Elnök asszony. – A következő napirendi pont: Egyperces felszólalások (az eljárási szabályzat 172. cikke).
Peter van Dalen (PPE). – Voorzitter, godsdienstonvrijheid neemt wereldwijd toe. Het was dus ook een wijs besluit van de Commissie-Juncker om in 2016 Ján Figel’ aan te stellen als speciaal gezant voor de vrijheid van godsdienst wereldwijd. Figel’ heeft zijn werk met veel passie en uitstekend verricht. Het lag dus ook voor de hand dat bij het aantreden van de Commissie-Von der Leyen in december 2019 een nieuwe gezant zou worden benoemd, maar – helaas – er gebeurde niets. Onder andere de interfractiewerkgroep van het Europees Parlement inzake de vrijheid van godsdienst of levensovertuiging drong aan op een nieuwe benoeming, maar die kwam pas anderhalf jaar later in de persoon van de heer Stylianides. Tot verbijstering van velen vertrok hij echter alweer na enkele maanden en nu wachten we opnieuw op een speciaal gezant. Het is een blamage dat die er nog niet is, want de nood is groot wereldwijd. Laat mevrouw Von der Leyen daarom deze aanstelling tot chefsache maken, zodat op 1 januari een nieuwe gezant is benoemd.
Lara Wolters (S&D). – Voorzitter, ik denk niet dat het kwade wil is dat het Europees Parlement geen verlofregeling heeft. Ik denk dat het simpelweg niet bij onze Europese voorvaderen is opgekomen dat een volksvertegenwoordiger ook wel eens een jonge vrouw of jongeman zou kunnen zijn die graag bij een pasgeboren kind zou willen zijn. Ikzelf ben deze keer afgereisd naar Straatsburg met mijn zoontje van drie en een halve maand, en ik heb dat gedaan omdat ik het belangrijk vind dat de mensen die op mij hebben gestemd, ook in deze periode vertegenwoordigd worden. Maar alle jonge ouders, of alle ouders waarschijnlijk, zullen weten dat zo’n reis een enorme onderneming is.
Dat brengt mij tot mijn punt. Een lid van het Europees Parlement moet kunnen worden vervangen of zijn of haar stemrecht tijdelijk kunnen overdragen. Ik heb meerdere voorstellen gedaan voor een aanpassing van de Europese kieswet en van de procedureregels hier, en elke keer krijg ik daarvoor brede steun hier in het Europees Parlement, en toch bestaat die verlofregeling nog niet. Dus hier nogmaals mijn oproep in een versimpelde vorm: het is tijd dat we het Europees Parlement de eenentwintigste eeuw in slepen!
Barry Andrews (Renew). – Madam President, I wanted to speak on the huge increase in the number of people being arbitrarily detained in Libya since the beginning of October, described by the UN as potentially a crime against humanity. However, this evening, the Guardian newspaper reports that at least 75 people are feared drowned off the coast of Libya in one of the most shocking incidents so far in the Mediterranean. We must carry our share of blame for this latest tragedy.
Instead of a migration and asylum framework across the EU, we have externalised our migration policy, causing harmful consequences. The consequences are being washed up on the shores of Libya in their hundreds. The consequences are huddled in freezing conditions on the border with Belarus under barbed wire. They are seen in a completely inappropriate aid policy that links funding to controlling migration and that submits to the right—wing mythology that migration can be stopped and should be stopped. These, Madam President, are the natural but avoidable consequences of trying to externalise migration policy and we should hang our heads in shame.
André Rougé (ID). – Madame la Présidente, chers collègues, en France, plus de 90 % des Guadeloupéens et des Martiniquais sont contaminés par le chlordécone, à l’origine du triste record du monde de cancers de la prostate. Comme pour les algues sargasses et l’accès à l’eau courante, Marine Le Pen a été lanceuse d’alerte sur ce sujet, alors que le président Macron et le gouvernement ont ignoré ce drame sanitaire, engendrant une défiance de la population et contribuant à la colère que nous connaissons aujourd’hui en Guadeloupe.
En plus de la décontamination de l’environnement, des mesures concrètes doivent être prises, dont la mise en place des aides à la reconversion des parcelles contaminées ainsi que la modernisation et le contrôle des sites de production d’eau potable. En application de l’article 168 du TFUE, la Commission européenne doit prendre des mesures pour venir en aide aux Antillais qui ont besoin du soutien de l’Europe et des pouvoirs publics français qui n’ont absolument rien fait à ce jour.
Margarita de la Pisa Carrión (ECR). – Señora presidente, resulta desconcertante que una institución que debería dar ejemplo, como es el Parlamento Europeo, que presume de luchar por los derechos de las mujeres y que, a su vez, se supone, pretende que tengamos una influencia en el mundo de la política, nos obligue, a días de dar a luz, a tener una presencia física para intervenir y votar, algo imposible teniendo en cuenta que hay que viajar.
Expreso mi queja por que una situación tan natural como la maternidad no esté resuelta en esta casa y se nos impida ejercer la responsabilidad política de representar a quienes han depositado la confianza en nosotros. Hay votaciones donde un solo voto es decisivo.
Durante la pandemia se ha encontrado la solución de la participación en línea. Tanto hablar de digitalización y resulta que no se contempla continuar con el uso de esta tecnología en situaciones tan justificadas como el nacimiento de un bebé.
De verdad, clama al cielo que tengamos que pedir que esta incoherencia se subsane.
José Gusmão (The Left). – Senhora Presidente, para o meu país, a União Europeia já foi uma referência do ponto de vista das leis ambientais e já foi um fator de modernização de algumas das atuações das autoridades em Portugal a este nível.
No entanto, esta linha de atuação da União Europeia tem-se degradado cada vez mais. Ao longo deste mandato, fizemos chegar à Comissão inúmeras denúncias sobre vários cursos de água em Portugal, no Rio Ave, na Ribeira de Travassos e outros, que a Comissão sabe constituírem violações da Diretiva-Quadro da Água, e não tivemos nenhuma resposta satisfatória da parte da Comissão. A mesma coisa quando denunciámos atentados no Parque Natural da Ria Formosa ou na bacia hidrográfica do Guadiana, áreas protegidas de interesse comunitário.
A União Europeia continua a ter o discurso, mas tem cada vez menos atuação concreta na proteção destes direitos ambientais e na aplicação deste direito comunitário. Tivesse tanto empenho como tem noutras áreas, como o Direito do Trabalho, em que não tem competência, mas pressiona os Estados-Membros muito além do que a lei lhe permite.
Κώστας Παπαδάκης (NI). – Κυρία Πρόεδρε, ο αντιδραστικός σχεδιασμός της Ευρωπαϊκής Ένωσης μεθοδεύει μισθούς γαλέρας και διαρκή κινητικότητα από κράτος σε κράτος, που προκλητικά η Επιτροπή και οι κυβερνήσεις αποκαλούν «δίκαιη». Η μεταφορά των ανύπαρκτων ασφαλιστικών δικαιωμάτων από χώρα σε χώρα αποσκοπεί στο να διευκολυνθεί το διακρατικό τζογάρισμα των εισφορών των εργαζομένων προκειμένου να πριμοδοτούνται από το δικό τους υστέρημα με εγγυημένα κεφάλαια οι πράσινοι και ψηφιακοί μεγάλοι όμιλοι. Στην Ελλάδα, με την ιδιωτικοποίηση των επικουρικών συντάξεων της Νέας Δημοκρατίας, σε συνέχεια του εκτρώματος Κατρούγκαλου του ΣΥΡΙΖΑ, απαλλάσσονται το κράτος και η εργοδοσία ενώ ο ασφαλισμένος ξέρει μόνο τι εισφορές θα δίνει, αλλά ποτέ πόση σύνταξη θα πάρει. Μόνα δεδομένα η αύξηση των ορίων ηλικίας συνταξιοδότησης, η δραματική μείωση των συντάξεων και οι καθυστερήσεις καταβολής που δεν πληρώνονται με τα χριστουγεννιάτικα φιλοδωρήματα-πενταροδεκάρες, με τα οποία ούτε για αστείο δεν καλύπτονται η ενεργειακή ακρίβεια, οι ανατιμήσεις σε είδη λαϊκής κατανάλωσης και η εκτόξευση των ενοικίων. Οι εργαζόμενοι, με οργάνωση και αγώνα, να διεκδικήσουν να ξηλωθούν όλοι οι αντεργατικοί, αντιασφαλιστικοί νόμοι για αυξήσεις συντάξεων και επιστροφή της δέκατης τρίτης και δέκατης τέταρτης σύνταξης.
Ivan Štefanec (PPE). – Vážená pani predsedajúca, kolegyne, kolegovia, počas pandémie sme sa všetci viac presunuli do on-line priestoru, čo je priestor, ktorý znižuje náklady, odstraňuje nám mnohé prekážky, vytvára nové príležitosti, ale prináša isté hrozby a tou hrozbou je napríklad ohrozenie bezpečnosti našich detí. Násilie na deťoch v online priestore nemôžeme tolerovať a som rád, že na túto tému sa začínajú viesť mnohé diskusie.
Sám som jednu z nich nedávno zorganizoval a ukázalo sa, že napríklad až zo 6 na 26 % stúpol medziročne počet detí, ktoré majú skúsenosť so šikanou, alebo napríklad až z 36 na 61 % stúpol počet detí, ktoré majú skúsenosť so sexuálnym obsahom. To sú alarmujúce čísla a zneužívanie na internete je naozaj vážna citlivá téma. Myslím si, že každý si musí uvedomiť svoj diel zodpovednosti za to, aby sme od neho deti uchránili. Osobitne poskytovatelia služieb si musia túto svoju zodpovednosť uvedomiť. Ide o to, aby sme vytvorili online priestor, ktorý je bezpečný pre všetkých a najmä pre naše deti. Je to aj o nástrojoch na odhaľovanie páchateľov a, čo je rovnako dôležité, aj na prevenciu.
Inma Rodríguez-Piñero (S&D). – Señora presidenta, señora comisaria, intervengo para poner de manifiesto la problemática de los cítricos valencianos, un sector de gran importancia para mi comunidad, para España y para la Unión Europea.
Valencia es la principal región exportadora de la Unión, con una facturación de más de 2 000 millones de euros anuales que da empleo a 250 000 familias. Sin embargo, su competitividad y rentabilidad y, por ende, la subsistencia de cientos de miles de personas peligran por la falta de reciprocidad en las exigencias fitosanitarias y por la inadecuada implementación de determinados acuerdos comerciales como el de Sudáfrica.
La Unión Europea no defiende a sus productores de cítricos cuando no exige el tratamiento en frío a las importaciones de Sudáfrica para impedir la entrada de la falsa polilla —una de las plagas más temidas por los citricultores—, tratamiento que es exigido por Estados Unidos y por China y que la Agencia Europea de Seguridad Alimentaria —como muy bien sabe, señora comisaria— recomienda con contundencia por razones de seguridad vegetal y medioambiental.
Y la Unión Europea tampoco defiende a sus productores cuando consiente los efectos distorsionadores derivados del fuerte incremento de las importaciones de cítricos cuando comienza la temporada europea.
Por todo ello, pido el tratamiento en frío para las importaciones de Sudáfrica y que los cítricos sean declarados productos sensibles, como hace el Gobierno de España, el Gobierno valenciano, el conjunto del sector y, desde luego, esta eurodiputada.
Billy Kelleher (Renew). – Madam President, in the wake of the COVID-19 pandemic, the economic measures that were taken by the European Union, the European Central Bank and the European Investment Bank, and national governments, did stave off a crisis. But there’s no doubt we are now in another wave of the COVID-19 pandemic, and this is going to put huge pressure on public finances across the European Union in Member States.
In particular, the activation of the general escape clause was very welcome because it allowed Member States to borrow more than they would have anticipated, to stave off that particular risk of a recession and also to invest in public health care. But we’re now in a situation where the European Central Bank is talking about unwinding the pandemic emergency purchase programme, which expires next March, and also the asset purchase programme.
On top of that, the pressures that are now coming to bear in terms of inflation leads me to believe that unless the Commission itself has a very strong plan on how it is going to unwind from the support that’s out there at the moment, some economies will be put under huge pressure. We have to be very conscious of that, and make sure we have a plan in place to assess Member States individually rather than with a broad-brush stroke when they’re deactivating the general escape clause.
Bert-Jan Ruissen (ECR). – Voorzitter, ik wil eveneens de aandacht vragen voor het feit dat we nog steeds zitten te wachten op de nieuwe EU-gezant voor de godsdienstvrijheid, want de facto zitten we nu al twee jaar met de vacature. De vier maanden dat Christos Stylianides deze functie bekleedde, kunnen we eigenlijk niet meetellen. Die vier maanden hadden meer het karakter van een zomerstage, waarbij hij zelfs aan inwerken niet is toegekomen.
Voorzitter Von der Leyen schreef mij onlangs dat de herbenoeming van de EU-gezant haar volle aandacht heeft. Mooie woorden, maar ik merk er in de praktijk heel weinig van. De Commissie is wel in staat om binnen enkele weken een gezondheidsdienst van honderden medewerkers op te tuigen, maar de benoeming van één enkele EU-gezant, dat duurt maar en dat duurt maar ... Mijn dringende oproep aan de Commissie is dan ook: kijk eens om je heen, en zie hoe wereldwijd de geloofsvervolging toeneemt, kom snel met een EU-gezant, echt snel, en zorg voor substantiële ambtelijke ondersteuning!
João Pimenta Lopes (The Left). – Senhora Presidente, nos últimos 30 anos, em Portugal, perderam-se 400 mil explorações agrícolas, sobretudo pequenas e familiares, e 700 mil postos de trabalho.
A superfície agrícola útil reduziu, a concentração da produção e o aumento da área média das explorações acentuou-se. Os pequenos e médios agricultores e a agricultura familiar enfrentam uma situação económica dramática com o aumento dos custos da produção, o esmagamento dos preços à produção e a expressiva redução dos rendimentos.
Este é um retrato que resulta de décadas de política agrícola comum, é o grande agronegócio da produção super-intensiva que fica com a fatia de leão da PAC. A revisão da PAC, que votaremos e que rejeitaremos, não muda o essencial nem responde aos problemas com que a agricultura nacional se confronta, mantendo as inaceitáveis desigualdades na distribuição das verbas e acentuando o favorecimento da concentração da propriedade e da atividade agrícola.
Outra política agrícola é necessária que assegure a soberania alimentar, valorize a pequena e média produção e garanta justos rendimentos ao produtor.
Eugen Tomac (PPE). – Doamna Președintă, doamna comisar, vreau să aduc în actualitate o temă care mă preocupă profund și cred că este de datoria Parlamentului European să tragă un semnal de alarmă. În plină criză de sănătate am asistat cum cetățenii Uniunii Europene au fost expuși unui val de dezinformare fără precedent. Cetățenii noștri sunt vulnerabili și tocmai de aceea trebuie să pregătim un mecanism de rezistență la dezinformare. Copiii noștri au nevoie de instrumente moderne pentru a putea face față acestei avalanșe de informații false, în condițiile în care politicieni populiști, actori statali precum Rusia, dezinformează în mod constant cetățenii Uniunii Europene. Trag acest semnal de alarmă pentru că mâine poate fi prea târziu.
Nicolás González Casares (S&D). – Señora presidenta, A Mariña de Lugo, del norte de Galicia, mi región, está sufriendo graves problemas industriales, a veces, por el abandono de las propias políticas del Gobierno regional y, otras veces, por la desidia y por el aprovechamiento de recursos y de la fuerza laboral que hacen algunas empresas de la gente de esa zona de Galicia.
Yo vengo aquí y quiero reivindicar que, desde la Unión Europea y desde la Comisión Europea, seamos más vigilantes en las ayudas que se les dan a determinadas empresas para poner en marcha iniciativas que luego son abandonadas a pesar de haber recibido fondos europeos. Creo que eso es intolerable, porque se está jugando con la vida y las expectativas de trabajo de cientos de mujeres y de hombres de esa comarca de Galicia.
Pido también que seamos serios durante esta transición ecológica industrial y reclamemos que las industrias europeas obtengan también sus materias primas aquí, en Europa.
Pero, sobre todo, seamos estrictos con las ayudas que se dan a las empresas en esta zona de Galicia.
Vlad-Marius Botoş (Renew). – Doamna Președintă, suntem în al patrulea val pandemic, încercăm să ne adaptăm și să susținem statele membre, iar în cele mai multe cazuri acest ajutor din partea Uniunii Europene este ceea ce au nevoie țările noastre, țările Europei – medicamente, echipamente, vaccinuri –, așa cum este și cazul țării mele, România, și vă mulțumesc, doamna comisar, pentru tot efortul pe care l-ați făcut în ultimele săptămâni de a ajuta țara mea.
Viața noastră merge mai departe, într-un fel sau altul, cu adaptări, schimbări majore, dar trebuie să recunoaștem că este un domeniu care are extrem de mare nevoie de ajutor, învățământul. Sunt mii de copii, mai ales în regiunile mai sărace, în zonele îndepărtate, cărora de mai bine de un an de zile li se cere să facă școală online. Sunt mii de copii în Uniunea Europeană care de la începutul pandemiei nu au acces la educație. Cred că această situație trebuie abordată de la nivel european. Trebuie să găsim soluții împreună pentru a nu sacrifica o generație întreagă.
Gunnar Beck (ID). – Madam President, Stephan Harbarth, the President of the German Constitutional Court recently declared Poland fell short of German rule of law standards. Moreover, the Polish judiciary was not independent.
Two comments – first, Poland’s top court has questioned the supremacy of EU law over national constitutions, a position which is exactly that of Germany’s top court, except the German judges wilfully ignore any EU treaty violation, and the German government tells them to.
Second, the federal government effectively controls the appointment of all top judges in Germany, who are often signed up members of political parties. Harbarth himself is a former deputy leader of Merkel’s party and will now decide complaints involving laws he himself advocated. While the judge rapporteur of the recent pro climate rescue judgment is close to the Greens and married to a green politician. Perhaps, I conclude, Poland should not match German standards.
Charlie Weimers (ECR). – Madam President, ‘you Europeans care more about protecting endangered frogs than about us endangered Christians’ – these words were uttered to me when I met the Syrian Orthodox bishop of Mosul at the height of the ISIS offensive in Iraq. Of course, his community has sunk from 1.5 million to about 200 000 people in just 15 years. So, for him to see how the EU just stays passive and silent is a sheer provocation.
It took the Commission two years to appoint a special envoy for religious freedom of belief, and now the position is again vacant. While we have experienced the terrorist attacks in Sri Lanka, the Rohingya in Myanmar, the Uyghurs in China, the slaughter of Christians in Nigeria, how much more time will it take, Commissioner, before you appoint a special envoy?
Mick Wallace (The Left). – Madam President, in June 2018, an attempt was made to secretly alter, and then publish, a doctored version of the original interim report of the Douma OPCW fact—finding mission in Syria. We had the leaked reports through WikiLeaks and we can compare them side by side. In March 2019, the OPCW published a final report, which concluded there were reasonable grounds to conclude the alleged chemical weapons attack had occurred.
Two OPCW scientists involved with the OPCW investigation raised serious concerns about its scientific objectivity and accuracy, whilst eminent figures called for a reinvestigation of the alleged Douma attack. The whistle—blowers have been side—lined, their concerns brushed aside, ignored and misrepresented by the Director—General of the OPCW, Fernando Arias, when challenged on the matter, and misrepresented by mainstream media across Europe.
This is not disinformation. Everything I have referenced is accompanied by official documentation that can be found at berlingroup21.org. As long as this scandal remains unaddressed by the OPCW, the integrity of a body that is really significant remains in question.
Peter Pollák (PPE). – Vážená pani predsedajúca, vážení kolegovia, kolegyne, šírenie klamstiev, dezinformácie a hoaxov na internete, najmä na sociálnych sieťach, je hrozbou, ktorá mení svet. Sociálne siete už dávno nie sú len o nadväzovaní kontaktov, o šírení informácií a dokonca nie sú už ani o zábave. Polopravdy, lži, ktoré sa šíria neuveriteľnou rýchlosťou celým svetom, destabilizujú spoločnosť a vyvolávajú chaos. Sociálne média na jednej strane vyrábajú aj prostredníctvom šírenia poloprávd a lží enormné množstvo zisku, na druhej strane sú v porovnaní s tradičnými médiami de facto nepostihnuteľné. Ak by ktorékoľvek tradičné médium dnes šírilo informáciu, že liekom na zničenie akéhokoľvek vírusu v tele je pitie či dokonca vnútrožilové podanie dezinfekčného čistiaceho prostriedku, na druhý deň by toto médium, tradičné médium, čakala žaloba. Sociálnym médiám však toto nehrozí. Bez akýchkoľvek problémov šíria informácie, ktoré výrazným spôsobom ohrozujú životy, zdravie či majetky bežných ľudí bez toho, aby čelili zodpovednosti. Je načase prestať hovoriť o regulácii dnes neregulovaných sociálnych médií a začať konať, kým nie je neskoro.
Tsvetelina Penkova (S&D). – Madam President, thank you to the Commissioner for being here. We are in the middle of the economic and social crisis now, and I don’t think we speak enough about the European SMEs, which are the driving force of the European economy because they represent about more than 60% of the EU GDP and more than 100 million jobs. So they’re responsible for our economic and social integrity.
The current crisis is still not over, and the European small businesses need immediate measures in order to prevent any further negative effects happening to our economy. Any future legislative proposal should focus on reducing administrative burden and providing liquidity and better financing. And, last but not least, we have to help the EU SMEs from all over the Member States to work together and to cooperate, in order to cope with upcoming changes and still to remain competitive on the global economic market.
Ladislav Ilčić (ECR). – Poštovana predsjedavajuća, poštovani kolege, kao što je rekao kolega Weimers, gotovo smo svakodnevno šokirani vijestima o ubojstvima i progonima ljudi zbog njihove vjere i to čak iz zemalja koje imaju poprilično jake ekonomske i političke odnose s Europskom unijom.
Vjera značajno pa i ključno oblikuje identitet mnogih ljudi, a pravo na slobodno ispovijedanje vjere jedno je od osnovnih postulata ljudskih prava, među najvećim civilizacijskim dostignućima europskog kontinenta.
Europskoj komisiji je trebalo dvije godine da imenuje osobu na upražnjeno mjesto posebnog izaslanika za slobodu vjeroispovijesti i vjerskih uvjerenja i to je Komisija učinila ljetos. No imenovani dužnosnik je napustio mjesto već koncem ljeta zbog odlaska na drugu dužnost i sad je već nekoliko mjeseci to mjesto opet upražnjeno.
Ne smijemo sami rušiti vlastite standarde demokratičnosti i pluralizma te okretati glavu od ljudi koji su progonjeni i diskriminirani zbog svoje vjerske pripadnosti. Dakle i ja pozivam Komisiju da što prije imenuje posebnog izaslanika za vjerske slobode.
Clare Daly (The Left). – Madam President, during the pandemic, Amazon became a trillion-dollar corporation with record profits and a revenue higher than the GDP of 133 countries. They pay close to 0% tax, so check their warehouse workers to inhumane conditions, tyrannically denying them the right to join a trade union. Meanwhile, their activities dump millions of metric tons of CO2 into the atmosphere every year, while its data centres cannibalise entire country’s energy budgets and consume our water supplies. It’s always the same: Amazon profits forever and never pays for the social or environmental costs. Well that will change.
This Friday, the 26th, Black Friday is a global day of action in the campaign to make Amazon pay. All over the world, a growing movement of activists and workers in factories and cargo facilities, oil refineries, warehouses and data centres will strike and demonstrate together, to force Amazon to pay for its environmental and social consequences. This movement is needed, all power and solidarity to them this Friday.
Tomislav Sokol (PPE). – Poštovana potpredsjednice, osnivanjem Odbora za borbu protiv raka Europski parlament istaknuo je važnost ove teme za budućnost EU-a. Procjenjuje se da će 2021. biti dijagnosticirano 2,7 milijuna novih slučajeva, da će 1,3 milijuna ljudi umrijeti od raka na razini Unije. Ove brojke pokazuju goleme razmjere problema koji je pred nama.
Rad Odbora doprinos je stvaranju zajedničkog okvira za liječenje raka te je on izraz naše solidarnosti, ali i naše odgovornosti za dobrobit građana diljem Unije. Pri izradi izvješća Odbora, pored jačanja prevencije, kao prioritet bih istaknuo rješavanje problema nejednakog pristupa kvalitetnom liječenju raka. To se može postići jačim ulaganjem europskih kohezijskih sredstava u zdravstvenu infrastrukturu i radnu snagu, olakšavanjem pristupa vrhunskoj zdravstvenoj zaštiti u drugim državama članicama te zajedničkom nabavom koja će smanjiti cijene i omogućiti svim pacijentima u EU-u pristup najnovijim lijekovima pod jednakim uvjetima.
Odavde moramo poslati vrlo jasnu poruku: u Europskoj uniji ne smije biti građana prvog i drugog reda.
Juan Fernando López Aguilar (S&D). – Señora presidenta, en este Pleno del Parlamento Europeo votamos el resultado del acuerdo entre el Consejo y el Parlamento Europeo sobre el presupuesto para 2022.
Destaco una aportación de clara impronta socialdemócrata: el incremento en 211 millones de euros de la partida, inicialmente consignada en 500 millones de euros, para el Fondo de Solidaridad de la Unión Europea.
Quiero compartir con este Parlamento Europeo una prioridad absoluta: la reparación de los daños causados por el volcán de La Palma, cuando suma más de sesenta días en erupción, porque —la razón habla por sí sola— el volcán suma todos los supuestos del Fondo de Solidaridad, inicialmente diseñado para terremotos, incendios, estragos, destrucción de infraestructuras.
Todo lo ha hecho el volcán, y el dinero europeo debe servir para la reparación de infraestructuras dañadas, equipamientos, energías y aguas, y centros escolares y médicos destruidos por la lava.
Por ello, la solidaridad europea debe sumarse a la solidaridad del Gobierno de Canarias y del Gobierno de España y debe hacerlo cuanto antes, eliminando cualquier barrera o traba burocrática que pueda impedir que la ayuda llegue cuanto antes, porque a los damnificados del volcán de La Palma que nos miran y nos interpelan, la Unión Europea debe responder de manera eficaz y, sobre todo, inmediata.
Elnök asszony. – Innen is szolidaritásunkat fejezzük ki. Nekem mint alelnöknek még nem volt alkalmam, hogy együttérzésemet fejezzem ki az ezeket a tragédiákat átélt családok sorsai iránt. Köszönöm, hogy ezt felhozta.
Ангел Джамбазки (ECR). – Г-жо Председател, тази седмица за съжаление се случиха още няколко неща, които могат да разколебаят вярата на европейските граждани в този Съюз, и които са повод за съжаление заради лицемерието, което носят. Така например през последната седмица, подкрепяни от турския диктатор Ердоган войски нападнаха арменски войници съвсем близо до столицата Ереван. Някои от тях бяха ранени, други пленени, други убити. Това нападение не беше отразено никъде. Тук няма декларации, няма зов за подкрепа, няма симпатия, няма хора, които да си късат ризите и да пазят човешките права, като например каквото се случва всеки път, когато някой настъпи някое мушкато някъде. Такова нещо не се случи и това е лицемерие и двоен стандарт.
Другото нещо, което е изключително тревожно, е продължаващото настояване на тази зала българското общество да бъде унизено и да приеме опит за нарушаване и унищожаване на човешки права на хората в Република Северна Македония, които се определят като българи. Тук просто продължава неглижирането на техните права и това е срам за всички, които се определят като защитници на тези права, особено тези колеги от лявата част на залата.
Cristian Terheş (ECR). – Madam President, dear Commissioner, the protection of the fundamental freedoms and rights of every person is the foundation of the European project and the reason for the EU’s existence. The founding fathers of this European project, like Schuman and Adenauer, envisioned a Europe where the governments and bureaucrats would work for the people, not against them, not to control them, as happened in the Soviet Union.
Under the leadership of Ursula von der Leyen, unfortunately, the European Union is transitioning from a democracy to a tyranny, and the Green Certificate is proving this. From a Union in which decisions are taken as openly as possible and as closely as possible to the citizens, as the EU treaty says, we are now seeing the EU becoming less transparent, with important decisions being taken behind closed doors or far away from the people. The contracts signed between EU and the vaccination companies are proving this. Since we have the Commissioner here, I am openly asking her to fully publish all the contracts signed between the European Union and these vaccination companies so the EU citizens, as well as us MEPs, will know exactly what they contain.
Michiel Hoogeveen (ECR). – Madam President, two years ago, the world was informed that COVID-19 had been newly discovered and was making people very sick in the city of Wuhan in China. In the meantime, the entire world is still suffering under the pandemic, causing the deaths of over five million people.
But how did this virus come into the world? The only thing we really know is that it originated in Wuhan. The next question is, and there are indications for this, is whether it was caused by an accidental lab leak in the Wuhan Institute of Virology, where we know they were conducting this type of research, including gain of function.
Colleagues, if we want to avoid a new pandemic, we need to evaluate. However, the European Commission refuses to investigate the origins of COVID-19, so it is up to the Parliament to stand up. Therefore, I call on all groups to support the ECR proposal to establish a special committee on the origins of COVID-19 and the EU funding of the Wuhan Institute of Virology.
