  Peter Jahr, Berichterstatter. – Frau Präsidentin, liebe Kolleginnen und Kollegen! Heute ist ein wichtiger und auch ein guter Tag für die europäische Agrarpolitik, besonders auch für unsere Landwirte.

Zweieinhalb Jahre Beratungszeit, unzählige shadow meetings, Abstimmungsrunden, manche auf der Autobahn im Auto, manchmal habe ich geschwitzt, manchmal habe ich gefroren – nicht nur wegen dem Inhalt, sondern weil die klimatischen Bedingungen so waren. Ein Trilog wäre fast gescheitert – dazu Covid—19. Es hätte genügend Gründe gegeben, nicht zu liefern oder nicht pünktlich zu liefern. Aber das Gute: Wir, das heißt die Kommission, der Rat und das Parlament, haben uns geeinigt; das heißt, wir können liefern.

Denn es geht hier nicht nur um einen politisch-intellektuellen Streit. Es geht letztendlich um unsere Landwirte. Es geht um Versorgungssicherheit. Ja, es geht auch um 45 Milliarden Euro Fördermittel pro Jahr für unsere europäische Landwirtschaft. Und deshalb war es wichtig, pünktlich zu liefern.

Und zu Beginn noch etwas Tröstliches an meine Kollegen, die nicht ganz zufrieden sind mit der Reform: Jeder kennt das, der mal ein Buch geschrieben hat oder schreiben musste. Bei manchen ist es die Diplomarbeit, bei manchen war es die Doktorarbeit. Jeder hat am Ende das Gefühl, man hätte noch etwas besser machen können. Ja, das stimmt. Mir geht es da auch so. Aber wir wissen, wie das ist. Wir kennen ja auch den Spruch von den ewigen Doktoranden: Wer ständig am Ende der Meinung ist, er will etwas besser machen, kommt da nie zum Ende.

Und deshalb ist es wichtig: Wir wollen eine Agrarreform verabschieden, und wir wollten nicht eine Agrardebatte auf Lebenszeit. Deshalb war es wichtig, auch Kompromisse zu finden. Unsere Aufgabe war es, eine schlüssige Reform pünktlich auf den Tisch zu legen. Das haben wir geschafft. Ich empfehle Ihnen ganz einfach auch die Zustimmung. Die Reform ist innovativ. Sie ist umweltgerechter. Sie enthält eine Umverteilungskomponente von großen zu kleinen Landwirten. Sie betrachtet den Landwirt als businessman. Wir haben die soziale Dimension eingearbeitet, und die Mitgliedstaaten erhalten mehr Gestaltungsspielraum.

Und ich sage noch einmal: Das eigentlich Innovative an dieser Reform ist das sogenannte delivery model. Das heißt, die Mitgliedstaaten müssen mittels Indikatoren abrechnen, ob oder wie die europäische Agrarpolitik sich entwickelt. Dadurch entstehen Zahlenreihen, es entstehen de facto statistische Beweise. Wir haben Ergebnis-, Wirkungs-, Auswirkungsindikatoren, darunter 33 Ergebnisindikatoren, die sanktionsbelegt sind. Das heißt, wir brauchen keine Rechtfertigung durch den Europäischen Rechnungshof oder von selbsternannten Agrarexperten. Wir können den Erfolg oder auch den Misserfolg der europäischen Agrarpolitik nachweisen. Und wer das kritisiert, der hat vielleicht Angst, dass er irgendwann mal von seinen eigenen Vorurteilen Abschied nehmen muss. Vielleicht tritt etwas ganz Anderes ein, als er bisher behauptet hat – zumindest haben wir die Möglichkeit, das nachzuweisen.

Und das ist für mich der größte Reformschritt seit der MacSharry-Reform 1992: Wir stellen um auf ein delivery model. Wir stellen um, wenn man so will, auf eine beweisorientierte Agrarpolitik. Und sie ist auch umweltgerechter: 25 % der Direktzahlungen werden für ökologische Maßnahmen verwendet. Das ist einmalig, das hatten wir noch nie. Natürlich kann es mehr sein, es kann immer mehr sein, aber wir sollten erst einmal mit diesen 25 % umgehen, verbunden natürlich auch mit den Freiheitsgraden zu den Mitgliedstaaten. Die Mitgliedstaaten erhalten mehr Freiheitsgrade. One fits all, haben wir gesagt, funktioniert nicht.

Und die Kollegen, die das kritisieren? Die sind vielleicht zerfressen von Misstrauen in die Mitgliedstaaten. Ich habe das nicht. Ich denke, verbunden mit dem delivery model sind unsere Mitgliedstaaten in der Lage, die Dinge ordentlich umzusetzen.

Was vielleicht übrig bleibt, was mich noch beschäftigt, wo ich selber unzufrieden bin: Stichwort Entbürokratisierung. Aus meiner Sicht: Wie es so ist, in der Endphase werden Kompromisse ausgehandelt, da muss man Lösungen finden, aber die Entbürokratisierung blieb dabei unterbelichtet.

Hier habe ich wieder Hoffnung auf die Mitgliedstaaten. Ich sage den Mitgliedstaaten: Ihr müsst umsetzen – ein delivery model. Ihr müsst liefern. Ihr entwickelt die nationalen Strategiepläne. Ihr entscheidet, welche Maßnahmen für die Landwirte gelten. Und es ist nicht verboten, es auf einfache Weise zu machen. Und ich wünsche mir von den Mitgliedstaaten einen Wettbewerb zur Entbürokratisierung.

Deshalb noch einmal zusammenfassend: Bitte, im Endeffekt im Interesse der europäischen Landwirte, im Interesse der Versorgungssicherheit, im Interesse der Umwelt, stimmen Sie der Reform zu! Die ist gut, die ist innovativ, und, wie gesagt, wir haben noch viel zu tun. Bei der nächsten Reform entwickeln wir das weiter und machen alles besser. Und noch einmal vielen Dank für die Mitarbeit an unsere Kollegen, an den staff.

Und als letztes Argument, weil ich gerade Christophe Hansen vor mir sehe: Noch nie haben wir eine Agrarreform so eng verbunden mit dem Umweltausschuss beraten. Das gab es noch nie, und das kann auch Mut machen für die Zukunft. Auch mit dem Umweltausschuss kann der Agrarausschuss Kompromisse finden. Nochmal vielen Dank, und ich bitte nochmals um Zustimmung am heutigen Tag für die Reform.

  Ulrike Müller, Berichterstatterin. – Frau Präsidentin, liebe Kolleginnen und Kollegen! Wir sind heute hier zusammengekommen, um den gesetzlichen Rahmen für die Gemeinsame Agrarpolitik von 2023 bis 2027 zu beschließen. Der vorliegende Vorschlag, den ich für das Parlament ausgehandelt habe, ist das Ergebnis vieler Monate intensiver Verhandlungen mit dem Rat. Und dieser Vorschlag ist mehr als nur ein Schritt in die richtige Richtung hin zu einer leistungsorientierten, transparenten und effektiveren Agrarpolitik in Europa. Meine Fraktion und ich stimmen deshalb für diesen Vorschlag.

Kurz zur Erklärung: Die heutige Entscheidung betrifft 10 Millionen landwirtschaftliche Betriebe in der Union, davon 8,5 Millionen bäuerliche Familienbetriebe, 27 nationale Verwaltungen in den Mitgliedstaaten und 450 Millionen Bürgerinnen und Bürger, die Planungssicherheit und Rechtssicherheit brauchen, die hochqualitative Lebensmittel, lebenswerte ländliche Räume und eine klima- und umweltverträgliche Erzeugung und Vermarktung wollen.

Bevor ich zu den Details komme, möchte ich die offensichtliche Frage stellen: Warum erst jetzt? Warum dauert es dreieinhalb Jahre vom Vorschlag der Kommission bis zur heutigen Abstimmung? Der Vorschlag der Kommission wurde acht Monate zu spät vorgelegt. Diese Verzögerung hat eine Abstimmung während des letzten Mandats unmöglich gemacht. Das ist unverantwortlich. Ich richte deshalb den dringenden Appell an Sie, Herr Kommissar, den nächsten GAP-Vorschlag zeitgerecht vorzulegen! Greifen Sie für einen dauerhaften Prozess der Weiterentwicklung auf die Expertise dieses Parlamentes zurück, Herr Kommissar! Wir als die direkt gewählten Volksvertreter wissen, was vor Ort funktioniert und was nicht.

Gerade die COVID-19-Pandemie zeigt uns allen jeden Tag die wirtschaftliche und soziale Leistungsfähigkeit unserer Betriebe. Sie gewährleisten unsere tägliche Versorgung mit den besten und den sichersten Lebensmitteln, die wir jemals hatten. Diese Versorgungssicherheit kommt nicht von ungefähr, sondern ist das Ergebnis des unermüdlichen Einsatzes unserer Landwirtinnen und Landwirte und aller im Nahrungsmittelsektor Arbeitenden. Gerade die rasant steigenden Energiepreise und die politischen Weichenstellungen im Bereich der Farm-to-Fork- und der Biodiversitätsstrategie führen zusammen mit der aktuellen Lage am Markt zu einem erhöhten Kostendruck, der die Produktionssicherheit in Frage stellt und die Betriebe in Existenzangst versetzt.

Gleichzeitig steht auch die Landwirtschaft in der Pflicht, den Übergang zu einem klimaneutralen Europa bis 2050 mitzugehen. Dabei möchte ich darauf verweisen, dass heute schon mehr als die Hälfte der Kohlendioxidemissionen aus der Agrar- und Ernährungswirtschaft auf Faktoren zurückzuführen sind, die nichts mit der landwirtschaftlichen Tätigkeit zu tun haben. Deshalb ist mein Ansatz, in der neuen GAP Versorgungssicherheit und Klimaschutz zu vereinbaren. Die nationalen Strategiepläne erlauben mehr Flexibilität für die Mitgliedstaaten und somit das Ende des „one size fits all“. In die laufende Erstellung der Pläne müssen die Landwirtschaft und die Bevölkerung in den ländlichen Räumen aktiv einbezogen werden.

Der zentrale Punkt des GAP-Vorschlags ist aber die Einführung des new delivery model. Die Einführung eines ergebnisorientierten Berichts- und Kontrollsystems ist die eigentliche Innovation dieser verkürzten Programmperiode. Erst dadurch werden die Eco-schemes zu einem erfolgversprechenden Instrument der nationalen Strategiepläne. Es ist gleichzeitig ein Schritt weg von einer simplen Zahlenspielerei zu einer echten Bewertung der Ergebnisse des einzelnen Landwirts. Damit wird die Legitimität der öffentlichen Mittel für die Landwirtschaft entscheidend gestärkt.

Dieses neue System bedingt aber auch eine grundlegende Vereinfachung des Berichtswesens. Es müssen keine detaillierten Kontrollberichte mehr nach Brüssel gereicht werden – ein funktionierendes Governance-System ist auch ausreichend. Das single audit kommt voll zur Anwendung. Doppelprüfungen entfallen.

Da im neuen Leistungsmodell die Mitgliedstaaten die Hauptverantwortung für die Kontrolle tragen werden, haben wir für einen stärkeren Schutz bei Missbrauch der EU-Gelder gesorgt. Wir haben klare Strukturen mit klaren Zuständigkeiten geschaffen.

Bezüglich der vieldiskutierten Frage der Transparenz haben wir dafür gesorgt, dass Informationen über die tatsächlichen Bezieher der GAP-Gelder der Öffentlichkeit zugänglich gemacht werden. Ich bin stolz, heute diese grundlegende Neuorientierung mit mehr Verantwortung für die Mitgliedstaaten, mehr Leistungsbezug für die Landwirte und mehr Transparenz vorlegen zu können.

Allen Kritikern dieses Vorschlags innerhalb und außerhalb dieses Hauses, den Vereinen, NGO und Verbänden: Ihnen allen muss klar sein: Wer gegen diesen Vorschlag stimmt, der ist für die Beibehaltung des Status quo. Deshalb sage ich ganz klar: Ich stimme für diesen Vorschlag, und ich werde ab sofort daran arbeiten, diese neue, leistungsorientierte und transparente Agrarpolitik umzusetzen und kritisch zu begleiten.

Ich möchte mich heute auch ganz ausdrücklich bei meinen Kollegen, den Schattenberichterstattern und Ihnen, Herr Kommissar, sowie dem Rat für die vertrauensvolle Zusammenarbeit bedanken. Es war nicht immer einfach, aber wir haben einen Kompromiss formuliert. Ich lade alle Kolleginnen und Kollegen in diesem Hohen Haus ein, diesem Vorschlag ihre Zustimmung zu geben.

  Eric Andrieu, rapporteur. – Madame la Présidente, Monsieur le Commissaire, le texte que j’ai l’honneur de vous présenter sur la révision de l’organisation commune des marchés, dite «OCM», c’est-à-dire sur le volet économique de la PAC, comporte de réelles avancées, tant pour le secteur et les agriculteurs que pour les consommateurs.

Pour la première fois depuis plus de 30 ans, la réforme de la PAC se conclut par davantage de régulation des marchés que de dérégulation. Il nous est apparu indispensable que les agriculteurs puissent obtenir un revenu plus équitable et plus stable afin de les soutenir dans la transition écologique. Nous sommes parvenus à rénover les outils européens de gestion des crises. Des observatoires sur les marchés agricoles seront mis en place au sein de la Commission européenne, sur toutes les productions qui le nécessitent, afin d’augmenter la transparence sur les prix et les marges des différents acteurs et de suivre au plus près le niveau des stocks alimentaires de manière à activer les mesures de sauvegarde.

Nous avons obtenu d’étendre jusqu’à 2045 les autorisations de plantation de vignes, et nous savons combien cela est essentiel pour un secteur qui a besoin de stabilité pour aller vers davantage de durabilité. La valeur énergétique des vins devra dorénavant être précisée sur l’étiquette et les bouteilles, et la liste des ingrédients sera davantage portée à la connaissance des consommateurs. La désalcoolisation des vins sera, quant à elle, enfin reconnue. Il sera dorénavant possible, pour tous les produits sous indication géographique protégée, de réguler les quantités mises sur le marché de manière à éviter les crises et à avoir une juste répartition de la valeur au sein des filières. Voici quelques-unes des mesures contenues dans ce rapport.

Nous avons voulu, avec l’ensemble des rapporteurs fictifs, que je tiens à remercier ici, une réforme de l’OCM qui tourne le dos à 30 années de dérégulation. Une réforme qui redonne aux agriculteurs leur dignité. Une réforme de l’OCM qui participe à la reconstruction de la souveraineté alimentaire européenne. Oui, le rapport qui vous est présenté est un pas dans la bonne direction, et il mérite d’être largement voté.

Mais le problème de cette réforme ne réside pas dans le rapport de l’OCM. Le problème de cette réforme, chers collègues, réside dans le rapport sur le plan stratégique. La PAC que nous allons voter aujourd’hui est dans la stricte continuité des précédentes. L’essentiel du budget continuera d’être dépensé sous forme d’aides à l’hectare, que l’on verse sans prise en compte des modes de production et sans prise en compte des prix et des revenus agricoles. C’est un non-sens économique, c’est un non-sens budgétaire, c’est un non-sens environnemental et c’est un non-sens social.

Regardez ce qui se passe aujourd’hui avec la hausse de 50 % des prix des céréales intervenue ces six derniers mois et, donc, avec l’augmentation du pain partout en Europe. Avec cette nouvelle PAC, nous allons poursuivre le versement de subventions à des agriculteurs dont les revenus vont exploser. Dans le même temps, on va continuer de faire du greenwashing avec des eco-schemes, qui apparaissent dès lors comme une mesure gadget par excellence.

Alors oui, nous avons obtenu la conditionnalité sociale et, dorénavant, les agriculteurs qui ne respecteront pas le droit du travail vis-à-vis de leurs salariés perdront une partie de leurs subventions. C’est une avancée sociale très importante et je veux saluer ici la compétence et l’abnégation de notre collègue Maria Noichl, qui s’est battue, ô combien!, pour obtenir ce résultat. Mais cette avancée n’est pas suffisante au regard d’un plafonnement des aides qui restera facultatif et d’un paiement redistributif qui sera versé à l’identique à tous les agriculteurs, les petites exploitations familiales comme les fermes géantes.

Par ailleurs, et alors que le multilatéralisme est en crise profonde, nous avons un devoir de le relancer. Mais au lieu de cela, nous continuons à défendre les règles de l’OMC qui interdisent les politiques de stockage public, alors qu’en même temps, la Chine et l’Inde n’en ont que faire, continuent de constituer des stocks stratégiques et spéculent. Nous ne sommes pas sérieux. Nous devrions au contraire œuvrer ensemble pour réformer les règles agricoles totalement inadaptées aux défis du XXIe siècle.

Enfin, le projet qui nous est proposé entraîne une renationalisation de fait de l’une des principales politiques communautaires. C’est un contre-sens historique. Nous devrions au contraire véritablement faire bloc pour affronter les enjeux majeurs qui sont devant nous dans un environnement international plus instable que jamais. Tout repose sur le contenu des plans stratégiques de chaque État membre et sur la validation de ces plans stratégiques par la Commission. Or, au moment où nous allons voter la réforme de la PAC, aujourd’hui, qui représente plus du tiers du budget de l’Union européenne, nous ne connaissons toujours pas le contenu de ces plans stratégiques. Ils doivent être remis à la Commission au plus tard le 31 décembre 2021. Nous ne savons pas si ces derniers seront alignés sur le pacte vert ou s’ils seront conformes à la stratégie «De la ferme à la fourchette» que nous avons votée le mois dernier. Et à dire vrai, les premières versions que l’on voit circuler montrent que nous sommes loin du compte.

Chers collègues, nous sommes en train de vivre un véritable déni de démocratie vis-à-vis du Parlement européen, car une fois le texte voté, nous n’aurons plus aucun moyen concret de peser sur les négociations entre la Commission et les États membres. En fait, c’est un chèque en blanc qu’il nous est demandé de voter aujourd’hui. Et je ne peux m’y résoudre. C’est à nous qu’il appartient de répondre aux enjeux climatiques, de sécurité et de souveraineté alimentaire. C’est à nous qu’il appartient de retisser le lien entre l’agriculture, l’alimentation, la santé, la biodiversité, le climat et les territoires pour apporter des solutions à ces défis. Nous le devons à nos concitoyens, nous le devons aux 11 millions d’agriculteurs européens qui nous nourrissent.

  Christophe Hansen, Verfasser der Stellungnahme des mitberatenden Ausschusses für Umweltfragen, öffentliche Gesundheit und Lebensmittelsicherheit. – Frau Präsidentin, Herr Kommissar, liebe Kolleginnen und Kollegen! Die Gemeinsame Agrarpolitik und unsere Landwirte sind unsere beste Garantie für bezahlbare und gesunde Lebensmittel.

Wenn vor 50 Jahren die Lebensmittelproduktion im Zentrum der GAP stand, stehen heute der Umwelt-, Biodiversitäts- und Klimaschutz ganz oben bei ihren Zielen. Und das ist auch richtig so. Landwirte sind und wollen Teil der Lösung sein. Damit sie diese Rolle aber spielen können und wir nicht in die Abhängigkeit von Importen geraten, die nicht nach den gleichen Standards produziert sind, müssen wir auch das Überleben unserer Landwirte absichern.

Die Reform, die wir heute hier verabschieden, schafft in meinen Augen diesen schwierigen Spagat. Mein Respekt gilt den Landwirten, die bereit sind, für das gleiche EU-Geld mit anzupacken, mehr zu machen und gleichzeitig Ertragseinbußen in Kauf zu nehmen, um unsere gemeinsamen Ziele zu erreichen.

Kein Verständnis habe ich für jene, die immer noch versuchen, diese Reform zu torpedieren. Unverantwortlich, denn ein Nein heißt auch Nein zu mehr Klima- und Umweltschutz. Deshalb, stimmen Sie dafür! Übernehmen Sie Verantwortung für unsere Umwelt und unsere Landwirte!

  Janusz Wojciechowski, Member of the Commission. – Madam President, honourable Members of the European Parliament, I am very pleased to be here today to present the result of eight months of intense interinstitutional negotiations and of an even longer period of regular and constructive exchanges with Parliament and the Council since the Commission published its proposal for the new common agricultural policy (CAP) back in June 2018.

It is a bit more than a year since I joined you for the debate on the Parliament’s negotiating mandate. As I did then, I would like to start by thanking the Chair of the Committee on Agriculture and Rural Development, Mr Lins, and, for the three regulations, the rapporteurs, Mr Jahr, Ms Müller, and Mr Andrieu, for their hard work, sparing no effort in bringing about the political compromise at the end of June this year and the final legal text that you will be voting on today.

On behalf of the Commission, I fully support the political compromise reached. It is a good and balanced outcome that will allow the common agricultural policy to play its role in ensuring the transition towards more sustainable agriculture.

The new common agricultural policy is an important step forward. We have the opportunity to grant our citizens a strong common agricultural policy that will contribute to all three dimensions of sustainability – economic, social and environmental. It will foster a sustainable and competitive agricultural sector that can support the livelihoods of farmers and provide healthy and sustainable food for society, while delivering significantly more in terms of environment and climate, in line with the European Green Deal ambitions.

I am very satisfied with the large support that the political compromise on the CAP reform had in your Committee on Agriculture and Rural Development, and I would like to invite you to confirm such support today. It is time to harvest the result of so many months of negotiation and concentrate on the implementation of the new CAP, allowing us to address effectively the many challenges lying ahead for the European agricultural sector.

Let me now say a few words on each of the three strategic plan regulations. We can be satisfied with the so—called green architecture of the Strategic Plan Regulation, the pillar of environmental sustainability. Alignment with the Green Deal is shown in the ‘no backsliding’ principle, and the final compromise on conditionality and eco—schemes, including the ring—fencing of 25% of direct payments, national envelopes for eco—schemes, are strong outcomes. The final deal sends a clear political signal of the Union’s commitment to respond more decisively to the scale and urgency of the environmental and climate challenges the Union is facing. The recent COP confirmed the need for a change.

The basic act will provide the right tools, but turning the legal framework into concrete results on the ground will require Member States to rise up to the higher social expectations in this domain. They will have to show the right level of ambition when designing eco—schemes and in the overall set—up of environmental and climate interventions, addressing effectively the key challenges they will have identified in their strategic plans. I will come back to that.

The new common agricultural policy improves the fairness, effectiveness and efficiency of the distribution of direct payments, ensuring that income support goes to those who need it most and who deliver more for CAP objectives. Nobody can be left behind. A lot remains to be done in practice, but the agreement reached provides useful tools to deliver on this priority. A key element is the requirement for Member States to describe, in their strategic plan intervention, how the need for redistribution will be addressed, depending on the Member States’ specific contexts. The complementary redistributive income support will be key, but so will other interventions or tools like, for example, the payment of small farmers, if duly justified.

With regard to the social dimension of the future common agricultural policy, I am happy that the final political compromise includes, for the first time, the concept of social conditionality in the CAP, linking the distribution of direct payments to the respect of certain labour laws. I would like to thank the European Parliament for having put forward this idea in its negotiating mandate, and all parties for their determination and flexibility in finding a workable formula to make sure that the future CAP ensures the respect of workers’ rights, without adding an unnecessary administrative burden, and safeguarding the integrity of the national social and labour system.

Finally, I am especially satisfied with the outcome achieved in the governance of the future CAP and the shift towards a more performance—oriented policy and strategic planning. The approval of the CAP strategic plans, with a common set of results, indicators and targets against which the policy can be monitored and evaluated, constitutes an unprecedented opportunity to respond to the demands of our citizens to see the results of our policy.

With regard to the horizontal regulations, I am glad that, after intense discussion in the three institutions, the final political agreement strengthens the key elements of the original Commission proposal, notably with regard to the new delivery model. Building from the existing robust assurance model in the new common agricultural policy, Member States will deliver on performance and will have to ensure a strong governance system in place. They will be responsible for checking eligibility at final beneficiary level, while the Commission will focus on ensuring that the Member States’ systems work properly. I think we have managed to strike the right balance between flexibility for Member States and assurance on CAP expenditure.

In terms of enhanced transparency in the CAP, I welcome the new element on a group of undertakings, which was introduced by the European Parliament. I very much welcome as well the compromise on the data mining tool, Arachne. Arachne is a very useful tool, which could supplement Member States’ checks. The Commission is therefore happy to accept the obligation to make the tool available to all Member States free of charge, and to make it 100% suitable for CAP expenditure. As to its voluntary or mandatory use, the Commission is ready to present a report by 2025 to the co—legislators, together with appropriate proposals if necessary. In addition, I would like to recall that the Commission has tabled a unilateral statement on Arachne to be added to the statements accompanying the horizontal regulation. A copy will be transmitted to your plenary services.

I’m also very pleased with the agreement on the scope, financing and management of the new agricultural reserve. A flexible reserve of EUR 450 million per year was agreed and the Council and Parliament could decide during the annual EU budget procedure to set up a higher level, if needed, within the limits of European Agricultural Guarantee Fund (EAGF) availabilities.

Last, but not least, I am satisfied with the general political agreement reached on the common market organisation amending regulation. With the new compromise, we will continue to have a policy that is market—oriented and well aligned with the Green Deal farm—to—fork objectives. EU farms will continue to operate according to the market signals and will be equipped to make the most of the opportunities offered by the EU and global markets.

There are a number of significant changes agreed in the process, also thanks to the amendments proposed by the European Parliament. Here I have in mind some of the very important provisions that strengthen even further the position of farmers in the food chain by encouraging producer cooperation and providing competition—related flexibilities. You will recall that this is one of the actions foreseen under the farm—to—fork strategy, and we are delivering on it.

The wine sector will also benefit from a substantial number of new elements that will ensure the long—term sustainable development of the sector. We all recall that we have also extensively discussed the issue of standards applying to imports. Eventually, a political compromise was reached that sets out our commonly—agreed level of ambition and objectives that we want to pursue further. Trade should not weaken the Green Deal ambitions. The Commission is pleased with the approach agreed on respect for this in our international commitments. We are now working on the report that we promised for the next year.

Please allow me to finish my intervention with a few remarks on what lies ahead of us. As you know, the Commission is sparing no effort in its structured dialogue with Member States, supporting them in drawing up and finalising ambitious fit—for—purpose CAP strategy plans, based on their solid needs assessment and including the appropriate combination of interventions addressing the identified needs of farmers and social expectations.

The quality of Member States’ CAP strategic plans is a condition sine qua non for the new CAP to deliver and lead the way to a more sustainable EU agricultural sector. The Commission will assess the plans, in particular as regards their strategies’ correspondence with specific objectives and targets. This assessment will be communicated to the Member States in an observation letter so that the plans can be further improved.

I know the European Parliament’s interest in the process of assessing and approving the national strategy plans. The Commission will do its utmost to ensure a high level of transparency so that Parliament and the public in general stay well informed, throughout the process, about the overall level of ambition of the CAP plans. I have indicated the Commission’s intention to publish the observation letters addressed to the Member States on their CAP plans. Also, as agreed during the negotiation process, the Commission will report to the co—legislators, by the end of 2023, on the content of the Member State plans.

To conclude, let me mention that the CAP alone cannot address all the challenges we face in terms of economic, environmental and social sustainability. At all levels of governance – EU, national and regional – we need to do our best to create synergies between policies and finance if we want to succeed. I am confident that the legislative package on which you are being asked to vote today can significantly contribute to that goal.

To, że dzisiaj finalizujemy trwające zapewne zbyt długo negocjacje w sprawie wspólnej polityki rolnej, to niewątpliwie bardzo dobra wiadomość dla europejskich rolników. Oczekiwali oni bowiem od nas jasnych wytycznych, jak będzie się kształtować europejskie rolnictwo w ciągu najbliższych lat. Niewątpliwie w wielu aspektach nowa wspólna polityka rolna może dawać europejskim rolnikom pozytywne sygnały co do stabilności ich dochodów i produkcji, jak również stanowić odpowiedź na wyzwania związane z europejską polityką klimatyczną. Niemniej jednak chciałbym też wyrazić, panie komisarzu, swój niepokój o przyszłość produkcji rolnej, która według niezależnych badań może w wyniku zbyt daleko idących restrykcji spaść nawet o 25 procent, co stanowi zagrożenie dla naszego bezpieczeństwa żywnościowego i przyczyni się do znacznego wzrostu kosztów produkcji.

Wyrażam też ubolewanie, że w dalszym ciągu nie udało się doprowadzić do pełnego wyrównania dopłat bezpośrednich. Fakt, że wysokość dopłat nie uwzględnia realnych kosztów produkcji ani aktualnych warunków prowadzenia działalności rolnej, jest w mojej ocenie pogwałceniem zasad konkurencyjności i dlatego liczę, panie komisarzu, na dalsze działania Komisji w tej kwestii.

  Bronis Ropė, Regioninės plėtros komiteto nuomonės referentas. – Gerbiama Pirmininke, gerbiamas Komisijos nary, kolegos, iš tikrųjų būtų geriau pagirti ir padėkoti, kiek daug visi dirbome ir kokį gerą dokumentą padarėme. Bet, deja, noriu pasakyti, kad naujasis BŽŪP nesprendžia nei socialinės nelygybės, nei atliepia aplinkosauginius tikslus, nei prisideda prie biurokratijos mažinimo.

Dar mažiausiai penkmetį ūkininkus skirstysime į lygius ir lygesnius, skirdami istoriniais duomenimis, o ne šiandienos realybe apskaičiuotas tiesiogines išmokas, taip iškreipdami konkurenciją ir laužydami dar iki 2013 metų duotus pažadus.

Nesugebėjome susitarti dėl veiksmingų echo schemų sąrašo, palikdami sprendimus priimti kiekvienai šaliai atskirai – sukūrėme chaosą, kuris užkirs kelią pasiekti įsipareigojimus klimatui. Na, manau, kad jeigu ne dvidešimt septynias, tai bent penkiolika BŽŪP Europoje turėsime. Jau nekalbant apie smulkiuosius ūkininkus ir ekologinių ūkių plėtrą, kurią sumanėme padaryti neskirdami praktiškai visiškai tam reikalingų resursų. Tai iš tikrųjų didelis lankstumas, kuris leidžia valstybėms narėms atlikti įvairius sprendimus, kurie užkirs kelią sėkmingam įgyvendinimui.

  Younous Omarjee, rapporteur pour avis de la commission du développement régional. – Madame la Présidente, je veux ce matin saluer le travail collectif, transpartisan et exemplaire que nous avons conduit au Parlement européen pour sauver le budget du POSEI pour les régions ultrapériphériques, qui était injustement menacé. Et c’est l’honneur de notre Parlement européen de l’avoir rétabli.

Je tiens aussi à saluer l’engagement personnel de la commissaire Elisa Ferreira, avec laquelle nous avons travaillé pour que les bonnes solutions soient trouvées, qu’elle en soit ici remerciée.

Je veux aussi, bien sûr, remercier le rapporteur, notre collègue Éric Andrieu, d’avoir tenu bon pendant les négociations sur ce volet qui nous permettra, à l’île de la Réunion, de forcer toute la grande distribution à jouer le jeu de la production locale et de la juste concurrence.

  Christine Schneider, Verfasserin der Stellungnahme des mitberatenden Ausschusses für die Rechte der Frauen und die Gleichstellung der Geschlechter. – Frau Präsidentin, meine sehr geehrten Damen und Herren! Niemand denkt bei der Gemeinsamen Agrarpolitik unmittelbar an Frauen, aber Frauen spielen eine ganz entscheidende Rolle. Diese Rolle wird oft gar nicht wahrgenommen, geschweige denn honoriert.

Frauen leisten einen sehr, sehr wichtigen Beitrag. Ich würde sogar so weit gehen zu sagen: Frauen sind im ländlichen Raum das Rückgrat unserer familiengeführten landwirtschaftlichen Betriebe. Es sind unsere Landfrauen, die seit vielen Jahren dafür kämpfen, dass unsere landwirtschaftlichen Produkte mehr wertgeschätzt werden. Ihre Arbeit im Bereich der Ernährungsbildung, der Erziehung unserer Kinder, des dörflichen Zusammenlebens, ja in der Weiterbildung müssen wir besser anerkennen. Deshalb ist es wichtig, dass wir die Landwirteförderung weiter stärken und fortschreiben.

Aber wir sollten dabei auch einen Fokus auf die weiblichen Nachwuchskräfte richten. Wir brauchen sie für unsere landwirtschaftlichen Betriebe, wir brauchen sie zur Ernährungssicherung und zur Zukunftssicherung unserer ländlichen Räume. Dabei werden Frauen entscheidend dazu beitragen, dass unsere Landwirtschaft in eine erfolgreiche Zukunft geführt wird.

  Anne Sander, au nom du groupe PPE. – Madame la Présidente, Monsieur le Commissaire, chers collègues, au terme de trois années et demie de négociations, le PPE et son équipe de négociation, à laquelle j’ai eu l’honneur d’appartenir, n’a pas à rougir de son bilan.

Cet accord interinstitutionnel permettra de maintenir un équilibre entre le développement économique nécessaire des filières agricoles et des territoires ruraux, le soutien essentiel au revenu de nos agriculteurs et la transition indispensable de l’agriculture européenne vers plus de durabilité.

Les dispositifs de soutien de la future PAC ainsi que les exigences financières et de contrôle resteront communs, garantie nécessaire pour limiter les distorsions de concurrence au sein même du marché intérieur.

En outre, nous avons renforcé les instruments de lutte contre la fraude tout en intégrant pour la première fois un droit à l’erreur pour les agriculteurs – ayant porté cette proposition, avec Michel Dantin avant moi, c’est une fierté personnelle.

Nous avons aussi réformé en profondeur l’organisation commune des marchés et une réserve de crise d’au moins 450 millions d’euros est établie pour lutter contre les crises. Les observatoires des marchés et les outils de gestion sont confortés.

Alors oui, tout n’est pas parfait. Néanmoins, cette nouvelle PAC, que j’appelle chacun et chacune d’entre vous à soutenir aujourd’hui, est l’antithèse du projet de décroissance du secteur agricole porté par certains groupes politiques. Soutenir la PAC, c’est permettre au secteur agricole de se développer. Voter contre, c’est souscrire à un projet pouvant mener à la fin de notre souveraineté alimentaire, confier le soin au reste du monde de nous nourrir sans pour autant engranger des gains environnementaux et climatiques significatifs. Pour ma part, j’ai fait mon choix.

  Paolo De Castro, a nome del gruppo S&D. – Signora Presidente, onorevoli colleghi, signor Commissario, dopo oltre tre anni di negoziato, oggi presentiamo ai cittadini europei la riforma della PAC, che accompagnerà i nostri agricoltori fino al 2027.

Una riforma che il nostro gruppo ha criticato, esprimendo la contrarietà alla rinazionalizzazione dell'intervento europeo per il settore agricolo, ma sulla quale abbiamo continuato a lavorare migliorandola, fino a raggiungere l'attuale equilibrio tra i tre livelli di sostenibilità economica, sociale e ambientale.

Ringrazio quindi tutto il team negoziale, i colleghi Pina Picierno, Eric Andrieu e Maria Noichl, e tutta la squadra tecnica che ha reso possibile questo risultato.

Senza la spinta del Parlamento, punti caratterizzanti di questo accordo non avrebbero visto la luce. A partire dal risultato storico sul fronte dei diritti dei lavoratori, per la prima volta abbiamo inserito un sistema di condizionalità che eviterà che i fondi pubblici finiscano nelle tasche di chi non rispetta i diritti dei lavoratori, ponendo fine alla distorsione di concorrenza tra imprenditori, che lucrano a discapito della tutela dei diritti, e la stragrande maggioranza di agricoltori, che invece si prende cura dei lavoratori.

Allo stesso modo abbiamo salvaguardato il ruolo delle regioni, che continueranno ad essere protagoniste nella redazione dei piani strategici, con quella conoscenza delle dinamiche territoriali necessaria per vincere le sfide ambientali e sociali che ci attendono.

Senza il Parlamento poi, sarebbe stata mortificata l'ambizione ambientale di una politica che invece, dal 2023, destinerà un quarto degli aiuti diretti agli ecoschemi e almeno il 35 % dei fondi dello sviluppo rurale a misure ad alto valore ambientale. Risultati questi che determineranno il contributo fondamentale della PAC e dei nostri agricoltori al raggiungimento degli obiettivi che l'Unione si è posta con il Green Deal.

Il tutto senza rinunciare alla dimensione economica della PAC. Vogliamo un'agricoltura ancora più forte e competitiva, capace di garantire la sicurezza alimentare dei nostri cittadini. Per questo il sostegno al reddito rimane un elemento essenziale, accompagnato da misure rafforzate di gestione dei rischi e da plafond maggiori per il supporto dei giovani e gli aiuti accoppiati.

In più, coltivazioni emblematiche del nostro sistema agroalimentare, quali ortofrutta, vino e olio d'oliva, insieme ad altre, a seconda delle specificità nazionali, continueranno ad essere supportate tramite interventi settoriali ad hoc. E tutto questo senza dimenticare le indicazioni geografiche dei consorzi di tutela, che potranno finalmente gestire l'offerta di prodotto e quindi meglio rispondere alle fluttuazioni di mercato.

Oggi voteremo su tutti questi risultati. E chiedo quindi anch'io a tutti di votare a favore di questa riforma, e lo chiedo anche forte a tutti i colleghi del mio gruppo, che pure non hanno tutti la stessa soddisfazione dei risultati. Io credo che dobbiamo rivendicare con orgoglio questo risultato. Sono stati tanti anni di negoziati, ma ne è valsa la pena, per una politica agricola più forte, comune, più equa e più sostenibile.

  Martin Hlaváček, za skupinu Renew. – Paní předsedající, reforma zemědělské politiky přichází s dvouletým zpožděním. To jen dokládá náročnost našich jednání. Společná politika se týká deseti milionů zemědělců a desítek milionů pracovních míst. Určuje charakter a ráz krajiny, garantuje míru ochrany životního prostředí, půdy, vody, ovzduší, opylovačů a budoucnost našich ekosystémů.

Myslím, že bychom se měli našim zemědělcům omluvit. Především za to, že jsme je udržovali v prodlužované nejistotě v době, která rozhodně nebyla a není jednoduchá. V době, která je stále více nepředvídatelná. Zemědělci mají mimořádné postavení ve společnosti, musí podnikat způsobem, který poskytuje mnoho společenských služeb. Musí podnikat za situace neustále rostoucích vstupů, přičemž jsou utlačováni silou obchodních řetězců. A my po nich chceme neustále levné a nejkvalitnější potraviny na světě. Musí podnikat se stále větší byrokracií a předpisy. Je to vůbec udržitelné? Nebo nás v blízké době čeká kromě energetické chudoby také chudoba potravinová? Protože zemědělci zkrátka nebudou moci dále držet tíhu sociální soudržnosti Evropy na svých bedrech. Je pět minut po dvanácté, ale máme ještě šanci. Za jakého předpokladu? Toho, že budou moci investovat.

Dnešní hlasování není o ničem jiném než o tom, že dáváme zemědělcům alespoň minimální předpoklad stability na příští roky a možnost rozhodnout se o investicích do moderních technologií, do ekologických postupů produkce a posílení jejich role vůči obchodním řetězcům. Zemědělci se musí dohodou Green Deal proinvestovat a my jim musíme pomoci dosáhnout spravedlivé marže na trhu. Pouze tato kombinace znamená zelenou prosperitu dostupnou pro všechny. Dnešním hlasováním k tomu můžeme přispět. Kdo hlasuje proti, nehlasuje pro životní prostředí, hlasuje pro chaos, potravinovou chudobu a pro předražené kvalitní potraviny dostupné pouze pro malou hrstku společnosti.

  Martin Häusling, im Namen der Verts/ALE-Fraktion. – Liebe Kolleginnen und Kollegen, lieber Herr Kommissar! Ich finde, das ist heute ein schwarzer Tag für die europäische Klimapolitik, aber auch für die Umweltpolitik. Aber es ist auch ein schwarzer Tag für die Bauern in Europa.

Denn nichts wird großartig verändert. Es geht weiter wie bisher: mit neuen Überschriften, aber ohne wirkliche inhaltliche Änderungen. Der Kernpunkt sind ja nicht die Eco-schemes; der Kernpunkt ist, dass weiterhin 75 % der Gelder deshalb ausgezahlt werden, weil Menschen Land besitzen, und wer viel Land besitzt, holt den Hauptanteil dieser Agrarzahlungen. Industrieunternehmen werden sich freuen, aber auch Herr Orbán und Herr Babiš werden sich freuen. Die Honorierung geht weiter.

Die Eco-schemes – der angebliche Kern der neuen Agrarreform. Der Kernfehler ist, die sind freiwillig für die Bauern. Wer macht denn da am Ende mit? Was wird denn angeboten? Wahrscheinlich nur wieder verbesserte Technik, aber keine wirkliche Änderung in der Umwelt, auch nicht bei den Umweltambitionen, die die Bauern entwickeln müssen.

So ein bisschen kommt mir das vor wie das Märchen von Hans Christian Andersen: Des Kaisers neue Kleider. Nein, der Kaiser hat in Wirklichkeit nichts an, sondern es werden hier wirklich nur schöne neue Geschichten von einer alten Agrarpolitik erzählt.

Was mich am meisten ärgert, ist, dass wir hier gemeinsam einen Green Deal beschlossen haben, eine Farm-to-Fork-Strategie, ambitionierte Biodiversitätsziele – all das findet sich mit keinem Wort in dieser Gemeinsamen Agrarpolitik. Irgendwann vielleicht mal, aber im Moment halt nicht. Und deshalb: Wenn es keine neue Agrarpolitik gibt, wird auch der Green Deal scheitern, liebe Kommission, deshalb sollten wir tatsächlich daran arbeiten, doch zumindest in zweieinhalb Jahren die Chance noch einmal zu ergreifen.

Die Bauern, sind die jetzt Gewinner dieser Agrarreform? Nein! Die Bauern leiden seit Jahren unter miserablen Preisen. Man hat sie auf den Weltmarkt gedrängt, mit Dumpingpreisen. Wir ruinieren in Europa die Bauern, und wir ruinieren sie auch in Ländern des globalen Südens. Warum haben wir denn unter dieser Agrarpolitik in den letzten 20 Jahren die Hälfte Bauern verloren? Weil diese Agrarpolitik falsch ist. Wenn sie weiter so geht, dann wird es keine Hoffnung für Bauern, aber auch keine Hoffnung für die Umwelt geben.

  Ivan David, za skupinu ID. – Paní předsedající, tato takzvaná společná zemědělská politika je společná jen v tom smyslu, že přináší společná nařízení. Není společná v tom smyslu, že by brala na vědomí společné zájmy obyvatel Evropské unie. Poškodí zemědělce dalším omezením jejich činnosti a nelze ji podpořit ani přesto, že to nejhorší, co bylo navrženo, nakonec v jednání neprošlo.

Měla být navržena změna externí konvergence, ale i nadále bude pokračovat situace, kdy zemědělci v některých zemích dostávají na dotacích až čtyřikrát více než v jiných zemích, a navíc se tato situace ještě zhorší. Celá reforma míří špatným směrem, cílem zemědělské politiky už není finanční podpora výroby kvalitních evropských potravin tak, aby byla zajištěna soběstačnost jednotlivých zemí, ale cílem je zjevně snížení potravinové soběstačnosti, snížení produkce. Dojde ke snížení asi o dvacet procent, počítá se se snížením příjmů zemědělců asi o dvacet pět procent podle oficiálních čísel a zvýšením ceny potravin o nejméně deset procent, a to jenom z tohoto důvodu. K tomu je třeba přičíst další příčiny. K tomu je třeba přičíst i další omezení, ke kterým dojde, například snížení hnojení o padesát procent, navíc zase velmi nerovnoměrně v jednotlivých zemích, což vede ke zhoršení podmínek v těch zemích, kde bylo už dosud množství hnojiv nízké. Objem peněz na dotace v druhém pilíři byl seškrtán kvůli přesunům na fotovoltaické elektrárny, větrné parky a 5G mobilní sítě.

Vzhledem k tomu, že tato reforma zhorší podmínky v zemědělství i sociální situaci na venkově, nemohu pro ni hlasovat.

  Bert-Jan Ruissen, namens de ECR-Fractie. – Voorzitter, als we onze voedselzekerheid serieus nemen, dan verdienen onze boeren groot respect, waardering en steun. Zij zijn het immers die dag in dag uit volgens de hoogste standaarden ter wereld zorg dragen voor onze voedselvoorziening en ons platteland. Dit vraagt om een evenwichtig beleid waarin verduurzaming en inzet voor concurrerende bedrijven hand in hand gaan.

Voorzitter, wat voorligt is en blijft een compromis, maar wel een compromis dat steun verdient. Het verdient steun omdat we de al te onrealistische ambities van de Commissie tot realistische proporties hebben kunnen terugbrengen. Het verdient steun omdat we een goede balans hebben gevonden tussen inkomensondersteuning en gerichte beloning, zie de ecoregelingen. En het verdient ook steun omdat lidstaten nu meer kunnen doen voor jonge boeren.

Veel zal echter afhangen van de invulling door de lidstaten. Zij krijgen immers meer keuzevrijheid. En dat is goed, want zo kunnen ze beter rekening houden met de lokale omstandigheden. Maar het is daarbij wel zaak dat we blijven waken over een gelijk speelveld. Dat zou namelijk zomaar in het geding kunnen komen als keuzes rond de overheveling tussen de twee pijlers, bijvoorbeeld, sterk uiteen gaan lopen tussen de lidstaten, of als lidstaten allerlei extra nationale eisen gaan stellen. Ik vraag de Commissie daarom bij de toetsing van de strategische plannen niet alleen te kijken naar de ecologische, maar ook naar de economische effecten.

Wat “van boer tot bord” betreft, we weten allemaal dat er nog geen effectbeoordelingen gedaan zijn, en de doelen liggen ook nog niet vast in wetgeving. Deze kunnen dan ook niet worden gebruikt als een meetlat bij de beoordeling van de strategische plannen. Dat zou zeer prematuur zijn. Ik dring er daarom nogmaals bij de Commissie op aan de afspraken hierover te respecteren.

  Luke Ming Flanagan, on behalf of the The Left Group. – Madam President, sadly, whether you’re in the Commission or whether you’re a Member of this Parliament or if you’re a Member of the Council, we’ve let everyone down, sadly. We have let people down because we could have done so, so much better. Will I vote against this common agricultural policy (CAP)? No, I won’t, because I think I'd be letting people down again if I did that, because reverting to the status quo would be even worse, an awful lot worse, and I’ll explain why from the perspective of the people that I represent.

When it comes to agricultural activity, if we scrap this CAP, we scrap the mention of public goods. It will be gone. What we are voting for today is agricultural activity shall be determined in such a way that it allows to contribute to the provision of private and public goods. This is a new addition. It means we can farm for biodiversity, for carbon sequestration. Scrapping the CAP brings us back to the rotten status quo.

In Article 4(2b), for the first time, we get paludiculture mentioned. Every road out of my town is either a wetland or a bogland. If we are to preserve these areas, we’ve got to do it with people. The way to do that, for me, and the way to continue food production is to develop paludiculture systems. We can now do that.

When it comes to agricultural area, scrapping the CAP will mean scrapping the mention of agroforestry. Agroforestry, which leads to better water attenuation, fixing of nitrogen, shelter for animals and fuel. If I vote against this, I get rid of the mention of agroforestry.

Very importantly, and this comes down to money, on convergence if I vote against this, I vote against a move to what will be the equivalent of 90+% convergence. I will vote against raising the incomes of farmers on the average acreage from EUR 5 000 to 8 000. How could I vote against that? And finally, if I vote against it, I vote against redistribution. I vote against EUR 120 million being redistributed. I don't like it. It's far from perfect, but the alternative is worse.

  Dino Giarrusso (NI). – Signora Presidente, onorevoli colleghi, la PAC è uno dei punti che dà senso all'esistenza stessa dell'Europa. Non siamo soddisfatti dei troppi compromessi al ribasso, avremmo voluto un cambiamento immediato e più netto. Ma tenerci la vecchia PAC sarebbe stato un suicidio per agricoltori e consumatori europei.

Passi avanti importanti ci sono. Lo stop ai soldi per chi sfrutta i lavoratori, ed è un grande risultato. Viene introdotto il concetto di benessere animale e lotteremo affinché sia davvero rispettato sempre più e contro ogni crudeltà.

Ma dobbiamo fare di più per la canapa, la pianta del futuro, e dobbiamo soprattutto puntare sull'agricoltura come pilastro della transizione ecologica e dunque del nostro futuro. Il 60 % delle risorse per l'architettura verde, il 25 % per gli ecoschemi, che avremmo voluto obbligatori e dovremo mettere obbligatori, e il 4 % degli ettari inattivi per noi sono solo l'inizio di una rivoluzione verde, che va condotta insieme agli agricoltori, specie ai piccoli, e non contro di essi.

Piani nazionali e futuri accordi commerciali con altre economie devono prevedere il rispetto di norme stringenti sulla ecologia. Mai più importare prodotti che non rispettano gli standard che noi imponiamo ai nostri produttori. C'è un futuro verde ricco per la nostra Europa e realizzarlo dipende solo da noi.

  Manfred Weber (PPE). – Frau Präsidentin, Herr Kommissar, liebe Kolleginnen und Kollegen! Wir wissen, es ist ein wichtiger Tag für Europa, für die Landwirtschaft und für die ländlichen Räume. Ich glaube, ich bin heute der einzige Fraktionschef, der das Wort ergreift und bei der Diskussion da ist. Wir als EVP-Fraktion wollen damit zum Ausdruck bringen, dass für uns die ländlichen Räume und die Landwirtschaft ein Kernbereich sind. Wir sehen uns als die Bauernpartei Europas, als Vertreter des ländlichen Raumes in der Europäischen Union. Es ist ein großer Kompromiss von vielen, die mitgearbeitet haben, und wir dürfen als Parlament stolz darauf sein, dass das als Teamleistung gelungen ist.

Wir als EVP werden diesem Vorschlag heute zustimmen. Es gibt dafür eine Fülle von Argumenten. Das erste ist, dass die Landwirtschaft kein normaler Markt ist; es geht nicht nur um Produkte. Es geht nämlich um das wichtigste Produkt, das es gibt, nämlich gesunde Nahrungsmittel. Corona hat uns gelehrt, dass wir bei gesunden Nahrungsmitteln nicht von Importen aus dem Ausland abhängig werden dürfen. Wir müssen unsere eigene Versorgung sicherstellen.

Das zweite Thema ist die Umweltfrage, die uns bei diesem Thema stark beschäftigt hat. Da haben die Landwirte und die Landwirtschaft eine große Verantwortung, aber sie brauchen nicht belehrt zu werden. Unsere Landwirte wissen, was zu tun ist. Die gute fachliche Praxis ist dort bekannt. Sie wollen überzeugt werden und nicht zu Schuldigen erklärt werden.

Das Dritte, was uns wichtig ist, ist die Aufgabe, die die Landwirtschaft hat: unsere Landschaften in Ordnung zu halten. Das wollen die Landwirte oft so nicht hören, weil sie für ihr Produkt bezahlt werden wollen. Das verstehe ich. Aber wie stellen wir uns denn Europa, die Landschaften Europas, die Schönheit Europas vor, wenn unsere Bauern sich nicht darum kümmern würden? Europa würde sein Gesicht und seine Schönheit verlieren, und auch das muss dem Staat etwas wert sein.

Natürlich ist Agrar auch Zukunftsbereich, gerade im Klimabereich. Es gibt kaum eine Branche, die CO2 aus der Atmosphäre bindet. Die Land- und Forstwirtschaft bindet CO2 und leistet deswegen einen Beitrag dazu, dass wir die Klimakrise verhindern und überwinden.

Und zu guter Letzt: Die Landwirte sind verwurzelt in den Dörfern, in den Gemeinschaften, in den Vereinen, in den communities. Und, Herr Häusling: Es ist eben nicht so, dass bei mir in Niederbayern nur der Orbán die Gelder kriegt. Nein, es sind normale Bauernfamilien, die die Gelder bekommen. Es sind produzierende Familienbetriebe, die die Gelder bekommen, in der Masse, bei mir, in meiner Heimat, für die ich heute auch sprechen darf. Und deswegen sage ich, dass dieser Beitrag unserer Bauernschaft auch anerkannt werden muss, dass sie unsere Gesellschaften im ländlichen Raum tragen. Die EVP wird mit voller Überzeugung dieses Paket unterstützen.

  Pina Picierno (S&D). – Signora Presidente, onorevoli colleghi, oggi ci lasciamo alle spalle un lavoro lungo, come è stato detto, un lavoro complesso, un lavoro difficile, ma anche un lavoro molto atteso, che ha portato a confrontare in questi tre lunghi anni di lavoro posizioni molto diverse, anche molto distanti, fino a raggiungere quello che io ritengo essere un equilibrio soddisfacente, che oggi consegniamo alle cittadine e ai cittadini europei.

Intendiamoci, colleghi, io voglio essere molto onesta con voi: tutto può sempre essere migliorato, tutto è sempre migliorabile, si può sempre far meglio. Però io credo che onestà intellettuale debba farci riconoscere, stamattina, qui, che il testo che ci accingiamo ad approvare consegnerà delle novità importanti all'agricoltura europea. Onestà intellettuale deve farci riconoscere che il punto di arrivo di questo lavoro è molto distante dal punto di partenza, perché moltissimo è stato migliorato grazie al lavoro, lasciatemelo dire con orgoglio, soprattutto del Parlamento, che ha lavorato sempre per mantenere l'asticella dell'ambizione altissima, che ha lottato, abbiamo lottato, qualche volta ci siamo anche scontrati – il Commissario lo sa – con il Consiglio e con la Commissione perché le aspettative degli agricoltori, dei nostri agricoltori, non fossero tradite.

E allora oggi noi approviamo un testo buono, un testo che secondo me deve farci riconoscere con orgoglio i risultati che noi abbiamo raggiunto. Abbiamo evitato la rinazionalizzazione, era un rischio concreto. Pur riconoscendo flessibilità agli Stati membri, abbiamo mantenuto un controllo di conformità della Commissione. Soprattutto noi consegneremo alle cittadine e ai cittadini una PAC, fatemelo dire, più giusta, più attenta ai giovani, più verde, e soprattutto più giusta grazie alla condizionalità sociale, che è un risultato che davvero – e lo voglio riconoscere e ribadire con orgoglio – è dovuto al lavoro che ha fatto soprattutto la nostra famiglia politica, la mia famiglia politica, il gruppo dei socialisti e democratici.

Quindi io credo che voteremo oggi su tutti questi risultati che dobbiamo rivendicare con orgoglio. Votiamo per dare ai nostri agricoltori delle risposte che attendono da troppo tempo, dopo un tempo difficile che è stato quello della pandemia. E io sono certa che il Parlamento sarà all'altezza di queste aspettative.

  Jérémy Decerle (Renew). – Madame la Présidente, Monsieur le Commissaire, chers collègues, nous sommes sur le point de valider un accord de trilogue sur la nouvelle PAC. Nous sommes plusieurs dans cette salle à mesurer le travail qui a été nécessaire pour parvenir à ce résultat et à nous préparer à l’approuver, de façon responsable, malgré les limites que chacun d’entre nous trouve forcément au compromis final – mais bien à l’approuver quand même. Certains préfèrent se sortir du jeu et se positionner en spectateur, en commentateur des imperfections de cet accord. Tant pis pour eux.

Pour ma part, je salue l’équilibre renforcé entre ambitions économiques et environnementales de la PAC. Je salue les innovations de cette réforme – écorégime, programmes opérationnels, définition obligatoire de l’agriculteur actif. Je salue la demande forte que nous exprimons pour une réciprocité des normes dans le commerce. Je salue enfin le fait que nous n’ayons pas oublié l’agriculture qui est à la base de notre alimentation et faite par des femmes et des hommes à qui on demande beaucoup et que nous devons accompagner.

La politique agricole européenne continuera à évoluer, forcément. Elle n’a pas vocation à assurer la survie des agriculteurs, ce qu’elle fait pourtant encore souvent, mais bien à favoriser l’exercice serein et prospère de leur métier et le dynamisme de nos territoires ruraux et à offrir des perspectives positives aux jeunes qui reprendront le flambeau. Ce sont des conditions pour que ce secteur contribue efficacement à la durabilité de notre économie et de notre planète.

L’agriculture ne peut pas se passer de la PAC, l’Europe non plus, quoiqu’on en dise. Nous avons tous travaillé du mieux que nous pouvions. Alors maintenant, pour les agriculteurs et les citoyens, votons et avançons.

  Tilly Metz (Verts/ALE). – Madam President, for three years, we have been saying that the proposal for the next CAP is fundamentally flawed, that it is inadequate to fight climate and biodiversity crisis and the loss of small farmers all over Europe.

The text on the table today is still flawed. The Commission, the Council and the negotiators from this House have failed to fix it. This is not a reform, or even a stepping-stone for reform, it’s indeed a mess.

Since the negotiations ended, we have seen the strategic plans that Member States are drafting. Most of them confirm our fear that the environmental ambition will be set as low as possible.

What also happened in between, in October, a big majority of you adopted a report in support to the Farm to Fork Strategy. That report explicitly supported almost all of the targets of the strategy. How can you then support a text which makes it easy for Member States to refuse the alignment of their strategic plan with the Green Deal? It would be completely absurd to support both the Farm to Fork strategy, the biodiversity strategy, and this CAP.

Regarding the ‘new delivery model’, it will fail to tell us if the CAP is actually delivering on the ground what taxpayers expect: they want more sustainable practices and more support for small farmers.

The ‘performance model’ will at best be able to tell the Commission if Member States are sticking to their plans. This is purely an accounting exercise and there will be no consequences if the plans are terrible. So, if this CAP is adopted, we are giving Member States a blank check, with no guarantees of good results on the ground.

As I said before, the existing draft plans show that Member States will use the new flexibility to change exactly nothing about the status quo. So, it is our responsibility, as representatives of the people, to vote this CAP down.

  Mara Bizzotto (ID). – Signora Presidente, onorevoli colleghi, difendere il made in Italy, difendere i nostri agricoltori, difendere i prodotti della nostra terra, perché un paese senza agricoltura è un paese che non ha futuro: questi sono i valori a cui ci siamo ispirati per realizzare la nuova politica agricola comune, che segnerà il futuro dell'agricoltura italiana ed europea. La PAC è uno dei pochissimi programmi europei che in questi anni ha funzionato e che ha portato soldi veri alle nostre aziende e ai nostri territori.

Bene quello che si è fatto, ma si poteva fare molto di più. Si poteva fare molto di più per evitare il taglio di 6 miliardi agli agricoltori italiani. Si poteva fare molto di più per tagliare la burocrazia, che quotidianamente pesa sui i nostri agricoltori. Si poteva e si può fare molto di più per non caricare sulle spalle degli agricoltori il peso delle nuove misure green volute dalla Commissione europea.

L'Europa deve capire che la sostenibilità ambientale non può esistere se prima non viene tutelata la sostenibilità economica delle aziende agricole. Troppo spesso l'Europa si dimentica che i primi difensori dell'ambiente sono proprio i nostri agricoltori, a cui va garantito il sostegno al reddito per evitare la chiusura delle aziende e l'abbandono dei campi.

Si poteva fare molto di più per la difesa dei prodotti DOP e IGP, soprattutto dopo il primo scandaloso via libera dell'Europa al prošek croato, che fa concorrenza sleale al prosecco italiano e che mette in pericolo i prodotti di origine protetta di tutta Europa.

La nuova PAC ci lancia anche nuove sfide, come la denominazione della carne che riguarda milioni di allevatori e consumatori. La carne senza carne non esiste, la carne finta è una bestemmia, la carne sintetica fatta in laboratorio, al cui interno non c'è un solo millimetro di carne, non può chiamarsi carne. I nostri allevatori e i consumatori vanno tutelati, non truffati per compiacere gli interessi delle multinazionali.

Cari burocrati europei, è ora di finirla col gioco al massacro contro l'agricoltura italiana. Basta con le follie del Nutri-Score, basta col vino senza alcol, basta con insetti, vermi e cavallette che volete portare sulle tavole degli italiani! Noi italiani non molleremo di un centimetro nella battaglia per difendere i prodotti della nostra terra, che rappresentano un patrimonio unico al mondo fatto di identità, di cultura, di tradizioni che abbiamo ereditato dai nostri nonni e dai nostri padri. Viva l'agricoltura italiana, viva il made in Italy!

  Zbigniew Kuźmiuk (ECR). – Pani Przewodnicząca! Panie Komisarzu! Ta debata ma wymiar historyczny dla europejskiego rolnictwa, ponieważ po trzech latach trudnych negocjacji przyjmujemy w kompromisie pakiet reform wspólnej polityki rolnej. Jest to nasz wspólny sukces, ponieważ rolnicy i inni beneficjenci WPR potrzebują jasności prawnej i jak najszybszego poznania szczegółów nowego modelu tej polityki.

Niewątpliwym pozytywem nowych rozwiązań jest pozostawienie państwom członkowskim istotnej swobody we wdrażaniu systemu przyszłych dopłat bezpośrednich i stosowania takich rozwiązań jak definicja aktywnego rolnika, płatność redystrybucyjna czy płatności dla młodych rolników, z uwzględnieniem lokalnych potrzeb i specyfiki.

Mocnym pozytywem nowej WPR jest także propozycja tzw. ekoschematów i wydzielenie na ten cel przynajmniej 25 % środków z pierwszego filara z jednoczesnym minimalnym poziomem wydatków w poszczególnych latach i elastycznością w zakresie ich wykorzystania.

Trzeba jednak pamiętać i brać pod uwagę różne rodzaje ryzyka i czynniki zagrożenia dla sektora rolnego, takie jak długofalowe skutki brexitu, negatywne skutki pandemii COVID-19, czy ostatnio obserwowany gwałtowny wzrost cen nośników energii przekładający się na duży wzrost kosztów produkcji rolniczej.

Musimy także pamiętać, że ostatecznym celem zreformowanej WPR powinno być zapewnienie bezpieczeństwa żywnościowego Unii Europejskiej, stabilność rynków rolnych oraz zapewnienie rentowności europejskich gospodarstw, zwłaszcza tych małych i średnich o charakterze rodzinnym.

  Chris MacManus (The Left). – Madam President, since becoming an MEP, I’ve been involved in the CAP negotiations, focusing on the performance and monitoring part. When summing up this new CAP reform, the phrase ‘don’t let perfect be the enemy of good’ comes to mind. Yes, there are issues, but supporting this CAP blocks in hard-won progress. Without doubt, this will be a fairer CAP than the last. And again, it can be improved at national level.

Firstly, we are closing the gap between the goals and high and lower per hectare payments by another 20%. Second, the new complementary redistributive income support for sustainability (CRISS) mechanism sets aside 10% of payments to further reduce inequality between big and small farmers. Finally, the new framework has resulted in Ireland committed to capping payments at EUR 66 000.

So let’s stop talking and get implementing. Small and medium farmers need this increased support now.

  Daniela Rondinelli (NI). – Signora Presidente, onorevoli colleghi, signor Commissario, l'accordo raggiunto in trilogo è fondamentale perché garantisce una nuova PAC integrata, per la prima volta, da un'architettura verde e da una condizionalità sociale, ma penso che la vera sfida cominci domani.

Gli Stati membri dovranno saper declinare i nuovi principi nei piani strategici nazionali, accompagnando migliaia di piccoli agricoltori, specialmente giovani e donne, ad innovare e rendere sostenibili le loro produzioni garantendo il loro giusto reddito.

Per questo l'allineamento della PAC con il Green New Deal dovrà associare certezza giuridica con obiettivi ambiziosi, realistici e monitoraggi. La condizionalità sociale dovrà sconfiggere il caporalato e premiare chi crea occupazione di qualità, consentendo la detrazione dei costi di manodopera nel calcolo del capping.

È giunto allora il momento di estendere l'obbligo di indicazione del paese d'origine a tutti i prodotti, respingere sistemi di etichettatura fuorvianti come il Nutri-Score, assicurare una forte proiezione esterna della PAC, garantendo negli accordi commerciali la reciprocità degli standard ambientali, sanitari e sociali.

Solo tenendo insieme la dimensione locale e globale, così come i tre pilastri della sostenibilità, potremo davvero rafforzare il settore agroalimentare, facendolo diventare avanguardia della rivoluzione verde e sociale che la nuova Europa intende rappresentare.

  Herbert Dorfmann (PPE). – Frau Präsidentin, geschätzter Herr Kommissar, liebe Kolleginnen und Kollegen! Was wäre in den vergangenen zwei Jahren passiert, wenn wir in Europa nicht genug Lebensmittel für unsere Bürger produziert hätten? Wenn wir wie bei Halbleiterchips, bei Rohstoffen davon abhängig gewesen wären, ob uns Drittstaaten Lebensmittel liefern oder vielleicht eben auch nicht? Zum Glück sorgen wir mit einer wirklichen europäischen Politik seit Jahrzehnten dafür, dass unsere europäischen Bäuerinnen und Bauern für uns Lebensmittel produzieren. Und sie tun das, obwohl sie – übrigens vollkommen ungerechtfertigt – im Schnitt deutlich weniger verdienen als der Schnitt der Bevölkerung und obwohl sie – auch hier ungerechtfertigt – immer wieder Kritik ausgesetzt sind.

Nun reformieren wir diese GAP; nicht zum ersten Mal, sie wurde immer den Zeichen der Zeit angepasst, und jenen, die auch heute hier sagen, dass wir kaum Schritte in Richtung Nachhaltigkeit machen, muss ich sagen, wir werden in den nächsten Jahren jedes Jahr 10 Milliarden Euro für Nachhaltigkeitsprojekte allein in der ersten Säule ausgeben. Dazu kommen die Agrarumweltprogramme der zweiten Säule. Aber nachhaltig ist ein Betrieb halt nicht nur, wenn er ökologisch nachhaltig ist; er muss auch wirtschaftlich sein, das ist genauso wichtig.

Agrarpolitik ist nicht nur Umweltpolitik, sie ist auch Wirtschaftspolitik. Deshalb werden wir 10 %des Geldes von den größeren Betrieben auf die kleineren umverteilen, damit auch diese eine Chance haben. Wir müssen endlich die Zahlungen an die Mitgliedstaaten anpassen. Wieso soll heute jemand mehr bekommen, nur weil er vor 20 Jahren eine Kuh oder ein Schaf hatte? Das ist einfach Unsinn. Und wir brauchen weiterhin eine starke Politik für den ländlichen Raum, um Landwirtschaft überall in der Union möglich zu machen, auch dort, wo es schwierig ist.

Wir haben ein neues Modell, das sich nun über die gesamte GAP spannt und das den Staaten mehr Verantwortung gibt, und ich hoffe wirklich, dass die Staaten diese Verantwortung auch wahrnehmen. Ich möchte allen danken, die in den vergangenen dreieinhalb Jahren mitgearbeitet haben, dass wir zu diesem Ergebnis gekommen sind – und das waren viele. Deshalb sollten wir dieser Reform heute zustimmen und den Bäuerinnen und Bauern in Europa somit Sicherheit für dieses Jahrzehnt geben.

  Maria Noichl (S&D). – Sehr geehrte Frau Präsidentin, sehr geehrter Herr Kommissar! Heute ist der Tag der Abrechnung. Abrechnung heißt: Man hat dieses Paket Agrarpolitik auf dem Tisch – das gesamte Paket, die vielen, vielen Seiten, die vielen kleinen Spiegelstriche. Wir, die mitgearbeitet haben, kennen diese tausende Seiten. Es ist immens viel Inhalt drin verpackt. Wenn wir heute über dieses dicke Paket abstimmen, dann müssen wir uns klarmachen, dass wir immer nur den großen Überblick jetzt in den Fokus nehmen dürfen.

Ich möchte aber trotzdem bestimmte Punkte aus diesem Paket herausziehen, um meine Abstimmung und das Abstimmungsverhalten meiner S&D-Fraktion im Europäischen Parlament zu erklären.

Dieses Paket – wie gesagt, man kann ja nur dem ganzen Paket mit Ja oder mit Nein zustimmen – dieses Paket hat natürlich gute Seiten, klar. Ich möchte sagen, die beste Seite, die in dem Paket drin ist, ist in meinem Büro entstanden, nämlich die soziale Konditionalität, der Antrag, dass es in Zukunft nicht mehr sein darf, dass Menschenschinder und Menschenhändler im Endeffekt Geld von der EU bekommen, so als wären es normale Arbeitgeber und normale Arbeitgeberinnen. Das ist ein wunderbares Papier. Könnte ich dieses Papier rausziehen und diesem Papier heute einzeln zustimmen, würde ich es tun. Ich weiß, auch die gesamte S&D-Fraktion würde dies so tun.

Aber wir haben die Verantwortung, auch die anderen Papiere, die neben diesem guten Papier sind, zu betrachten. Das sicher schlimmste Papier oder der schlimmste Punkt in dieser ganzen Paketlösung ist, dass weiterhin 75 % der Gelder rein nach Fläche vergeben werden. Das sind Steuergelder. Das sind die Gelder, die wir in unseren Mitgliedsländern, die die Menschen erarbeiten, durch ihre tägliche Arbeit. Diese Gelder vergeben wir nicht nach Leistung oder punktgenau, sondern diese Gelder werden mit der Gießkanne vergeben. Diese 75 % Flächengelder tun so weh, weil die Gelder woanders fehlen. Hätten wir Geld ohne Ende, ja, okay, dann würde man es ihnen geben. Aber das Geld fehlt woanders. Es fehlt woanders, um dieses Umsteuern wirklich zu erreichen.

Aber was wirklich ganz besonders heftig ist, und das muss man hier betonen: Wir haben von Anfang an nicht – Herr Kommissar, Sie wissen es –, wir haben nicht auf gleicher Augenhöhe verhandelt. Der Rat ist egozentrisch, geprägt von einem Weltbild und Menschenbild, das von vorvorgestern ist. Der Rat ist selbstverliebt. Der Rat, der glaubt, er kann alle Dinge bestimmen. Der Rat hat doch, bevor wir uns das erste Mal an den Verhandlungstisch gesetzt haben, in einer high-level-Entscheidung beschlossen: Es wird keine verpflichtende Kappung geben. Wir hatten unterschiedliche Stuhlhöhen. Unser Stuhl, der Stuhl des Parlaments, war kleiner, und es ist demütigend, solche Verhandlungen führen zu müssen, bei denen der Rat kaltschnäuzig gegenübersitzt und einfach sagt: Nein, machen wir nicht.

Heute Nein zu sagen, heißt auch, heute Nein zu sagen zu einer undemokratischen Art und Weise, wie hier Politik gemacht wurde: nämlich ein selbstherrlicher Rat und ein Parlament, das Gutes versucht hat, dessen Stuhl aber leider zu klein war.

  Dacian Cioloş (Renew). – Doamnă președintă, domnule comisar, dragi colegi, suntem la capătul a trei ani și jumătate de negociere a acestui pachet de reformă. E o reformă care dă o marjă de manevră mai mare statelor membre, dar contez pe dumneavoastră, domnule comisar, pentru ca Comisia Europeană să se asigure că politica agricolă rămâne una comună.

Am dotat noua politică agricolă comună din nou cu un buget bun, dar și cu câteva elemente care o aduc mai aproape de societate. Viitoarea politică agricolă comună va fi, în primul rând, mai echitabilă, va sprijini mai mult fermierii mici și mijlocii prin plata redistributivă care, de data asta, e obligatorie. Prin introducerea definiției, obligatorie de data asta, a fermierului activ, banii vor ajunge în buzunarele fermierilor adevărați și nu în cele ale proprietarilor de terenuri de golf.

În plus, și acesta este un element la care țin mult și pe care l-am susținut în precedenta reformă a politicii agricole comune, continuă procesul de convergență a subvențiilor între statele membre, de echilibrare a sprijinului care e acordat fermierilor care acum primesc subvenții mai mici comparativ cu fermieri din alte state membre. Știu că asta e o veste bună și mult așteptată atât în România, în țara de unde vorbesc, dar și în alte țări și regiuni europene.

Viitoarea politică agricolă comună va fi și mai ecologică. Am reușit să stabilim un buget ambițios pentru eco-scheme, pentru măsurile de agromediu care vor ajuta fermierii în procesul de tranziție către o agricultură mai atentă cu mediul și cu biodiversitatea. Politica agricolă comună va fi și mai bine orientată spre viitor. Am prevăzut mai mult sprijin pentru tinerii fermieri, măsuri pentru digitalizarea agriculturii, dar și pentru zonele defavorizate.

Acum trebuie să ne asigurăm că această reformă intră în vigoare în 2023 și că fermierii știu la ce să se aștepte și planurile naționale strategice să fie elaborate prin implicarea fermierilor și a organizațiilor profesionale. Chiar dacă nu e perfectă, această reformă e totuși un pas înainte față de reforma pe care am negociat-o în calitate de comisar în 2013 și de aceea eu o voi vota, o voi susține și vă rog și pe dumneavoastră să faceți același lucru.

  Benoît Biteau (Verts/ALE). – Madame la Présidente, Monsieur le Commissaire, mes chers collègues, atténuation du changement climatique, lutte contre l’effondrement de la biodiversité, préservation de la santé des mangeurs, restauration de la qualité des ressources vitales comme l’eau ou l’air, réalisation de la souveraineté alimentaire, amélioration significative du revenu des paysans, relance de la dynamique de l’installation en agriculture sont les ambitions salutaires du pacte vert, socle de cette mandature, pour la Commission et pour le Parlement européen.

Si nous voulons réellement préparer l’avenir des générations futures, nous ne pouvons plus différer davantage les décisions, les actes, les mesures pour satisfaire cet objectif, et nous avons déjà commencé avec la validation des stratégies pour la biodiversité et «De la ferme à la fourchette».

L’agriculture est un secteur économique absolument stratégique à l’égard de ces enjeux. D’une part, parce qu’elle est au cœur de ces problématiques, mais aussi parce qu’elle bénéficie d’un soutien fort des politiques publiques. En revanche, rien ne sera possible sans réinventer les politiques publiques centrales pour atteindre ces objectifs, comme la politique agricole commune, qui mobilise pour les sept prochaines années presque 40 % du budget total de l’Union européenne.

Repousser cette copie de la PAC aujourd’hui, c’est prendre au sérieux les alertes des scientifiques qui nous appellent à agir d’urgence, avec détermination et sans délai. Repousser cette copie de la PAC aujourd’hui, c’est se donner la chance d’en écrire une nouvelle à la hauteur des défis du moment. En responsabilité, la PAC que nous rédigerons en 2021 ne pourra pas occulter les objectifs ambitieux des stratégies du pacte vert, ne pourra pas faire abstraction des enseignements apportés par les rapports successifs de la Cour des comptes européenne. En responsabilité, la PAC que nous rédigerons en 2021 redonnera à nouveau espoir au projet européen, aux générations futures et aux paysans de toute l’Europe.

Alors, mes chers collègues, soyons cohérents, soyons visionnaires, ne tremblons pas tout à l’heure. Ne gâchons pas ce bel espoir et soyons ensemble, avec courage et audace, au rendez-vous de l’Histoire.

  Sylvia Limmer (ID). – Frau Präsidentin, verehrte Kollegen! Glücklicherweise stammt der Gesetzesentwurf für die neue Gemeinsame Agrarpolitik aus dem Jahr 2018 und damit aus der Vor-Grünen-Deal-Zeit und der Zeit vor den kruden Vom-Hof-auf-den-Tisch-Narrativen – Narrative, die unsere die Versorgung sichernden Landwirte völlig zu Unrecht als angebliche Umweltbeschmutzer beschimpfen und sie gerne zu CO2-Senken mit Lebensmittelproduktion im Nebenerwerb sozusagen erzogen sähen. Trotz allergrößter Anstrengungen des Umweltausschusses und auch großer Teile des Parlaments ist es also nicht gelungen, dieses Konzept in toto umzusetzen. Gut so!

Die vorliegenden Verordnungen abzulehnen, ist demnach keine Option. Dem zuzustimmen, fällt aber gleichermaßen schwer. Mit der nun grüneren Agrarpolitik hat die Gängelung der Landwirte durch Ideologie und Bürokratie mindestens zugenommen, und die Einkommenssituation wird noch schwieriger werden, weil die Kosten für die sogenannten Eco-schemes in einer spezialisierten und effektiven Landwirtschaft erheblich ausfallen. In Deutschland erfüllen zum Beispiel gerade einmal sechs Prozent der Ackerflächen die Regelungen zur Kulturartendiversität. Kostspielige Anpassungen sind also nötig.

Im Übrigen führen verpflichtende Maßnahmen nur dazu, dass die vielen freiwilligen Umweltschutzmaßnahmen, die unsere Landwirte ganz selbstverständlich leisten, abnehmen werden. Dazu kommt zumindest das deutsche Thünen-Institut, ähnlich einer von der Kommission lange unter Verschluss gehaltenen Studie, die rückläufige Erträge, sinkende Einnahmen und Abwanderung der Produktion prognostiziert.

Selbst die viel gepriesene neue Subsidiarität der Mitgliedstaaten ist eine Mogelpackung – während übrigens deutsche Steuergelder, auch die der Landwirte, EU-weit weiter munter verteilt werden. Man darf nämlich gespannt sein, was passiert, wenn sich die EU-Kommission anmaßt, einen der nationalen GAP-Strategiepläne nicht zu genehmigen.

  Ladislav Ilčić (ECR). – Poštovana predsjedavajuća, poštovani kolege, kad slušam kolege iz Zelenih izgleda kao da su države članice i poljoprivredne organizacije zločesti dečki koji rade nered, koji ne znaju što je dobro za poljoprivredu, koji ne znaju što je dobro za održivost u poljoprivredi i koji, kako da kažem, režu granu na kojoj sjede. A vi kolege iz Zelenih iz Europskog parlamenta izgleda da točno sve znate što je najbolje za njih i poljoprivrednu proizvodnju. Pa ja ne mislim tako. Dakle, oni su ljudi koji se rano dižu svako jutro i kasno liježu i znaju što je dobro za poljoprivrednu proizvodnju i poljoprivrednu održivost. I ja podržavam ovaj prijedlog upravo zato što je u dovoljnoj mjeri slušao poljoprivrednika, što je u dovoljnoj mjeri podržavao male proizvođače.

I još ću jednu stvar istaknuti, a to je demografija. Na selu se rađa više djece nego u gradu. Koliko je samo stambeni prostor jeftiniji na selu nego u gradu. A naravno, djeca rođena na selu lakše će se odlučiti za poduzetništvo u poljoprivredi od djece rođene u gradu.

Dakle, osim što u zajedničkoj poljoprivrednoj politici trebamo tražiti ravnotežu između zaštite okoliša i konkurentnosti, svakako trebamo misliti na ljude, koji su ključni za održivost poljoprivrede, a ta je održivost važnija od održivosti bilo koje druge proizvodnje jer je poljoprivreda jedina djelatnost koja je postojala oduvijek i koja će uvijek postojati jer ćemo mi uvijek trebati hranu.

Ljudi su prvi i najvažniji preduvjet poljoprivredne proizvodnje pa očuvanje i pomlađivanje sela mora biti i hrvatski i europski prioritet.

  Πέτρος Κόκκαλης (The Left).(αρχή παρέμβασης εκτός μικροφώνου) ... επάξια της Ευρωπαϊκής Πράσινης Συμφωνίας. Δίνουμε, όμως, στα κράτη μέλη για πρώτη φορά τη δυνατότητα να καταρτήσουν τα εθνικά στρατηγικά τους σχέδια με βάση τις πραγματικές τους ανάγκες και τα πλεονεκτήματά τους. Αναμένουμε, λοιπόν, από τις κυβερνήσεις να υπερβούν τα κατώτατα όρια που καθορίζονται από τη νέα ΚΓΠ και να στοχεύσουν ψηλότερα μέσα από διαφάνεια και πλατιά διαβούλευση. Να αξιοποιήσουν αυτό το ισχυρό και ευέλικτο εργαλείο και να θωρακίσουν το μέλλον του αγροδιατροφικού τομέα της Ευρώπης. Να συμβάλουν γενναία και δίκαια στην υλοποίηση των στόχων της Ευρωπαϊκής Πράσινης Συμφωνίας. Αναμένουμε φιλόδοξα εθνικά σχέδια που θα δίνουν ευκαιρίες προσαρμογής στην κλιματική αλλαγή και αναχώματα στην κατάρρευση της βιοποικιλότητας. Τέλος στις πολύχρονες αδικίες κατανομής των άμεσων ενισχύσεων, ώστε να στηρίξουν τους ενεργούς αγρότες, τους νέους αγρότες και τις μικρομεσαίες αγροτικές εκμεταλλεύσεις και ώθηση στην υιοθέτηση νέων τεχνολογιών στην εκπαίδευση και την καινοτομία. Αναμένουμε επίσης και κυρίως από την Επιτροπή να υπερασπιστεί τις κοινές μας φιλοδοξίες κατά την έγκριση των εθνικών σχεδίων.

  Dorien Rookmaker (NI). – Madam President, thank you almost everybody here and especially the European Commission for being brave enough to create a huge paradigm shift. The CAP will evolve from a top-down, prescriptive, administrative process to a bottom-up, horizontally-controlled framework, and this is great news. Good people don’t like to be told what to do, and we need good farmers to produce healthy food in huge quantities in a responsible way.

We have to stay as far away as possible as we can from rules and regulations that create an administrative burden so big that we lose the good farmers we have. If we pester farmers with a policy framework that is tight and strict, farmers will go elsewhere looking for a better job.

Professional farmers that produce in a healthy stimulating environment produce good and healthy food. This healthy environment is our responsibility. It is an environment with fewer controls, less rules and regulations and more space for professional farmers to take on responsibility and act accordingly.

  Jarosław Kalinowski (PPE). – Pani Przewodnicząca! Panie komisarzu! Nowe zasady wspólnej polityki rolnej to większe zaangażowanie rolnictwa w działania na rzecz środowiska. Równolegle do tych zmian wdrażane będą moim zdaniem zbyt ambitne cele związane z Zielonym Ładem, na co wskazuje analiza skutków skrywana niestety przez Komisję Europejską. Trzeba też dziś bardzo mocno zaznaczyć, że państwa członkowskie otrzymują o wiele większe kompetencje i odpowiedzialność w zamian za wdrażanie i osiąganie celów wspólnej polityki rolnej.

I tu zwracam się do Komisji Europejskiej o to, by bardzo uważnie przyglądała się krajowym projektom planów strategicznych wdrażania polityki rolnej. Znam kolejną wersję projektu przygotowanego przez polski rząd i tu niestety, powołując się też na ekspertów, muszę stwierdzić, że projekt ten łamie art. 4 rozporządzenia o planach strategicznych. Tak naprawdę ten projekt kpi z prawdziwych, aktywnych polskich rolników, którzy na połowę użytkowanej ziemi nie będą mogli uzyskać ani jednego euro wsparcia dopłat bezpośrednich ‒ zero. Jeszcze gorzej: nie będą mogli realizować na tych gruntach programów rolno-środowiskowych w drugim filarze, nie będą mogli realizować eko-schematu w pierwszym filarze.

Nie zwracam się w tej sprawie do komisarza Wojciechowskiego, bo niestety prawdziwi, aktywni polscy rolnicy na jego pomoc w tej sprawie liczyć nie mogą, ale Komisja Europejska jako całość musi być świadoma, że jeżeli będzie akceptować tego typu projekty planów strategicznych, które jawnie łamią przepisy rozporządzeń, które za chwilę przyjmiemy, to w przypadku Polski Komisja weźmie współodpowiedzialność za patologiczną sytuację związaną z nieformalnymi dzierżawami. Stracą prawdziwi rolnicy, bo nie będą mogli odzyskiwać premii za działania środowiskowe, stracą też właściciele gruntów, bo będą mieli mniejsze dopłaty, a środowisko nie zyska.

  Clara Aguilera (S&D). – Señor presidente, señor comisario, señorías, finalizamos el debate de un proceso largo con una de las reformas, en mi opinión, más profundas de la política agrícola, que gestiona un tercio del presupuesto comunitario, y posiblemente —ya veremos qué sucede— una de las más cortas, 2023—2027.

Esta reforma ha sumado a los apoyos a la renta, que son muy importantes en la agricultura, una mayor ambición social, medioambiental y climática, y este Parlamento tiene que sentirse orgulloso por haber incrementado la ambición social con una condicionalidad social. Están el reconocimiento del papel de la mujer rural —por cierto, muy pocos lo han mencionado, quizás nadie— que hace por primera vez la PAC, un mayor apoyo a los jóvenes agricultores y una extensión del pago redistributivo, así como una mayor ambición climática con la condicionalidad reforzada, el porcentaje de apoyo de los nuevos esquemas y el 35 % de las medidas del segundo pilar. Se ha reforzado la subsidiariedad, y este Parlamento ha contribuido a que no pierda la C de comunitaria.

El ámbito europeo es el ámbito de la PAC; la política agrícola no es una política más: garantiza alimento y cohesión al territorio. Por eso, necesita un mayor apoyo social y todo el apoyo de esta Cámara, y, por eso, pido a todos los grupos, a todas sus señorías, el voto positivo a esta reforma. No pensemos que, si estos Reglamentos no se apoyan, seguirá la PAC actual; no es verdad, es mentira: acabará el 31 de diciembre de 2022. Por tanto, no engañemos a los agricultores y apostemos por una agricultura europea, demos seguridad a nuestros agricultores votando «sí» ahora a las dos.

  Jan Huitema (Renew). – Voorzitter, er zijn meerdere wegen die naar Rome leiden. Zo is het ook met het vergroenen van de landbouw. Elke weg is anders, elke boerderij is anders, elke boer is anders. Brussel moet het doel bepalen, maar de weg ernaartoe is de verantwoordelijkheid van de boer. Die kent zijn land, die kent zijn dieren en die kent de lokale omstandigheden het beste.

Ik ben blij dat voor het eerst in de geschiedenis van het Europees Parlement een deel van de vergroening niet gestuurd wordt door generieke maatregelen die van bovenaf zijn opgelegd. Het doel is meer leidend geworden. Een deel van het budget wordt nu direct gelinkt aan daadwerkelijk geleverde vergroeningsresultaten, en dit is de beste garantie voor een succesvolle vergroening. Het is een eerste goede stap, want nog steeds worden generieke vergroeningsmaatregelen geëist die bedacht zijn van achter een bureau, waarbij het effect in de praktijk zeer twijfelachtig is.

Ten tweede is het belangrijk dat de vergroeningsprogramma’s, de zogenaamde ecoregelingen, niet verplicht zijn. Niet omdat ik tegen vergroening ben, juist het tegenovergestelde. Maar als er geen verplichting is, moeten we er wel voor zorgen dat de compensatie goed is. Die compensatie, die moet komen van het Europees landbouwbeleid, maar ook van de markt. Als we dit op een goede manier doen, draagt dit bij aan een groen en duurzaam verdienmodel. Dit betekent dat de lasten van de vergroening niet terechtkomen bij één keten in de schakel, namelijk de boer, maar over de hele keten worden verspreid.

  Bas Eickhout (Verts/ALE). – Mr President, I think it’s very clear now that we, as Greens, will vote against this CAP deal, and I think one of the big reasons is that there is no alignment with the new priorities of this Commission on the Green Deal, Farm to fork and Biodiversity strategy. But I think, you hear so many different opinions about it. I think the Commission now really needs to make clear, how is the Commission going to align the National plans with the Green Deal? Because some of us are claiming it is a big success, that we have a recital referring to it. Others in the house are saying, ‘Well, thank God, Green Deal is not mentioned’.

The Commission in June had a very enthusiastic press release, stating that these CAP plans will from now on deliver on the Green Deal. But we hear that right now, in the negotiations on an implementing act, you are scrapping it. We want to know, how are you going to make sure that the National plans will deliver on the Green Deal and which countries are fighting against it? Because transparency on this matter is crucial, so please no further vague language, but clarity on this matter.

  Laura Huhtasaari (ID). – Arvoisa puhemies, kun muualla maailmassa on nälänhätä, meillä on ilmastohätä. Ilmastouskonnon edessä meitä vaaditaan vähentämään tai jopa luopumaan lihansyönnistä. Tämä tarkoittaa sitä, että silloin myös lehmät vähenevät.

Puolustan lehmää. Lehmä on ihmiselle erityisen arvokas, sillä lehmä pystyy tuottamaan ravintoa ihmiselle syömäkelvottomasta heinästä. Sääolojen vaihtelut vaikuttavat viljasatoon, mutta huonoinkaan kesä ei pysty tuhoamaan heinäsatoa, jota lehmä syö. Suomalainen lehmä ei syö sademetsistä raivatuilla pelloilla kasvatettua soijaa, vaan nurmea, jota täydennetään rehuviljalla ja soijattomalla valkuaisaineella. Joten älkää murehtiko, antakaa lehmän märehtiä.

Nykyaikaisen nautakarjan ympärille voidaan rakentaa lehmänlannasta biokaasutuotantoa, jolla voidaan korvata fossiilisia polttoaineita. EU ei pysty pysäyttämään ilmastonmuutosta tai vaikuttamaan sääoloihin, mutta voimme vaikuttaa siihen, onko meillä riittävästi ruokaa tulevaisuudessa.

Suomalainen viljelijä Aapeli Kokkonen ihmettelee päättäjien lyhyttä muistia. Vasta 150 vuotta sitten Suomessa joka kymmenes kuoli nälkiintyneenä. Suomessa omavaraisuutta on heikennetty ja maataloudesta ollaan tekemässä yhä kannattamattomampaa.

Tuontiruoka ei ole ilmastoteko. Riippuvuus tuontiruuasta – minkä tahansa kriisin puhjetessa – aiheuttaa meille uuden nälänhädän. Jos meillä ei ole ruokaa, niin millään muulla ei ole väliä.

  Mazaly Aguilar (ECR). – Señor presidente, señor comisario, buenos días a todos. Si todos los augurios se cumplen, se van a propiciar los peores temores que tienen el medio rural europeo en general y el español en particular.

Es decir, se va a ejecutar el cambio de un modelo agrícola profesional que convertirá a agricultores y ganaderos en meros jardineros supeditados a los intereses de los despachos de Bruselas.

Voy a ser crítica con el Reglamento de planes estratégicos: se va a dedicar el 40 % del presupuesto de la PAC a cuestiones ambientales y climáticas, marginando otras necesidades del sector, y no se puede pretender que nuestros agricultores y ganaderos hagan una PAC verde cuando están en números rojos. Los costes de producción se han podido incrementar y hasta triplicar en algunos casos.

La burocracia sigue creciendo como una mala hierba y nos aleja de la simplificación que estábamos buscando y a la aspirábamos al inicio de este proceso.

A tenor de todo esto, ¿qué mensaje les estamos enviando a nuestros agricultores y ganaderos —por cierto, nuestros otros héroes en esta pandemia—? Pues ninguno, ninguno que les dé un mínimo de esperanza o que aporte soluciones, instrumentos para que la agricultura sea rentable o frente al éxodo rural.

A esta PAC le sobra ideología y le falta agricultura.

  Mick Wallace (The Left). – Mr President, we are in the middle of the sixth mass extinction. Vast parts of the Earth will be uninhabitable for humans if we don’t make radical changes fast.

Scientists tell us, it is essential that the new CAP specifies a minimum 10% of agricultural land to be left uncultivated and managed in a way that encourages biodiversity. Yet, this deal specifies just a miserable minimum 4% space for nature and limited to arable land only.

We also need a CAP that delivers a fair distribution of payments. In Ireland, according to the Department of Agriculture’s own modelling, 75% of farmers stand to benefit from CRISS payments, but this redistribution of funds to small and medium farms is not near good enough. This deal specifies that a minimum of just 10% of Pillar 1 money be ring—fenced for CRISS. We wanted a minimum of 30%.

This deal will see billions of euros continue to be used to destroy our ecosystems and our family farm model.

  Milan Uhrík (NI). – Vážený pán predsedajúci, nedávno tu bolo odhlasované, že Európania majú jesť viac hmyzu namiesto mäsa, pretože mäso/dobytok údajne produkuje skleníkové plyny, ktoré spôsobujú otepľovanie planéty. Bolo to schválené v rámci tej európskej potravinovej stratégie z Farmy na vidličku a v rámci toho už Európska komisia aj schválila nejaké dva typy húseníc alebo kobyliek, ktoré by ľudia mali jesť.

Žiaľ, s touto poľnohospodárskou politikou to nie je oveľa lepšie, pretože aj tu je množstvo ekologických doslova nezmyslov a hlavne táto poľnohospodárska politika je dlhodobo nespravodlivá voči stredo- a východoeurópskym štátom, ktoré dostávajú niekoľkonásobne nižšiu podporu ako západoeurópski farmári. Slovensko bolo kedysi potravinovo sebestačnou krajinou. Dnes musí dovážať 1 000 kamiónov jedla denne, aby sme vôbec mali čo jesť. Aj to je výsledok nespravodlivo nastavených dotácií. Ak chcete túto poľnohospodársku politiku nazývať spoločnou, tak v prvom rade vyrovnajme výšky dotácií.

  Daniel Buda (PPE). – Domnule președinte, felicitări tuturor celor implicați în procesul de adoptare a politicii agricole comune. Suntem la capătul unor dezbateri complicate, dar, în același timp, la începutul unui drum lung de implementare a unei politici care va influența viața fermierilor în următorii ani. PAC-ul le va permite fermierilor europeni dezvoltarea și modernizarea fermelor, le va oferi un trai mai bun și un viitor mai sigur pentru copiii și familiile lor, dar și un sprijin real în eforturile de a păstra vitalitatea spațiului rural.

Indiferent de vreme, de ploaie, arșiță, geruri sau viscole, fermierii au fost și vor continua să fie soldații aflați în prima linie a bătăliei pentru asigurarea securității alimentare, a combaterii schimbărilor climatice și factor decisiv pentru păstrarea biodiversității. Deși, de multe ori afectați de o concurență neloială, din cauza unor politici insuficient de bine ancorate în realitățile din teren, ne-au furnizat tuturor alimente de calitate și la prețuri accesibile, iar noi trebuie să ne asigurăm că le vom păstra această capacitate în viitor. Banii acordați prin PAC nu reprezintă decât un avans plătit fermierilor pentru hrana de care se bucură în fiecare zi cei peste 500 de milioane de cetățeni europeni.

Statelor membre le revine astfel responsabilitatea întocmirii unor planuri naționale strategice care să aibă în centru fermierii, să reducă birocrația și să garanteze durabilitatea fermelor, iar Comisia Europeană trebuie să urmărească implementarea acestei politici în fiecare colț al Uniunii Europene, deoarece ea reprezintă garanția unei vieți mai bune pentru fiecare dintre dumneavoastră.

  Johan Danielsson (S&D). – Herr talman! 560 miljarder kronor, så mycket pengar lägger EU på jordbruket varje år. Därför blir jag extra förbannad när granskning efter granskning visar på hur företagare i sektorn helt utan skrupler, och å det grövsta, utnyttjar människor på vår kontinent. Det handlar om människor som tvingas sova som djur i kalla stall eller i fallfärdiga lador, trasiga skyddskläder och farliga maskiner. Och kanske allra värst av allt: olyckor och dödsfall som mörkas och tystas ner.

Det är en skymf mot alla som arbetar inom jord- och skogsbruket och det är en skymf mot alla seriösa företagare som kämpar i sektorn. Därför är jag glad att vi nu äntligen får på plats ett kraftfullt ekonomiskt påtryckningsmedel i EU:s jordbrukspolitik. Fuskare, kriminella och rena slavdrivare ska inte få ta del av våra skattepengar. Tillsammans kan vi på det sättet skapa ordning och reda i det europeiska jord- och skogsbruket.

  Asger Christensen (Renew). – Hr. formand! I dag vedtager vi endelig den ventede landbrugsreform efter tre års lange forhandlinger. Den ny fælles landbrugspolitik fra '23 sikrer os gode og sunde og konkurrencedygtige fødevarer i Europa. Landbrugsreformen styrker også forsyningssikkerheden af fødevarer markant. Jeg er ret stolt over, at vi i dag også vedtager bruttoarealmodellen, som har været en af mine store kæpheste under landbrugsforhandlingerne.

Samtidigt er landbrugsreformen et stort skridt imod et grønnere og mere bæredygtigt landbrug i Europa. Landbruget og den grønne omstilling er ikke hinandens modsætninger. Det beviser vi i dag. Det er den grønneste landbrugsreform, der nogensinde er vedtaget i Europa. Det er den grønneste landbrugsreform, der nogensinde er vedtaget i verden. Vi landmænd skal dyrke andet end korn, græs og majs. Vi skal også til at dyrke biodiversitet. 40 procent af landbrugsbudgettet vil gå til miljøfremmende formål. Det kan og vil landmændene levere på. Aftalen giver et økonomisk incitament og redskaber til at sætte endnu mere skub i den grønne omstilling, som er så vigtig, også uden at vi skal gå på kompromis med vores produktion.

De strategiske planer sikrer en øget fleksibilitet i medlemsstaterne, og det er meget vigtigt, fordi der er kæmpestor forskel på, om det er Sicilien i syd, eller det er Finland i nord. Så derfor er vi nødt til at skulle have indbygget noget national selvbestemmelse i forhold til de kommende miljøtiltag i landbrugsdelen.

Og sidst men ikke mindst, så giver landbrugsreformen klarhed for vores kolleger rundt omkring i hele Europa og sikrer deres fremtid.

  François Alfonsi (Verts/ALE). – Monsieur le Président, Monsieur le Commissaire, la politique agricole commune qui nous est proposée aujourd’hui est un document dépassé qui engage très négativement l’Europe. L’Europe a pris de nouveaux engagements contre le réchauffement climatique. Cette PAC, en parfaite continuité de la précédente, les ignore ouvertement.

Parmi les urgences auxquelles il fallait répondre, il y a l’impact territorial des politiques agricoles productivistes que la PAC continuera d’encourager; ses conséquences, ce sont des territoires défigurés et désertifiés. Ils le sont du fait de l’hyper-productivisme qui détruit les sols et les paysages et qui expulse économiquement le plus grand nombre des paysans des zones agricoles intensives. Ils le sont aussi du fait d’immenses territoires abandonnés car jugés trop peu compatibles avec le modèle agricole dominant, avec, là encore, la perte de leurs paysages ainsi que de leurs populations, car l’agriculture est le pilier de leur économie traditionnelle.

Il fallait une PAC réconciliée avec la nature, réconciliée avec ses territoires et efficace contre le réchauffement climatique. Votre proposition de PAC n’apporte aucune rupture avec le passé sur aucun de ces sujets vitaux. Nous voterons contre et nous la combattrons.

  Elena Lizzi (ID). – Signor Presidente, onorevoli colleghi, signor Commissario, oggi il mondo agricolo avrà la nuova PAC, perché siamo certi che sarà così, e siamo lieti che i negoziati siano giunti alla fine, per poter dare ossigeno ai nostri agricoltori che, dopo medici e infermieri, lo voglio ricordare, sono stati in prima linea durante la pandemia, fornendo sostentamento all'Europa. Il Commissario ricorderà quante volte, in collegamento, lo abbiamo ricordato e fatto presente.

Rincresce però che questi stessi agricoltori dovranno subire un taglio finanziario particolarmente gravoso per il mio paese, per l'Italia, con una perdita del 15 % rispetto alla passata programmazione.

Le politiche verdi hanno guidato i negoziati, dimenticando e spesso denigrando alcuni settori già in avversità economiche, come quello della carne, attraverso l'autorizzazione all'utilizzo di preparati vegetali o sintetici.

Inoltre, rincresce vedere che i vini dealcolati saranno annoverati tra i prodotti vitivinicoli, un ulteriore sgarro che l'Europa vuole fare all'Italia, già sotto attacco per il caso prosecco.

Noi come Lega vogliamo un'Europa che difenda le nostre denominazioni, i nostri prodotti e i nostri agricoltori, e vi faremo presente, in ogni situazione, luogo e fascicolo, la nostra priorità. Poi daremo il nostro contributo fattivo, signor Commissario, a ogni fascicolo, responsabilmente ma sapendo che parliamo dei nostri territori e dei nostri prodotti e parliamo con la nostra gente.

  Veronika Vrecionová (ECR). – Pane předsedající, vážený pane komisaři, dnes, téměř na konci roku 2021, tady stojíme, abychom schválili novou podobu společné zemědělské politiky, která měla platit již od ledna tohoto roku. Už před dvěma lety měla být schválena, aby členské státy mohly nastavit pravidla, která z ní vychází. Máme tedy dvouleté zpoždění. Už není prostor dohadovat se, zda by mohla být více zelená, nebo naopak, jestli by měla více pomáhat farmářům. Bohužel jsme se dostali do situace, ze které je jediné východisko – výsledný kompromis schválit. Nejenom proto, že naši zemědělci potřebují znát pravidla, podle kterých mají hospodařit, ale musí mít také čas se na ně připravit.

Zemědělství nefunguje tak, že si Evropský parlament něco ráno schválí a odpoledne podle těchto pravidel budou ostatní fungovat. V zemědělství stále platí přírodní zákony, se kterými občas někteří z vás zkoušejí bojovat. Prosím, podpořte tento kompromis, pomůžete jak přírodě, tak zároveň umožníte našim zemědělcům hospodařit a zajistit dostatek cenově dostupných potravin pro naše občany.

  Anja Hazekamp (The Left). – Voorzitter, vandaag stemmen we over 270 miljard aan Europese landbouwsubsidies, voor meer megastallen, voor meer landbouwgif en voor meer vervuiling. Vele boeren, milieuorganisaties, klimaatactivisten hebben zich tegen dit landbouwbeleid gekeerd, want met dit desastreuze plan wordt de Green Deal in één klap een Black Deal. De toekomst van boeren, dieren, natuur en milieu wordt in de uitverkoop gezet.

Hoe kan het dat dit Parlement voor de klimaatnoodtoestand, voor de biodiversiteitsstrategie en voor de “van boer tot bord” -strategie heeft gestemd, terwijl het nu op het punt staat om precies het tegenovergestelde te doen? Dit gemeenschappelijk landbouwbeleid zal de klimaatcrisis, de biodiversiteitscrisis en de dierenwelzijnscrisis niet oplossen, maar juist aanwakkeren. Er is maar één keuze mogelijk: stem dit GLB weg.

Ook daarom ben ik voorts van mening dat de Europese landbouwsubsidies moeten worden afgeschaft. Vote this CAP down!

  Miroslav Radačovský (NI). – Vážený pán predsedajúci, navrhované zmeny spoločnej poľnohospodárskej politiky podporujem. Národné štáty a poľnohospodári dúfajú a veria, že tieto legislatívne zmeny umožnia dosiahnuť stanovené ciele, zaistia stabilnú dodávku cenovo dostupných a kvalitných potravín. Kardinálnou otázkou je však podľa mňa politika rozvoja vidieka. Problém je akýsi zbytočný boj medzi zelenou politikou a poľnohospodárskou politikou a často rukojemníkmi tohto boja sa stávajú farmári. „Szanuje wasza prace, panie komisarzu Wojciechoski.“ Narodil som sa na vidieku, žijem na vidieku, bol som chovateľom koní i ovečiek a spolupracujem s vidieckym parlamentom na Slovensku. Mám v ruke pozvánku na konferenciu, na tému Vízia pre atraktívnejší vidiek, ktorá sa bude konať dňa 6. decembra na univerzite v Nitre. Pozývam vás, pán komisár, na toto stretnutie, kde vás budú ľudia z vidieku informovať o svojich problémoch. Bolo by dobré, keby ste sa tohto stretnutia zúčastnili, naviac Slováci „zawsze lubiły Polaków“.

  Juan Ignacio Zoido Álvarez (PPE). – Señor presidente, hace poco más de un año, la delegación española del Partido Popular Europeo votó en contra de la propuesta de la PAC que presentó este Parlamento: la propuesta era demasiado rígida en sus exigencias medioambientales y ponía en peligro buena parte de los ingresos que los agricultores españoles perciben en la actualidad. Gracias a nuestro no, pusimos freno a las medidas más radicales y apoyamos una reforma más razonable y más flexible; gracias a nuestro no, también hemos evitado los intentos de discriminar a sectores, como el de la ganadería de reses bravas, que podrán seguir recibiendo su ayuda como siempre.

Sin embargo, reconozco que esta propuesta que votamos hoy sigue sin ser la PAC ideal para el Partido Popular español: principalmente, sigue siendo una PAC con muchos menos fondos que la anterior precisamente cuando más los necesitan agricultores y ganaderos, pero ahora la pelota está en el tejado de los Estados miembros.

Hoy, el Parlamento Europeo dará al Gobierno de España las herramientas necesarias para que apoye de una vez a los agricultores: el Gobierno de Sánchez deberá emplear toda la flexibilidad que le hemos conseguido desde Bruselas para adaptarse a las necesidades del campo español. El campo español atraviesa momentos críticos, con los precios de las materias primas disparados y la factura de la luz batiendo récords. Ya es hora de que el Gobierno de Sánchez haga caso a los agricultores y ganaderos, deje de boicotearlos y aproveche el dinero que esta PAC tiene para poder ayudarles en unos momentos tan complicados.

  Jytte Guteland (S&D). – Herr talman! De som argumenterar för den nya CAP anger ofta att den i alla fall är bättre än den nuvarande. Och det kan ju stämma, men samtidigt uppfyller inte det här förslaget alls de förväntningar vi ska ha på ett grönt, modernt, djurvänligt europeiskt jordbruk. Kanske vet moderna politiker mer om Greta Gris än om riktiga grisar.

I en rapport från revisionsrätten slås det fast att EU:s klimatutgifter på 100 miljarder euro under perioden 2014–2020 haft väldigt liten effekt på utsläppen. Enligt revisionsrättens rapport måste antalet djur i jordbruket minska om vi ska få ner utsläppen. Vi behöver ta tag i den industriella syn på livsmedelsproduktion som ständigt fokuserar på att öka antalet djur. Den blygsamma öronmärkningen av klimat- och miljöåtgärder räcker inte när åtgärderna har visat sig så pass ineffektiva. Klimatutgifterna inom CAP måste vara direkt riktade till åtgärder som verkligen minskar utsläppen.

  Атидже Алиева-Вели (Renew). – Г-н Председател, г-н Комисар, вярвам, че успяхме да постигнем много. Договорихме нов модел на ОСП, базиран на резултати и на изпълнение. Структурната модернизация на ОСП съчетава успешно и балансирано икономическите, социалните и екологичните амбиции и цели. „Обнови Европа“ допринесе много за очертаването на нови, по-ефективни еко-схеми, бори се да защити възможностите за достойни доходи на фермерите и да гарантира по-добър контрол на разходването на средствата. Доволна съм, че едни от основните приоритети на моята партия ДПС са включени в новата ОСП, а именно по-справедливо разпределение на директните плащания за малките и младите фермери, повече средства за биоземеделие и запазване на преходната национална помощ.

Сега националните правителства трябва да свършат добре своята работа и да се възползват от гъвкавостта, която им предоставихме, за да разработят мерките и да насочат средствата според специфичните нужди на сектора. Притеснена съм, че липсват прозрачност и диалог в процеса на разработване на националния стратегически план на България. От този план зависи бъдещето на земеделието в страната ни. Крайният срок наближава, а фермерите все още не знаят какво точно е включено в него. Важно е да стартираме новата ОСП и да избегнем несигурност за сектора. Фермерите трябва да участват в процеса на планиране, да бъдат информирани и да бъдат подготвени, за да бъде „зеленият“ преход успешен. Колеги, нека направим следващата голяма крачка, нека подкрепим споразумението, за да дадем нужната стабилност на сектора.

  Thomas Waitz (Verts/ALE). – Herr Präsident, Herr Kommissar Wojciechowski! Werden wir den dramatischen Verlust an Artenvielfalt mit dieser GAP bewältigen? Es sieht nicht gut aus. Wir werden keine ordentliche Fruchtfolgeregelung haben. Wir werden keine verpflichtenden Umweltmaßnahmen für alle Landwirte und Landwirtinnen haben, die europäisches Steuergeld erhalten. Wir haben kein Ziel, die Herbizide um 50 % zu reduzieren.

Heute ist die Landwirtschaft – ein großer Teil der Landwirtschaft – leider Teil des Klimaproblems. Und, werden wir das ändern mit dieser GAP? Es sieht nicht gut aus. Wir sehen kein Ziel, den Kunstdünger um 50 % zu reduzieren. Wir sehen keinen ambitionierten Bodenschutz. Wir haben eine Chance verpasst, die Landwirtschaft zu einem Teil der Klimalösung zu machen, und das wird auf uns zurückfallen.

Und, werden wir den akuten Rückgang an landwirtschaftlichen Betrieben, vor allem kleinen und mittleren, stoppen mit dieser GAP? Auch das sieht nicht gut aus. Wir haben es nicht geschafft, eine Förderobergrenze von 100 000 EUR durchzusetzen, auch dank des Lobbyings der konservativen Agrarvertreter, auch des Coreper, die hier 95 % der europäischen Landwirtinnen und Landwirte ganz klar verraten haben. Es wird weiterhin Millionenförderungen für Oligarchen, für internationale Finanzinvestoren und Großgrundbesitzer und -besitzerinnen geben.

So werden wir es leider nicht hinbekommen, und ich ersuche Kommissar Wojciechowski, von seiner Ankündigung Gebrauch zu machen, nationale Pläne, die die Umverteilung nicht berücksichtigen, zurückzuschicken.

  Nicola Procaccini (ECR). – Signor Presidente, onorevoli colleghi, oggi ci esprimiamo per l'ultima volta sulla nuova politica agricola comune.

Anche per noi conservatori non è una misura perfetta. Avremmo preferito meno burocrazia e maggiore semplificazione, ma apprezziamo il bilancio maggiorato di 22 miliardi, il sostegno ai giovani agricoltori, gli aiuti in caso di crisi, l'attenzione alle indicazioni geografiche e ai regimi di qualità.

Apprezziamo, in particolare, l'equilibrio tra tutela ambientale e agricoltura, un obiettivo raggiunto malgrado la pressione ideologica a cui siamo stati sottoposti. Ecco, a Greta Thunberg che a coloro che ci hanno bombardato con e-mail piene di insulti, chiedendoci di bocciare la PAC, dico questo: la qualità dell'ambiente per alcuni è un vezzo, una moda, per gli agricoltori invece è una questione di vita o di morte.

Un ambiente sano è la condizione necessaria per prodotti agricoli sani, per poterli vendere al mercato e per poter sfamare le proprie famiglie, non quindi una moda.

  Manuel Bompard (The Left). – Monsieur le Président, Victor Hugo disait: «C’est une triste chose de songer que la nature parle et que le genre humain n’écoute pas». Car la nature parle en effet: inondations, sécheresses, méga-incendies, pandémies, espèces menacées de disparition par centaines de milliers... Mais le genre humain persiste, année après année, dans les mêmes erreurs.

Notre modèle agricole est le premier facteur de l’effondrement de la biodiversité. Il contribue fortement au changement climatique. Il est la racine de la misère et de la disparition de millions d’agriculteurs et banalise une souffrance animale insupportable. Mais aujourd’hui, vous nous proposez de consacrer 270 milliards – un tiers du budget européen – pour poursuivre dans cette impasse, en contradiction avec tous vos beaux discours sur le pacte vert européen.

Ce vote nous engagerait jusqu’en 2027, alors que nous n’avons que quelques mois pour agir. Il serait une nouvelle trahison vis-à-vis de tous les citoyens européens inquiets pour leur avenir. Ne faisons pas cette erreur. Rejetons cette réforme pour réaliser enfin la bifurcation nécessaire de notre modèle agricole.

  Ivan Vilibor Sinčić (NI). – Poštovani predsjedavajući, u hrvatskoj javnosti uporno se plasira priča o ogromnim sredstvima iz europskih fondova koja su isplaćena poljoprivrednicima, a da unatoč tome nema nikakve ozbiljne proizvodnje odnosno njezina povećanja. U Hrvatskoj, nažalost, čak 70 % EU sredstava namijenjenih za poljoprivredu i ruralni razvoj nije otišlo u poljoprivredu i ruralni razvoj nego je otišlo prema projektima povezanim s javnim sektorom, koji ne donosi novostvorenu vrijednost niti neophodno potrebna radna mjesta za egzistenciju i opstanak stanovništva u ruralnim prostorima.

Ogromna sredstva upotrebljena su u neproizvodne svrhe: uređenje zgrada, trgova, ureda ili pak preplaćivanje softvera. Pa tako imamo slučaj prije dva tjedna kad je bivša ministrica Plenkovićeve vlade Gabrijela Žalac platila softver koji je koštao realno niti tri milijuna kuna čak 13 milijuna kuna. 100 % sredstava za to povučeno je iz „Konkurentnosti i kohezije“, programa tehničke podrške. Ista je uhićena na temelju traženja Europskog ureda javnog tužitelja. Očito je osnovni motiv za korištenje europskih fondova u Hrvatskoj politički opstanak sadašnje vlade, kupovanje biračkog tijela i ubiranje provizije od izvođača koja pojedincima donosi ogromne dobiti, kao što vidimo. Očito ima još puno poslova za EPPO.

  Álvaro Amaro (PPE). – Senhor Presidente, Senhor Comissário, Caras e Caros Colegas, este é um Acordo de uma reforma e não um Acordo para uma qualquer rutura. É uma reforma no sentido certo. Continua a olhar a agricultura sob o ponto de vista económico, apoia o investimento e apoia o rendimento, mas também a olha sob o ponto de vista social e sob o ponto de vista ambiental. É um acordo que incentiva os jovens agricultores e aponta-lhes novas práticas.

A PAC, a política agrícola comum, tem que continuar a ser uma política importante de coesão entre os campos e a cidade. Não pode deixar de olhar para os agricultores como os verdadeiros agentes dessa mudança. Mas, Senhor Comissário, que cumprimento, agora em 2022 será um ano fundamental para vermos se a legislação secundária que aí vem, que é muito importante, não deita pela janela aquilo que já entrou pela porta para os agricultores. Nós devemos estar muito atentos a isso. A Comissão não pode ter essas tentações e os Estados-Membros devem ter uma grande ambição nos seus planos estratégicos para que os agricultores possam continuar a ter esperança. E é essa a ambição dos Estados-Membros, é essa a ambição que eu também espero do próximo governo do meu país, em Portugal.

  Isabel Carvalhais (S&D). – Senhor Comissário, Caras e Caros Colegas, durante três anos discutimos o futuro da PAC com os agricultores e cidadãos de olhos postos em nós. Durante três anos insistimos na importância da estabilidade e da previsibilidade dos apoios aos agricultores e na importância de cumprir com um dos principais objetivos desta política: garantir a existência de condições justas e dignas para a atividade agrícola, pilar fundamental do nosso mundo rural. Três longos anos de debates, de difíceis negociações, que culminaram com o Acordo alcançado sob a Presidência portuguesa e que hoje se encerram com o voto nesta nova PAC.

Uma PAC que não é perfeita, que não responde a todas as expectativas, mas que também traz conquistas, muito graças à ação e determinação negocial deste Parlamento e que importa valorizar, não menosprezar.

A nova PAC integra, pela primeira vez, o instrumento da condicionalidade social, um instrumento determinante na concretização de uma maior justiça social para todos os que trabalham no setor agrícola, e que expressa o compromisso das nossas sociedades democráticas com a dignidade laboral como parte integrante da própria dignidade humana.

A nova PAC integra também uma nova ambição ambiental, presente em novos instrumentos como os ecorregimes, que, em conjunto com outras medidas, constroem a rede de segurança necessária para apoiar os agricultores na transição para práticas e técnicas de produção que permitam uma melhor preservação dos recursos naturais, a defesa da biodiversidade, o combate às alterações climáticas.

A nova PAC, repito, não é perfeita, mas tem o meu voto positivo por respeito a todas estas conquistas, que, com esforço, se alcançaram nesta casa, e que seria incomportável e incompreensível adiar por mais tempo. E o meu voto positivo não me retira legitimidade para criticar aquilo em que ela poderia ter ido mais além e não foi. E exercerei esse meu direito à crítica, acompanhando atentamente os passos que serão dados para concretizar os objetivos e ambições no terreno onde a PAC deve ser efetivamente cumprida.

  Alin Mituța (Renew). – Domnule președinte, domnule comisar, cred că dacă ne gândim la viitorul agriculturii, trebuie să avem în minte trei mari obiective: cum reducem emisiile și poluarea, cum producem mâncare mai sănătoasă, cum regenerăm mediul rural. Acordul privind noua politică agricolă comună, pe care îl avem pe masă, nu este perfect, dar răspunde satisfăcător acestor provocări.

În primul rând, avem cea mai verde politică agricolă comună din istorie cu o alocare de 25 % pentru eco-scheme și cu un sistem îmbunătățit de condiționalități de mediu și sociale. În al doilea rând, alinierea la strategia Farm to Fork ne asigură că vom produce alimente mai sănătoase, practicând o agricultură mai puțin intensivă.

Iar aici vreau să subliniez un lucru important. Cheia pentru a avea alimente sănătoase este la micii fermieri pe care avem datoria să îi ajutăm mai mult. Trebuie să valorizăm mai mult produsele locale și să dezvoltăm lanțuri scurte de aprovizionare în jurul micilor fermieri iar noua PAC oferă aceste oportunități.

În al treilea rând, probabil cea mai mare problemă pe termen mediu și lung este îmbătrânirea și depopularea satelor, iar aici mă bucur că avem o creștere la 3 % a sprijinului pentru tinerii fermieri, care cred că este utilă, dar nu suficientă. De aceea trebuie să investim mai mult în infrastructura rurală și agricolă, în serviciile publice pentru a face satele și agricultura ... (Președintele a întrerupt vorbitorul)... pentru tineri.

Wer hätte das vor fünf Jahren überhaupt geglaubt?

Warum schaffen wir das nicht in der Landwirtschaft? Warum arbeiten wir nicht auf ein konkretes Ende der Pestizide und deren Subventionen hin? Warum setzen wir uns kein Datum fest, an dem wir aus synthetischen Düngemitteln, die schädlich sind, aussteigen wollen? Wir werden jetzt noch mal sieben Jahre lang 50 Milliarden Euro jährlich in die Förderung großteils großindustrieller Konzerne stecken, die überhaupt nicht diese Richtung einschlagen, sondern nur Land besitzen.

Dabei wäre das Geld doch so nötig, um unsere Landwirtinnen und Landwirte bei der Transition hin zu einer wahrlich nachhaltigen Lebensmittelproduktion zu unterstützen. Dabei wäre doch das Geld so nötig. Heute werden wir gegen diesen Vorschlag der verpassten Chancen stimmen müssen.

Doch wir Grüne werden nicht aufgeben. Wir werden uns nach wie vor für eine gemeinsame Agrarpolitik einsetzen, die dem Gemeinwohl messbar dient und unsere Lebensgrundlage schützt.

  Εμμανουήλ Φράγκος (ECR). – Κύριε Πρόεδρε, μιλώντας σήμερα για τον πρωτογενή μας τομέα, θα πρέπει να πάψουμε να αναφερόμαστε στο τι πρέπει να κάνουν οι αγρότες μας για να τους στηρίξει η Επιτροπή και να αρχίσουμε να αναφερόμαστε στο τι πρέπει να κάνει η Επιτροπή για να στηρίξει ουσιαστικά τους αγρότες μας. Τα τελευταία χρόνια, εφαρμόστηκε μια καταστροφική πολιτική που επέβαλε στους παραγωγούς μας μια σειρά από παράλογους κανονισμούς που εκτόξευσαν το κόστος παραγωγής και, την ίδια στιγμή, αυξήθηκαν δραματικά οι εισαγωγές αγροτικών προϊόντων από τρίτες χώρες. Εμείς θέλουμε να τρεφόμαστε με ελιές από την Καλαμάτα και όχι από τη Νότια Αφρική, και με ντομάτες από την Κρήτη και όχι από την Τουρκία. Για τον σκοπό αυτόν, έχουμε τρεις απόλυτα εφαρμόσιμες προτάσεις. Πρώτον, ζητάμε να αυξηθούν οι ενισχύσεις προς τους παραγωγούς μας, καθώς και η προσβασιμότητα σε αυτές, δεύτερον, ζητάμε να αυξηθούν οι έλεγχοι που γίνονται στα εισαγόμενα αγροτικά προϊόντα για κατάλοιπα φυτοφαρμάκων και για άλλες χημικές ουσίες που δηλητηριάζουν τους Ευρωπαίους καταναλωτές και, τρίτον, ζητάμε να αυξηθούν οι δασμοί στα εισαγόμενα αγροτικά προϊόντα, ώστε να αντιμετωπιστεί ο αθέμιτος ανταγωνισμός έναντι των ελληνικών.

  Colm Markey (PPE). – Mr President, as we vote on this CAP today, we must not lose sight of its main objective: supporting a fair standard of living for 10 million farmers, safeguarding a safe food supply for 450 million people, and sustaining healthy and vibrant rural communities. These are traditional goals of CAP, but we’re also seeking to significantly to address our environmental challenges.

This can only be done in an effective and practical way by involving farmers, who must be at the heart of driving this change. There is significant responsibility on Member States in the development of their strategic plans. It’s vital that farmers have a major input into these, so that there’s major buy—in from farming. They have to be sensible and achievable and make a meaningful difference to the environment and to farm viability. They must provide a wide range of eco schemes that give farmers options to ensure that they can develop to deliver their environmental responsibility and also protect farm incomes and the multiplier that is in the economy, while also investing in the long—term future of the next generation of young farmers who will lead the way forward into the future.

However, I firmly believe that we cannot deliver it solely through the CAP. We need to look at other issues, such as carbon farming, how our lands can sequester carbon, how we can improve our biodiversity and increase our renewable energy sector for ever—increasing energy demands. While CAP gives farmers certainty, it’s only one step and we need to ensure a viable future for farming.

  Juozas Olekas (S&D). – Gerbiamas Pirmininke, Komisijos nary, mieli kolegos, sprendimo dėl bendrosios žemės ūkio politikos reformos Europos Sąjungos ūkininkai laukė trejus metus. Dabar pagaliau balsuosime dėl ilgose sudėtingose diskusijose gimusio kompromiso.

Susitarimas dėl žemės ūkio, kaip čia ne kartą buvo pasakyta, politikos nėra tobulas. Galiu tik apgailestauti, kad Europos ūkininkai ir toliau gaus skirtingą atlygį už tą patį darbą (Lietuvos, Baltijos šalių), o Europos Sąjungos prisiimti įsipareigojimai sulyginti naujųjų šalių ūkininkų tiesiogines išmokas ir užbaigti ilgametę diskriminaciją nebus įvykdyti.

Gerbiamas Komisijos nary, primenu, kad jūs asmeniškai esate viešai įsipareigojęs aktyviau veikti, kad būtų sulygintos tiesioginės išmokos visiems Europos Sąjungos ūkininkams. Ir tą turime kartu padaryti: užtikrinti, kad kaimas būtų patraukli vieta kurtis jauniems ūkininkams, vystyti smulkų vidutinį verslą ir užsiimti ūkininkavimu visoje Europos Sąjungoje.

Visgi, nepaisant esamų trūkumų, galutiniame susitarime yra ir labai teigiamų aspektų: socialinių sąlygų įtraukimas, svaresnė parama smulkiems vidutiniams ūkiams, jauniems ūkininkams, echo schemos, skaitmenizacija, inovacijos. Todėl kviečiu visus balsuoti už šį projektą ir pagaliau duoti mūsų žemdirbiams aiškumų ir leisti jiems planuoti savo ateitį, o visiems Europos Sąjungos piliečiams vartoti daugiau sveiko, šviežio, Europos Sąjungos ūkininkų išauginto maisto.

  Adrián Vázquez Lázara (Renew). – Señor presidente, señor comisario, tras tres años y medio desde que la Comisión Europea presentase sus propuestas legislativas, hoy por fin votamos la nueva política agrícola común.

Soy consciente de que esta nueva PAC no es perfecta, pero también soy consciente de que esta nueva PAC garantiza la seguridad jurídica y financiera de nuestro sector primario. Mantiene la capacidad productiva de los alimentos en la Unión Europea, a la vez que asegura que nuestros agricultores y ganaderos lo hagan en unas condiciones económicas justas y respeta los objetivos medioambientales del Pacto Verde, sin perder de vista la sostenibilidad social de nuestro medio rural.

Insisto: aunque no sea una PAC perfecta, apelo a los miles de hombres y mujeres que se dejan la piel todos los días en el campo para que nosotros tengamos alimentos de primera necesidad y de excelentísima calidad en nuestros supermercados a que entiendan que es una PAC necesaria.

Por ello, mi partido, Ciudadanos, va a votar a favor.

  Francisco Guerreiro (Verts/ALE). – Caro Presidente, Caro Comissário, hoje de manhã estava a levar as minhas duas filhas à escola e estava a analisar o porquê de alguns grupos políticos e alguns eurodeputados estarem a favor desta política agrícola comum.

É para mim totalmente incompreensível como é que se vota a favor de uma política agrícola comum que direciona a maior parte dos seus fundos para quem não precisa deles - portanto, 80% dos pagamentos diretos serão para os 20% de agregados mais ricos dentro da agricultura -, que não preserva a biodiversidade, portanto vai mesmo contra a Estratégia do Prado ao Prato, vai contra a Lei do Clima e continua a financiar indústrias altamente poluentes como a pecuária intensiva.

É totalmente incompreensível para mim como é que se consegue votar a favor desta política agrícola comum, e eu, em boa consciência, votarei contra porque realmente quero preservar o planeta, quero preservar a garantia de um futuro biodiverso para os meus filhos e para todas as pessoas desta Europa unida, e, por isso, o meu voto será contra esta política agrícola comum.

  Michaela Šojdrová (PPE). – Pane předsedající, pane komisaři, naši zemědělci si zaslouží uznání, podporu a také spravedlivé a efektivní rozdělení rozpočtu, který nutně potřebují. Proto je také důležitá reforma společné zemědělské politiky jak pro zemědělce, tak pro spotřebitele. Jejím cílem je konkurenceschopnost, potravinová bezpečnost, ochrana životního prostředí i rozvoj venkova. Domnívám se, že nejsilnější stránkou toho, co bylo přijato v trialogové dohodě, je právě zaměření na ochranu životního prostředí a posílení pravomocí členských států. Bude tedy záležet na tom, jaké budou priority vlád členských států, a na tom, jak tuto flexibilitu využijí. Oproti současnému stavu je v prvním pilíři čtvrtina prostředků nově vázána na takzvaná ekoschémata, která mají motivovat zemědělce ke snižování používání pesticidů a antimikrobiálních látek i ke zlepšování životních podmínek zvířat. Dnes ale máme hlasovat o reformě, které chybí zásadní opatření, a to je zastropování přímým plateb. Podpora malých a středních zemědělců patří k základním cílům evropského zemědělství a podle mého názoru není tento cíl dostatečně naplněn.

Evropská komise stejně jako Evropský parlament navrhly povinné zastropování a redistribuci ve prospěch malých a středních podniků jako základní nástroj k zamezení koncentrace vlastnictví a k ochraně proti zneužívání evropských dotací. Bohužel výsledkem trialogové dohody je, že zastropování a desetiprocentní redistributivní platba zůstávají pouze jako možnost. To je zásadní problém, který bude prohlubovat rozdíly v konkurenceschopnosti zemědělců i mezi členskými státy. Je mi líto, že jsme propásli tuto šanci na skutečnou reformu společné zemědělské politiky. Myslím, že jsme neměli ustoupit tlaku Evropské rady.

  Günther Sidl (S&D). – Sehr geehrter Herr Präsident! Die Ziele der neuen Gemeinsamen Agrarpolitik wären für uns alle ganz, ganz wesentliche gewesen, als größter Budgetposten der Europäischen Union dafür zu sorgen, dass die GAP entscheidend zur Bekämpfung des Klimawandels beiträgt und für mehr Nachhaltigkeit und mehr Biodiversität sorgt, wir in Europa unabhängiger von Lebensmittelimporten werden und die regionale Entwicklung und die Regionalität gestärkt werden. Wir hätten einen Systemwandel unserer Lebensmittelproduktion gebraucht, mit mehr biologischer Produktion und weit weniger Pestizideinsatz sowie für mehr Tierwohl.

Die vorliegende Gemeinsame Agrarpolitik ist aber leider eine Sammlung vergebener Chancen. Der Parlamentsentwurf, der ohnehin ambitionierter hätte sein können, wurde von den Mitgliedstaaten konsequent aufgeweicht und verwässert. Schade, denn man hätte hier wirklich vieles in eine positive Richtung verschieben können.

  Асим Адемов (PPE). – Колеги, след почти година интензивни преговори днес гласуваме окончателно одобрения пакет по ОСП, за да може да влезе в сила от 1 януари 2023 година. И за да гарантираме плавния преход, приехме и Регламента за преходните правила. Новата ОСП, освен по-екологосъобразна, трябва да бъде гарант за икономическата и социална устойчивост на земеделските стопани и селските райони. Фермерите са в основата на реформата на ОСП и трябва да бъдат справедливо възнаградени за труда си.

Затова бих искал да благодаря на докладчика и на неговия екип, че успяха да запазят интересите на земеделските стопани в центъра на новата политика. Въвеждането на задължителното преразпределително плащане в полза на малките и семейните земеделски стопанства, както и допълнителната подкрепа за младите фермери са необходима инвестиция за бъдещето на сектора. Изключително се радвам, че успяхме да защитим продължаването на преходната национална помощ с нова референтна година, както и на обвързаната подкрепа: два изключително важни инструмента, които частично компенсират по-ниските нива на подпомагане на държави като България и имат важен социален ефект в селските райони.

  Carmen Avram (S&D). – Domnule președinte, e clar că în Parlamentul European puțini sunt entuziaști astăzi legat de această nouă politică agricolă comună. Unii pentru că o consideră prea puțin verde, alții pentru că anticipează provocările pe care le vor întâmpina milioane de fermieri și implicit sute de milioane de consumatori. Dar cred că, după trei ani în care, practic, le-am minimalizat vocea, am ajuns în momentul în care trebuie, în sfârșit, să acționăm ținând cont strict de nevoile fermierilor.

Ambiții politice avem toți, dar, astăzi, ele trebuie să cadă pe locul doi. Responsabilitatea noastră e față de cetățean, deci de consumator, iar consumatorul va mânca ce va avea la dispoziție. Dacă fermierul va supraviețui și va fi lăsat să producă hrana sănătoasă pe care i-o cerem, consumatorul va mânca hrană sănătoasă. Dar dacă fermierului îi punem bețe în roate, condamnându-l la faliment sau la dispariție sau la imposibilitatea de a produce, atunci consumatorul nu va mai mânca nimic sau, cel mult, hrană la standarde îndoielnice, din import.

Reforma pe care o votăm astăzi nu e o reformă oarecare, e reforma cea mai ambițioasă, cu cea mai ambițioasă viziune de până acum privind supraviețuirea noastră, oferind perspectiva unei hrană sănătoase și a unui mediu reechilibrat, dar ea trebuie lăsată să producă efecte. De ce am vrea să o anulăm acum și să mergem spre măsuri extreme, în condițiile în care există deja acest trend mondial de abandon al satelor și al fermelor și de dispariție a pământului agricol? Pierdem 7 milioane de hectare de teren arabil în fiecare an – o suprafață mai mare decât suprafața Austriei.

De ce am vrea să punem fermierii în situația de a nu mai avea predictibilitate, de a nu-și mai primi subvențiile, de a-și risca businessul, iar noi securitatea alimentară? De ce am vrea să irosim ultimii trei ani de negocieri și să le adăugăm alți doi sau trei pentru noi negocieri? Va avea mediul înconjurător de câștigat, va avea Green Deal de câștigat, va avea vreunul dintre noi de câștigat? Vă îndemn, deci, să votați noua politică agricolă comună. Nu e cea mai bună, e departe de a fi perfectă, dar oferă previzibilitate și să ne întoarcem în 2018 ar fi de neiertat.

  Marlene Mortler (PPE). – Herr Präsident, Herr Kommissar, Kollegen! Die größte Reform der EU-Agrarpolitik seit 30 Jahren ist am Ziel angekommen. Die Verhandlungen waren turbulent, intensiv und konfliktreich. Die Herausforderungen für unsere Bäuerinnen und Bauern bleiben vielfältig und groß. Zum ersten Mal gibt es eine verpflichtende Umverteilung der Direktzahlungen zugunsten kleinerer Höfe.

An einige Kollegen: Ich finde es despektierlich, wenn Sie die beste Landwirtschaft der Welt hier permanent schlechtreden.

Wir brauchen engagierte und motivierte junge Hofnachfolger. Es ist mir ein besonderes Herzensanliegen, diese permanent zu unterstützen. Ohne sie gibt es keine Zukunft für diesen systemrelevanten und vielseitigen Beruf. Ohne sie fehlen Nahrungsmittel aus der Heimat. Und für mich ist die Landwirtschaft ganz klar ein Teil der Lösung für mehr Klima- und Umweltschutz.

Ein Viertel der Direktzahlungen wird von 2023 bis 2027 ausschließlich für die neuen Öko-Regelungen eingesetzt; sie stehen im Mittelpunkt der GAP. Deshalb halte ich überzogene Regulierungen im Rahmen des Green Deal für kontraproduktiv und untauglich, denn wir müssen auch und immer die soziale und ökonomische Nachhaltigkeit der Betriebe im Auge behalten.

Kooperation statt Konfrontation und fundierte Folgenabschätzungen statt immer neuer Forderungen, ausgewogene Kompromisse, ein konstantes Budget – das haben wir erreicht, deshalb stimme ich heute aus Überzeugung mit Ja.

  Cristina Maestre Martín De Almagro (S&D). – Señor presidente, después de tres años de intensas negociaciones, por fin votamos el acuerdo político de la PAC, y yo quiero, en primer lugar, felicitar a los artífices, porque ha sido complejo, no ha sido nada fácil, y, después de encuentros y desencuentros, hemos conseguido mejorar lo inicialmente planteado.

Es cierto que no es perfecta, pero hoy votamos una PAC más ambiciosa, una PAC más justa, una PAC más verde y más sostenible, acorde con las nuevas exigencias medioambientales, y, por lo tanto, más comprometida, y votamos una PAC más social en la que se reconoce, por fin, el papel que han de ejercer las mujeres en el campo, y en la que se apoya a los jóvenes, favoreciendo el relevo generacional y estimulando la vida en el medio rural, y también, muy importante, se garantizan los derechos de los trabajadores agrícolas.

No exento de dificultades, hemos logrado el equilibrio suficiente para defender que los compromisos sociales y medioambientales no están reñidos con la rentabilidad económica de las explotaciones y con el futuro del campo. Esta PAC apoya especialmente a la agricultura y la ganadería familiar, la profesional, las pequeñas y las medianas explotaciones europeas, y da respaldo y da certidumbre, necesarios en tiempos de crisis, para seguir ofreciendo a los consumidores los mejores productos agroalimentarios del mundo desde una agricultura más innovadora, más competitiva y más saludable.

  Tom Vandenkendelaere (PPE). – Voorzitter, eindelijk bereiken we de eindmeet van een lange onderhandeling. Maar wat hebben we nu eigenlijk geleerd in die jaren dat we over het landbouwbeleid onderhandeld hebben? Voor mij kan het niet duidelijker zijn: de coronapandemie heeft ons onderweg getoond dat we maskers tekortkwamen, maar nooit voedsel tekortgekomen zijn. Dat de Britten sinds de brexit met lege winkelrekken te maken kregen, maar wij nooit hebben moeten vrezen voor tekorten! Mij is in die jaren heel duidelijk geworden dat we zelf moeten kunnen instaan voor onze voeding en niet afhankelijk mogen worden van derde landen, dat onze eigen voedselproductie inderdaad van strategisch belang is én moet blijven.

Het spanningsveld tussen duurzaamheid en haalbaarheid was gedurende de hele onderhandeling een rode draad. Zowel voor de boeren als voor het klimaat waren er hoge verwachtingen. Het GLB lost die verwachtingen nu in. Het garandeert een inkomen voor de boer en slaat tegelijk resoluut de weg van de duurzaamheid in. De echte gamechanger in dit GLB is de flexibiliteit voor lidstaten om lokale accenten te leggen. Mijn regio Vlaanderen neemt alvast de vlucht vooruit en bereidt nu al “pre-ecoregelingen” voor, met onder andere precisie- en koolstoflandbouw.

Mijn laatste woorden gaan uit naar Europa’s jonge landbouwers. Jonge vaders en moeders, met kindjes zoals de mijne. Hij werkt van ’s morgens vroeg tot ’s avonds laat, zij heeft een fulltime job in de zorgsector en dan komt het huishouden er nog bij ... Een ongelooflijke ondernemersdrive, die we moeten belonen! Nochtans, collega’s, voorzagen we voor hen maar drie procent middelen. Dat is te weinig. Meer is nodig, want zonder boeren geen voedsel, zonder nieuwe boeren geen onafhankelijke voedselproductie!

  Michal Wiezik (PPE). – Vážený pán predsedajúci, reforma spoločnej agrárnej politiky by mala byť systémová a zelená. Na začiatku tohto procesu som sa na ňu naozaj úprimne tešil. Žiaľ, na konci, dneska, tohto procesu som skôr sklamaný. Eko-schémy, klimatické ciele, podpora biodiverzity, podpora malých farmárov či harmonizácia platieb, všetky tieto silné nástroje zostali v konečnom dôsledku nedostatočné a formálne, darmo by sme pri nich hľadali merateľné a záväzné ciele. Žiaľ, naďalej podporujeme v prevažnej miere intenzívne poľnohospodárstvo, poškodzujeme klímu, pôdu a biodiverzitu. Najviac dotácií naďalej budú poberať veľké koncerny a oligarchovia bez akejkoľvek pridanej hodnoty pre diverzitu, lokálnu produkciu či dokonca transparentnosť. Stropovanie dotácií, ktoré s týmto nevyrovnaným systémom mohlo niečo spraviť, zostáva tak isto dobrovoľné. Základy reformy boli položené pred európskym ekologickým dohovorom a v tomto nastavení, žiaľ, reforma a do veľkej miery zostala. Úplne ignoruje a nereferuje ku kľúčovým stratégiám, ako je stratégia na ochranu biodiverzity a stratégia z Farmy na stôl. Žijeme klimatickú a biodiverzitnú krízu. Reforma mala a mohla spraviť z poľnohospodárstva systém, ktorý nie je príčinou, ale riešením tejto krízy. Žiaľ, principiálne atribúty pre tento cieľ mi v reforme chýbajú.

  Dan-Ştefan Motreanu (PPE). – Domnule președinte, domnule comisar, îmi exprim astăzi susținerea pentru noua politică agricolă comună, chiar dacă ea nu este perfectă, dar îmi exprim acest lucru pentru că ea urmărește să îmbunătățească viața fiecăruia dintre noi. Politica agricolă comună nu este doar o politică de mediu, ci este mult mai mult decât atât, aceasta ține de întreaga noastră viață. Pe cei care se îndoiesc, îi îndemn să facă doar un simplu exercițiu de imaginație despre ceea ce s-ar fi întâmplat în ultimii 2 ani fără munca zilnică și eforturile fermierilor europeni de a pune pe masa noastră alimentele necesare.

Politica agricolă comună urmărește nu doar să contribuie la conservarea naturii și a resurselor naturale, ci să garanteze venituri și un trai echitabil pentru fermieri și să asigure cetățenilor europeni alimente sigure pentru sănătatea lor și la prețuri accesibile. Totodată, prin redistribuirea fondurilor în favoarea fermelor mici și mijlocii, protejăm modul de viață al familiei tradiționale din satul european fără a afecta activitatea fermelor mari performante, iar prin încurajarea tinerilor de a deveni fermieri, putem asigura continuitatea vieții în acest spațiu.

Nu în ultimul rând, prin noua politică agricolă comună, asigurăm dreptul la o viață demnă prin introducerea pentru prima dată a condiționalități sociale care oferă lucrătorilor agricoli, inclusiv celor sezonieri, garanții privind respectarea condițiilor de cazare, de muncă, a salariului minim și accesul la asistență medicală în conformitate cu standardele legislației europene.

  Tomislav Sokol (PPE). – Poštovani predsjedavajući, povjereniče, kolegice i kolege, nisam planirao, ali budući da je spomenuto prvo bih se osvrnuo na pitanje prošeka. Hrvatski prošek i talijanski prosecco nisu ista pića. Onaj tko govori da je hrvatski prošek nelojalna konkurencija talijanskom proseccu ili je potpuna neznalica ili je zlonamjeran. Više puta smo čuli svakakve nebuloze na ovu temu, pa koristim ovu priliku da pojasnim situaciju.

A sad, što se glavne teme tiče, zajednička poljoprivredna politika odgovor je Europe na potrebu da se osigura pristojan životni standard za dvadeset i dva milijuna poljoprivrednika te stabilna, raznovrsna i sigurna opskrba hranom za sve europske građane. Danas su u središtu pažnje neki drugi prioriteti poput otpornosti poljoprivredne proizvodnje na klimatske promjene, održivosti i ruralnog razvoja, a to je vidljivo, između ostalog, i kroz alociranje 25 % izravnih plaćanja za eko sheme. Naravno, to je za pohvalu, ali ne smijemo zaboraviti ono najvažnije, a to je osiguranje nesmetane isporuke kvalitetne zdravstveno ispravne hrane po pristupačnim cijenama. Pandemija covid-19 dodatno je ukazala na važnost samodostatnosti u proizvodnji hrane. Reforme koje provodimo, a i buduće, temeljene na strategiji od polja do stola, ne smiju ugroziti opskrbu hranom niti dovesti do značajnog povećanja cijena.

Kao izvjestitelj EPP-a za mišljenje IMCO-a, o ovoj strategiji mogu reći da postoji realna opasnost da se upravo to dogodi. Poljoprivrednici su bili i ostali najvažnija karika u lancu opskrbe hranom. Njih moramo gledati kao partnere, a ne kao neprijatelje niti prepreke budućem razvoju. Mislim da je ovo dobar kompromis mada nije idealan te se nadam da će takva racionalna politika prevladati i u budućnosti umjesto ideologije, zelene ili bilo koje druge.

  Janusz Wojciechowski, członek Komisji. – Panie Przewodniczący! Jestem pod wielkim wrażeniem tej debaty, która dzisiaj się odbyła. Dziękuję za głosy poparcia dla reformy, ale z szacunkiem i uwagą wysłuchałem też głosów krytycznych. Wszystkie one będziemy brali w Komisji pod uwagę, pracując dalej nad reformą, nad planami strategicznymi.

Dzisiaj jest rzeczywiście bardzo ważny dzień. To jest największa reforma od 30 lat. Jestem pewien, że ten dzisiejszy dzień będę kiedyś wspominał jako najważniejszy dzień w czasie mojego mandatu w Komisji. Ale to nie jest koniec reformy. Finalizujemy bardzo ważny jej etap, to jest etap legislacyjny. Przyjmujemy trzy najważniejsze rozporządzenia. Raz jeszcze dziękuję Państwu Posłom, w szczególności sprawozdawcom i wszystkim posłom, którzy bezpośrednio nad tą reformą pracowali. Osiągnęliśmy kompromis najlepszy z możliwych. Każda reforma rodzi się w Unii Europejskiej w kompromisach. Tu ten kompromis był szczególnie trudny, ale myślę, że osiągnęliśmy kompromis najlepszy z możliwych.

Ale przed nami plany strategiczne oczywiście i pełny obraz tej reformy wyłoni się z planów strategicznych. Tam zobaczymy, ile państwa członkowskie wprowadzą do swoich planów strategicznych z tych ambitnych celów. Oczywiście Komisja zrobi wszystko, żeby zapewnić pełną realizację tych celów, ale to będzie trudny dialog. No i oczywiście, ile tej reformy wprowadzą do swoich gospodarstw sami rolnicy. Podkreślam, że to jest reforma realizowana metodą nie przymusu, ale przede wszystkim zachęt. I myślę, że w tym jest wielka szansa powodzenia tej reformy.

Wkrótce skończymy pakiet legislacyjny. Komisja jest gotowa z aktami wtórnej legislacji, z delegowanymi i wykonawczymi, ale właśnie ten najważniejszy etap to będą plany strategiczne i Komisja deklaruje – jeszcze raz to chcę przypomnieć – pełną przejrzystość prac. Po trzech miesiącach opublikujemy listy obserwacyjne do państw członkowskich. Może to będzie też okazja do kolejnej debaty. Głos Parlamentu i Państwa Posłów będzie szczególnie ważny, żeby ten okres wykorzystać na jak najlepsze wdrożenie reformy.

Chcę podkreślić, że w tych planach strategicznych dla mnie osobiście szczególnie ważna będzie sprawiedliwość. I tutaj chcę wyrazić przekonanie, że małe i średnie gospodarstwa powinny zostać uratowane przez tę reformę. To są te gospodarstwa, które traciliśmy w minionych latach w bardzo szybkim tempie – 4 miliony w ciągu dekady. Każdego dnia tysiąc rolników zaprzestawał swojej działalności. To były głównie małe i średnie gospodarstwa rodzinne. I to był zły proces, dlatego że te gospodarstwa wcale, wbrew czasem ogłoszonym opiniom, nie są mniej produktywne, wręcz przeciwnie. Można znaleźć wiele statystycznych dowodów, że kraje i regiony z małymi gospodarstwami mają wysoce produktywne rolnictwo. Więc te gospodarstwa dla zrównoważonego rozwoju muszą być ważnym elementem rolnictwa europejskiego, muszą być traktowane sprawiedliwie. Mamy płatność redystrybucyjną. Zrobię wszystko i Komisja zrobi wszystko, żeby ona została rzeczywiście wdrożona. Mamy możliwość wspierania tych gospodarstw poprzez ekoschematy i tu też należy to jak najlepiej wykorzystać. I to jest bardzo ważny element reformy.

Druga rzecz – Zielony Ład i to, na ile go wdrożymy. Niektórzy próbują –zwłaszcza przeciwni tej zielonej architekturze we wspólnej polityce rolnej – określać Zielony Ład jako przedsięwzięcie ideologiczne. Nie, ja się tutaj odwołam do słów autorytetu, osoby, która kiedyś przemawiała w tej Izbie jako gość. Myślę tutaj o Janie Pawle II, papieżu, który powiedział, że (właśnie do rolników się zwracając) „człowiek nie może ulegać pokusie zysku za wszelką cenę kosztem natury, bo natura prędzej czy później zbuntuje się przeciwko człowiekowi”. I te przejawy buntu natury już obserwujemy i one rolników doświadczają: susze, powodzie czy choćby w tej intensywnej hodowli choroby, takie jak afrykański pomór świń czy ptasia grypa, to są już realne zagrożenia i pewien też obraz tego buntu natury. Dlatego ta zielona reforma jest tak ważna dla przyszłości rolnictwa.

Dobrostan zwierząt. Chcę tutaj zwrócić szczególną uwagę, to jest coś, co tak interesuje opinię publiczną i co też jest powodem krytyki pod adresem rolnictwa, tego intensywnego w szczególności. Bardzo zwiększamy tutaj możliwości działania w zakresie dobrostanu zwierząt. W przeszłości tylko półtora procenta z Europejskiego Funduszu na rzecz Rozwoju Obszarów Wiejskich, a z całej wspólnej polityki rolnej mniej niż pół procenta wydatków szło na dobrostan zwierząt. Dzisiaj wielokrotnie więcej. To mogą być dziesiątki miliardów euro w pierwszym filarze poprzez ekoschemat „Dobrostan zwierząt”, w drugim filarze poprzez inwestycje w dobrostan. To jest bardzo ważny element tej reformy.

I jeszcze raz bardzo serdecznie Państwu dziękuję za tę debatę. A korzystając z tej możliwości, chcę serdecznie raz jeszcze podziękować dziesięciu milionom rolników w Unii Europejskiej, tym małym, tym średnim i tym dużym – wszystkim rolnikom za to, że mamy w Unii Europejskiej bezpieczeństwo żywnościowe, że nawet w trudnym czasie kryzysu nigdzie w Europie nie zabrakło żywności. Wspólnie z rolnikami chcemy zmienić rolnictwo, żeby było bardziej przyjazne dla środowiska, dla klimatu, dla dobrostanu zwierząt, ale równocześnie, aby wspólna polityka rolna była bardziej przyjazna dla rolników.

on further measures to protect the EU budget against fraud and irregularities by requiring an obligatory use of a single data mining tool provided by the Commission

In the Inter-institutional Agreement between the European Parliament, the Council and the Commission on budgetary discipline, on cooperation in budgetary matters and on sound financial management, as well as on new own resources, including a roadmap for the introduction of new own resources, Points 30 to 33 require the Commission to make available an integrated and interoperable information and monitoring system including a single data-mining and risk-scoring tool to access and analyse the required data with a view to a generalised application by Member States. In addition, the three institutions agreed to sincerely cooperate, in the course of the legislative procedure relating to the relevant basic acts, to ensure the follow up to the European Council conclusions of July 2020 regarding this element.

The Commission welcomes the new provisions introducing the requirement for the Commission to make available a single data-mining tool and on the publication of groups in the articles in the Horizontal Regulation, however, the approach agreed by the co-legislators for the CAP does not appropriately reflect the desired ambition and spirit of the Inter-institutional Agreement. However, the Commission notes that similarly to the agreement for the Common provisions Regulation the use of the tool by the Member States is not obligatory. Therefore in line with the Statement made by the Commission on the agreement reached by the co-legislators in the Common Provisions Regulation, the Commission considers that the agreement reached by the co-legislators for the CAP under Article 59(2) (Protection of the financial interests of the Union) on the use of a single data-mining tool, and the collection and publication of data on groups in Article 98 (Transparency) does not sufficiently enhance the protection of the Union budget against fraud and irregularities and to ensure efficient checks on conflicts of interest, irregularities, issues of double funding, and criminal misuse of the funds. The Commission therefore also welcomes the Joint Statement on the single data mining tool by the three institutions.

  Marc Botenga (The Left), par écrit. – Quand nous parlons de l'agriculture en Europe, nous faisons face à une double urgence. L'urgence est à la fois sociale et climatique. La question fondamentale est donc, est-ce que la Politique agricole commune que vous nous présentez va permettre de vraiment et rapidement prendre en main ces deux urgences?

D'un point de vue climatique, personne n'y croit. Les écorégimes pourraient tout à fait conditionner un 'business as usual'. Et, d’un point de vue social, est-ce que cette PAC répond aux besoins des petits agriculteurs qui ne s'en sortent plus ? Est-ce qu'elle va arrêter l’hémorragie chez les petites entreprises agricoles ? Est-ce qu'elle va permettre d'arrêter net le terrible taux de suicide dans le secteur? La réponse, même ceux qui soutiendront cette PAC le savent, est non.

Sans même parler de la logique fondamentale de concurrence, même les quelques corrections sociales, comme le plafonnement des aides ou la réforme du paiement redistributif, restent loin de ce dont on a besoin. Pourtant, des alternatives existent. Un autre modèle est possible. Mais vous avez préféré les intérêts de l’agro-industrie, plutôt que de faire le choix de l’agro-écologie, plutôt que de mettre l'agriculture au service des gens et de la planète.

  Balázs Hidvéghi (NI), írásban. – Az Európai Parlamentnek a gazdák oldalára kell állnia. Több hónapnyi, kemény tárgyalás kellett ahhoz, hogy mi ma a következő hétéves közös agrárpolitikáról vitatkozhassunk. Ennek a Háznak nagyon sok képviselője, nagyon sokáig nem értette meg ennek a vitának a lényegét. Ez pedig az, hogy az európai gazdák munkájának köszönhető, hogy jó minőségű és biztonságos élelmiszerek kerülnek az asztalunkra. Ezért, ha ellehetetlenítjük őket irreális környezetvédelmi elvárásokkal, akkor veszélybe sodorjuk az európai polgárok élelmiszer-ellátását. A tagállamok agrárminisztereinek határozott kiállása kellett ahhoz, hogy végül kompromisszumos javaslat szülessen. Egy olyan javaslat, amely megtalálja az egyensúlyt a gazdálkodás támogatása és a teremtett világ védelme között.

Egy olyan válságos időszakot élünk, amilyet korábban el sem tudtunk volna képzelni. Az, hogy így is folyamatosan jó minőségű élelmiszerek sorakoznak a boltok polcain, azért van, mert mindig számíthatunk a gazdálkodó emberekre. A mai napon azonban ők számítanak ránk! Küldjünk hát nekik világos üzenetet! Kérem, hogy mindannyian támogassuk a közös agrárpolitikára vonatkozó javaslatot!

  Pierre Karleskind (Renew), par écrit. – La nouvelle politique agricole commune que nous votons aujourd’hui répondra à tous les défis actuels de l’agriculture européenne : elle soutiendra les agriculteurs européens en leur permettant d’obtenir un revenu décent, elle favorisera l’installation de jeunes, elle revalorisera les métiers agricoles, elle permettra d’assurer une production agricole de qualité et, surtout, elle donnera les moyens aux agriculteurs de garantir la souveraineté alimentaire de l’Union européenne.

Cette PAC est aussi un instrument repensé qui permettra d’accompagner les agricultrices et agriculteurs dans les transitions et les défis auxquels ils et elles font face. Grâce à son nouveau fonctionnement et à ces nouveaux objectifs, la PAC permettra de soutenir les exploitations agricoles de manière efficace, au plus près de leurs besoins. Les agriculteurs français et bretons en bénéficieront pleinement, je m’en réjouis!

Par ailleurs, l’accord trouvé dédie une part jamais égalée du budget de la PAC à la protection de l’environnement et de la biodiversité. Cette nouvelle politique agricole commune est donc bien la preuve que l’on peut conjuguer compétitivité, emplois, qualité et objectifs environnementaux élevés.

  Leszek Miller (S&D), na piśmie. – Wspólna polityka rolna jest jedną kluczowych polityk unijnych. Dotyczy bezpośrednio wszystkich państw członkowskich. Realizuje zadania o wymiarze społecznym i ekonomicznym, ale też czysto politycznym. Świadczy o tym szeroki zakres celów WPR. Zwiększanie wydajności europejskiego rolnictwa, wsparcie postępu technicznego na wsi czy rozwój produkcji i stabilizacja rynków rolnych to tylko niektóre z nich.

WPR odgrywa też istotną rolę w zapewnieniu odpowiedniego poziomu życia ludności wiejskiej poprzez wsparcie dochodu rolników. Jest też ważnym elementem rynku wewnętrznego Unii, gdyż – poza stabilizacją rynków krajowych – jest obliczona na zapewnienie rozsądnych cen produktów rolnych dla wszystkich konsumentów.

Przez dziesięciolecia funkcjonowania WPR była niejednokrotnie reformowana. Teraz, wraz z wejściem nowego budżetu wieloletniego UE, przyszedł czas na jej kolejny przegląd. Przed Unią i państwami członkowskimi stoją bowiem nowe wyzwania związane z uwarunkowaniami środowiskowo-klimatycznymi.

Uważam, że wśród licznych zmian w WPR planowanych po 2023 r. potrzebne są zmiany dotyczące definicji działalności rolniczej, żeby dopłaty trafiały do osób faktycznie zajmujących się produkcją rolniczą, a nie posiadaczy latyfundiów nastawionych jedynie na pobieranie unijnych dotacji. Większe wsparcie dla małych gospodarstw i młodych rolników, a także większa przejrzystość i zgodność reformy z przepisami prawa pracy. Mając to na uwadze, Parlament Europejski powinien jednoznacznie opowiedzieć się za przyjęciem pakietu rozporządzeń reformujących wspólną politykę rolną.

  Valdemar Tomaševski (ECR), raštu. – Bendra žemės ūkio politika atlieka esminį vaidmenį Sąjungos biudžete ir yra labai svarbi tokioms šalims kaip Lietuva, kur žemės ūkis yra reikšmingas ekonomikos sektorius. BŽŪP siūlo ūkininkams tiesiogines išmokas bei fondus pagal antrąjį ramstį; tai svari pagalba kalbant ne tik apie aprūpinimą maistu, bet ir apie investicijas bei užimtumą kaimo vietovėse. BŽŪP numatyti sumažinimai yra nepriimtini. Dėl šios priežasties BŽŪP turėtų sutelkti dėmesį į pagrindines veiklos sritis, o 2021–2027 m. ES-27 valstybėms BŽŪP skirtos lėšos turėtų išlikti bent 2014–2020 m. biudžeto lygyje; tuo pačiu reikia numatyti pradinę sumą, skirtą rezervui žemės ūkio sektoriaus krizių atveju. Taip pat reikia sustabdyti nuolatinę taip vadinamų naujųjų valstybių narių ūkininkų diskriminaciją dėl nevienodų išmokų. Valstybių narių tiesioginių išmokų lygio suderinimas yra labai svarbus siekiant užtikrinti vienodas sąlygas bendrojoje vidaus rinkoje. Būtina skubiai teisingai paskirstyti tiesiogines išmokas tarp valstybių narių. Be to, į naująją BŽŪP turi būti įtrauktos specialiai pritaikytos priemonės, padedančios ūkininkams įveikti krizes, ir daugiau paramos smulkiems ūkiams bei jauniems ūkininkams. Tai turėtų būti pagrindiniai būsimos BŽŪP prioritetai.
