  Billy Kelleher (Renew). – Mr President, I strongly support this resolution on the right to repair and I am glad today that the House adopted this report and sent a strong message to the Commission. We know, of course, that there are millions and millions of tons of electrical goods discarded every year across the European Union. In Ireland alone, there are over 5 million phones in drawers, on shelves and inside garages all over Ireland.

So we have a problem with regard to waste, and what we need to do now is to shift the focus from disposal to the right to repair and the obligations that will have to be placed on people, companies and entities to ensure that there is proper affordability in terms of accessing repair of electrical goods. It happens day in, day out, across the European Union, where products that break down are simply discarded, a guarantee system in place, and a new product provided to the customer. While that’s very welcome for the customer, there is a hidden cost to the environment. There is a hidden cost to the supply chain right back to the original manufacturing and where all those raw materials came from.

So the right to repair is not just about consumers’ rights. It’s about us protecting the environment for future generations as well. So I commend that resolution on the right to repair.

  Ангел Джамбазки (ECR). – Г-н Председател, колеги, въвеждането на право на ремонт на електрическите уреди е сред основните законодателни инициативи, заложени в плана на Европейската комисия за тази година. Целта му е да удължи живота на уредите и да предостави по-дълга гаранция за защита на правата на потребителите, като улесни по-дългото ползване на въпросните уреди от хората, които трябва да ги ползват. Това е чудесна идея, аз я подкрепям, но настоявам същата идея да бъде приложена по същия начин към тези, които произвеждат, да речем, соларни панели или електрически автомобили.

Не е лошо да попита Европейската комисия, да направи въпрос и да попита производителите на електрически автомобили, например Тесла, какъв е въглеродният отпечатък на производството на техния автомобил от началото до неговото изпълнение или тези, които правят слънчевите батерии или тези, които правят перките, защото е добре да се знае, дали това е толкова екологично, колкото се твърди. Защото ние си мислим, подозираме и сме убедени, че това не е точно така, че някой ни позалъгва и се опитва да ни прави на глупаци и се опитва през нашия начин на живот да провежда политика.

  Mick Wallace (The Left). – Mr President, the Commission’s right to repair legislative proposal this year should include unrestricted access to spare parts and software, comprehensive information and affordable repair services. The Commission should support local, grassroots and community repair initiatives, cooperatives and social enterprises. This is all important to avoid monopolies in relation to repairs. However, the Commission’s circular economy action plan fixates on GDP growth and consumer empowerment, repeating the problems of the Commission’s formulation of the European Green Deal as a new growth strategy. I believe we need to radically alter our economic system in order to move away from GDP growth, which depends on perpetual extraction of finite resources to fuel infinite expansion. The aim of economies should be to satisfy the basic needs and well-being of all people within planetary boundaries, regardless if the economy grows or not. The circular economy should not be used to rebrand acts of consumption as climate action.
