, die ihnen in Dauerschleife eintrichtert, wie toll die EU ist. Abgesehen davon ist die Förderung einer heutzutage längst überholten Senderstruktur in etwa so sinnvoll wie die Förderung von VHS-Videotheken.

Einen Lichtblick allerdings gibt es: Aus der Entschließung geht hervor, dass der Sender ohne die finanzielle Beatmung aus dem EU-Steuersäckel gar nicht lebensfähig wäre und den Betrieb einstellen müsste. Es gibt Probleme, die lassen sich denkbar einfach lösen, und so sollten wir es machen: Keine Förderung, keine Propaganda – Problem gelöst.

  Elżbieta Kruk, w imieniu grupy ECR. – Pani Przewodnicząca! Komisja Europejska zamierza zakończyć obecną umowę na dotacje bezpośrednie dla Euranet Plus i zastąpić ją corocznym zaproszeniem do składania wniosków. Informacja o możliwości zakończenia finansowania projektu zdumiewa, dotyczy bowiem funkcjonującego od piętnastu lat medium, które z powodzeniem można wykorzystywać do rozwoju komunikacji w Unii Europejskiej.

Euranet Plus to ogólnoeuropejska sieć radiowa o wyjątkowym charakterze pozwalająca na współpracę nadawców radiowych, zarówno publicznych jak i prywatnych, z kilkunastu krajów Unii. Uczestniczy w tym projekcie również polskie radio publiczne. Tak skonstruowane przedsięwzięcie medialne to duży potencjał, ma bowiem szansę przyczynić się realnie do lepszego wzajemnego poznania i rozumienia się Europejczyków. Jego zalety to zarówno zapewnianie medialnego przekazu służącego dostarczaniu ludziom informacji na temat funkcjonowania Unii Europejskiej, jak i umożliwienie współpracy dziennikarzy z różnych krajów. Zakończenie projektu będzie oznaczało utratę jeszcze jednej wartości, jaką było zainteresowanie dziennikarzy tematyką europejską i poszerzenie ich wiedzy w tych sprawach.

Apeluję do Komisji o kontynuację finansowania radia na zasadzie wieloletniej, tylko w ten sposób można zapewnić podmiotowi medialnemu stabilność i niezależność.

  Milan Zver (PPE). – Gospa predsednica, danes sem se peljal v službo dve uri po Sloveniji in poslušal Radio Slovenija International. Ta radio je sestavni del družine Euranet in že 25 let deluje zelo uspešno z odličnim programom.

Zato me je tem bolj prizadela odločitev Evropske komisije, da bo nehala podpirati finančno to mrežo, mrežo radiev v trinajstih državah, ki dnevno informira 15 milijonov Evropejcev o delu v evropskih institucijah in je nekako tudi svojevrstna vez med institucijami Evropske unije in pa državljani Evropske unije. Zato se mi zdi pomembno, da ta mreža živi naprej.

Predvsem pa bi želel, da bi vzpostavili neki enakovreden odnos do drugega medija, ki je prav tako financiran iz Evropske unije, Euro News. Tukaj gre za diskriminatoren odnos Evropske komisije do radijske mreže, zato menim, da bi bilo prav, da bi tudi radijski mreži Euranet omogočili neko prehodno obdobje, da bi se lahko ta radijska mreža pripravila za delovanje na normalnem trgu.

Dejstvo je, da evropski državljani potrebujemo to mrežo in jaz želim, da bo obstala tudi po tem, ko se bo prestrukturirala.

  Victor Negrescu (S&D). – Madam President, we often speak about the need to improve the level of information about EU affairs as a key solution in reinforcing the European Union, developing European democracy, and fighting misinformation.

There is general broad political agreement and support for all mechanisms designed to bring people closer to EU affairs and generate stronger interaction with EU citizens. We need to do more in order for European citizens to be better informed about Europe, and working with media institutions and independent journalists is key in this regard.

This is a case for Euranet, a network of radios across Europe that for years have done a great job in promoting the European Union. We, the European Parliament’s Committee on Culture and Education, will always support those that do the day-to-day job in speaking about Europe in a professional, transparent and independent manner. This is why we express our continuous support for Euranet and the need to provide adequate financial support to the network in the years to come.

Despite this fact, some decision makers are ignoring this need, being more concerned about bureaucracy and promoting a neoliberal agenda instead of making the right decisions for European interests. Unfortunately, there are also governments that are happy to see what is happening at European level and are using this example to cut funds, and even politicise national radios.

Over the last 15 years, the pan-European radio network Euranet Plus has successfully contributed through its members across Europe to bridge the information gap between the EU and its citizens by strengthening and, at the same time, promoting the debate in all fields related to European policy-making. So we are asking the Commission to come up with solutions, to tell us whether they will offer traditional financial support in the years to come, and to find a way to support this instrument. Radios have proven to be a key instrument for communication with citizens about EU affairs, so support Euranet, support European radio stations.

  Hannes Heide (S&D). – Frau Präsidentin, Frau Kommissarin! Objektive und qualitative Berichterstattung über das, was in Europa geschieht, ist Grundvoraussetzung für eine demokratische und bürgernahe Europäische Union. Euranet Plus ist ein Zusammenschluss von nationalen und regionalen Rundfunksendern, öffentlich-rechtlichen wie privaten aus 13 Mitgliedstaaten, sendet Gemeinschaftsproduktionen in zwölf Sprachen und erreicht über 15 Millionen Hörerinnen und Hörer täglich. Sein Programm mit einer gesamteuropäischen Perspektive leistet einen wesentlichen Beitrag für die Entwicklung der viel zitierten europäischen Öffentlichkeit mit überschaubaren finanziellen Mitteln.

Im CULT-Ausschuss haben wir uns bereits vor Monaten klar für die weitere Finanzierung in direkter Weise ausgesprochen. Und dass sich noch immer keine Lösung abzeichnet, liegt an der unverständlichen Haltung der Kommission, die den politischen Willen des Europäischen Parlaments, des Haushaltsgesetzgebers, mit unschlüssigen und nicht nachvollziehbaren Begründungen ignoriert – in Beantwortung einer schriftlichen Anfrage vom März ebenso wie in einem Schreiben in den letzten Tagen und ebenso heute durch die Kommissarin.

Warum ignoriert die Kommission die Tatsache, dass es sich bei Euranet Plus um keine Rundfunkanstalt, sondern um ein Netzwerk unabhängiger Radiosender mehrerer Mitgliedstaaten handelt? In den letzten Jahren gab es in diesem Zusammenhang weder eine Gesetzesänderung, noch hat sich die Struktur von Euranet geändert. Die Förderung wurde nie in Frage gestellt und soll nun nicht mehr rechtskonform sein. Der Verweis auf eine Wirtschaftlichkeitsprüfung im Jahr 2020 geht ins Leere, weil Euranet fälschlicherweise als Rundfunkanstalt bewertet wurde.

Geradezu zynisch ist der immer wieder herangezogene Vergleich mit Euronews.

Euranet ist ein zu 100 % aus öffentlichen Geldern finanziertes Radionetzwerk, Euronews hingegen ein Privatunternehmen, mehrheitlich in ägyptischem bzw. US-amerikanischem Eigentum. Zudem geht es bei Euronews um ganz andere Summen, deren wirtschaftlicher und sinnvoller Einsatz angesichts der Reichweite ohnehin fraglich ist.

Die Kommission hat zur Kenntnis zu nehmen, dass keine Bürgerin und kein Bürger in Europa Verständnis dafür hat, wenn der politische Wille des Parlaments ignoriert wird. Ich stelle fest: Wenn die Kommission nun alle Multimedia-Aktionen dem Wettbewerb zuführen möchte, ist das demokratiepolitisch eine große Gefahr und entschieden abzulehnen.

  Łukasz Kohut (S&D). – Pani Przewodnicząca, Pani Komisarz! Sieć radiowa Euranet Plus to wyjątkowa sieć stacji radiowych w Unii Europejskiej. Relacjonuje wydarzenia w Europie z perspektywy ponadnarodowej. Składa się z wielu nadawców publicznych i prywatnych z państw członkowskich. Jej działalność operacyjna od momentu powstania była finansowana głównie z funduszy unijnych. Teraz wsparcie bezpośrednie mają zastąpić coroczne starania o granty. Nie możemy się na to zgodzić. Model finansowania przez granty, który proponuje Komisja, nie daje możliwości strategicznego planowania i rozwoju sieci. Wzywamy więc Komisję do odnowienia obecnego podstawowego finansowania Euranet Plus.

Ale uwaga, długoterminowy plan rozwoju sieci musi uwzględniać to, że niektórzy jej członkowie, nawet jeśli nazywają siebie nadawcami publicznymi, dawno przestali nimi być. Stali się za to ordynarnymi tubami propagandowymi swoich rządów, które dezinformują i zniechęcają obywateli do projektu europejskiego. Polskie Radio czy węgierskie MR nie mają już misji publicznej. Mają misję partyjną. Czy fundusze unijne powinny wspierać takich nadawców? Zdecydowanie nie. Dlatego w pełni doceniając cele i pracę sieci, chciałbym to mocno podkreślić: unijne wsparcie należy się mediom niezależnym i rzetelnym, a nie reżimowym, które szkalują Unię Europejską.

  Helena Dalli, Member of the Commission. – Madam President, I would like to thank the honourable Members for this debate, which shows the importance which we all put on supporting coverage of EU affairs via radio, and of course via other channels of communication, so that as many citizens as possible can compare multiple independent viewpoints. The debate raised important topics, including the independence of the media, media freedom and media pluralism. It is of course very important to balance all these issues carefully, and we must take into account the interests of all players in Europe’s media landscape.

As regards the support to coverage around EU affairs via radio, the Commission agrees with you that the current beneficiary should get clarity as soon as possible so that it can make decisions for 2022 on this basis. I want to reassure you that the Commission pays due attention to sustainability, and that we want to provide clarity to all those involved as soon as possible. This is why our services are ready to launch the call and provide clarity to applicants in September.

While the Commission understands the concerns raised by honourable Members, our focus should be on compliance with the financial regulation, on transparency and on equal treatment, in order to give all interested media a fair chance to apply. The Commission is doing all it can to increase support to the media sectors to make them more competitive, while preserving diversity and independence.

We look forward to working together with the European Parliament on all these important issues in the context of the multimedia actions, but also in the context of the media action plan and the European democracy action plan.
