  Constanze Krehl, Berichterstatterin. – Frau Präsidentin, liebe Kommissarin, liebe Elisa, sehr verehrte Kolleginnen und Kollegen! Der achte Kohäsionsbericht ist eine erste Positionierung des Europäischen Parlaments, wie die zukünftige europäische Regionalpolitik nach 2027 aussehen sollte. Wir stehen vor großen Herausforderungen, und vieles muss noch ausführlich diskutiert werden in den nächsten zwei oder gar drei Jahren. Wir wissen noch nicht, wie die jetzige Förderperiode überhaupt umgesetzt wird, weil sie noch nicht wirklich angelaufen ist. Wir wissen noch nicht, welche Herausforderungen mit dem andauernden Krieg gegen die Ukraine auf uns zukommen. Wir wissen nicht, wie wir die Energiekrise meistern und was wir daran anschließen müssen. Wir wissen auch nicht, was es noch für neue Herausforderungen geben wird.

Aber wir gehen auf den Weg, die Kohäsionspolitik wirklich auf eine moderne Weise für die nächste Förderperiode zu aktivieren, und machen erste Vorschläge. Als Berichterstatterin habe ich diese Vorschläge eingebracht. Sie sind verabschiedet worden im Ausschuss für regionale Entwicklung und stehen morgen im Plenum zur Debatte. Im Mittelpunkt geht es darum, dass wir vorschlagen, dass es einen neuen – einen neuen – Just Transition Fund geben soll, der eingegliedert ist in die allgemeine Verordnung und der beispielsweise das Partnerschaftsprinzip mit umfasst. Er soll weiter gefasst sein als sein Vorgänger und Regionen, die Industrie im Übergang haben, zugänglich sein – also nicht nur Kohleregionen, sondern auch zum Beispiel Regionen, die Stahl oder Aluminium produzieren, oder auch anderen Industriezweigen, die davon betroffen sind.

Zweitens: Die sogenannten middle income trap regions sollen mit zusätzlichen Mitteln aus dem Europäischen Sozialfonds gefördert werden, damit sie einen Push bekommen, um aus der Stagnation herausgerissen zu werden und vorankommen zu können.

Drittens: Der Entwicklung des ländlichen Raumes muss eine größere Bedeutung eingeräumt werden, die über nur die landwirtschaftliche Betrachtung hinausgeht. Deshalb wollen wir den Fonds für die Entwicklung des ländlichen Raums stärker in die Strukturpolitik einbinden.

Viertens: Der Solidaritätsfonds soll reformiert werden, und es sollen Mittel auch für Klimaanpassung und für die Reaktion auf Krisen, die durch den Klimawandel hervorgerufen wurden, bereitgestellt werden. Hier ist ein riesiger Handlungsbedarf da.

Und fünftens: Der Klimawandel soll stärker ins Zentrum gerückt werden, noch stärker, als es jetzt schon der Fall ist. Und Klimaschutz- und Klimaanpassungsmaßnahmen sollen deutlich getrennt werden, sodass wirklich sichtbar ist, was in welchen Bereichen gemacht werden kann.

Eines muss aber auch zukünftig gelten: Die europäische Regionalpolitik muss von allen genutzt werden können, und wir müssen sie modern und flexibel gestalten, ohne dass wir den Auftrag aus den Verträgen vergessen, den Auftrag zur Kohäsionspolitik zum Zusammenhalt der Regionen. Europäische Regionalpolitik darf nicht als Notreserve für auftretende Krisen reduziert werden, sondern muss wirklich ihrem Auftrag gerecht werden. Dieser Aufgabe müssen wir uns stellen, um damit den europäischen Bürgerinnen und Bürgern zu dienen und ihnen zu helfen, Entwicklungen in den Regionen zu unterstützen. Nicht zu vergessen: Vereinfachen müssen wir nebenbei auch noch. Und das ist auch ein sehr wichtiges Ziel.

  Younous Omarjee, rapporteur. – Madame la Présidente, Madame la Commissaire, mes chers collègues, tout d’abord, permettez-moi de féliciter chaleureusement Constanze Krehl pour son excellent 8e rapport sur la cohésion en Europe qui, j’en suis certain, sera massivement adopté demain en plénière.

S’agissant des régions frontalières, j’ai la conviction que ces régions, qui couvrent 40 % du territoire européen ‒ un Européen sur quatre, près de 120 millions d’Européens vivant de part et d’autre de 40 frontières intérieures terrestres ‒, expriment dans leur réalité historique, géographique, économique et culturelle ce qu’est véritablement le projet européen, qu’elles sont appelées à jouer un rôle de plus en plus important et qu’elles doivent être au cœur de toutes nos préoccupations dans le travail que nous engageons à présent pour penser le futur de la politique de cohésion.

Dans le temps de la crise du COVID, alors que nous étions en Europe habitués à vivre dans un espace de libre circulation totale, nous avons repris conscience du poids des barrières qui, soudainement, peuvent s’imposer à nouveau à nous avec toutes les difficultés engendrées, notamment pour les travailleurs transfrontaliers. Mais nous avons aussi perçu, dans le temps de la crise du COVID, la force des solidarités et la force des coopérations transfrontalières dans le domaine sanitaire, ce qui a permis de sauver des vies.

Aujourd’hui avec la guerre d’agression de la Russie en Ukraine, la conscience des frontières resurgit. Et plus que jamais, nous avons conscience que ce que nous avons réussi à construire en Europe est absolument extraordinaire. Un espace commun de droits, de libertés et de circulation pour la paix. À présent, la crise d’approvisionnement en énergie, qui s’impose à toutes les régions et en particulier aux régions frontalières, doit nous appeler à réfléchir à un certain nombre de propositions nouvelles. Et nous devons considérer que les projets énergétiques transfrontaliers d’intérêt européen participent sans doute aux solutions que nous devons rechercher pour notre souveraineté énergétique. C’est là, me semble-t-il, une piste de proposition pour REpowerEU.

Le rapport que je soumets à votre approbation aujourd’hui rappelle donc toute l’importance de ces régions et les défis économiques, sociaux, juridiques, géographiques et territoriaux auxquels les espaces transfrontaliers sont confrontés.

Madame la Commissaire, vous connaissez l’attachement de notre Parlement au mécanisme européen transfrontalier qui doit permettre de lever les obstacles juridiques entraînant de nombreuses difficultés pour les citoyens: insuffisance de transports publics transfrontaliers, problèmes d’accès à l’emploi, à l’éducation, à la santé, aux services culturels et aux loisirs, pour ne citer que ceux-là. Ce mécanisme est aujourd’hui bloqué par le Conseil et, comme je l’ai indiqué à Prague lors du sommet informel des ministres de la cohésion, nous devons relancer le processus. Nous avons pu rapprocher les positions, je crois, entre le Parlement et le Conseil ‒ je salue le travail de notre collègue Gozi ‒ et nous demandons à présent à la Commission de prendre une initiative. Comme nous attendons que la Commission concrétise les initiatives parlementaires de notre commission REGI, conformément aux engagements qui ont été pris par la présidente de la Commission, Ursula von der Leyen. Nous avons adopté des rapports d’initiative massivement en plénière. Nous attendons à présent que la Commission les traduise effectivement.

  Elisa Ferreira, Member of the Commission. – Madam President, honourable Members and especially to rapporteurs Constanze Krehl and Younous Omarjee, thank you very much for the high quality of both reports. In fact, the 8th Cohesion Report provides a comprehensive picture of the situation and evolution of social, economic and territorial cohesion. And the main conclusion is that cohesion policy works. And I can also conclude that it is more necessary than ever.

Thanks to cohesion investments in 2014-2020, we have extra growth in the less developed regions. The growth of those regions is expected to increase by up to 5% in terms of GDP per capita and the gap between the weakest and strongest regions is expected to be reduced by 3.5% by 2023. However, economic growth has been uneven and the recent multiple crises risk widening territorial disparities.

In relation to the report, we agree along several of the conclusions that we reached. First, we agree, in fact, that cohesion policy remains paramount for the success of the European project. As you rightly note, the 8th Cohesion Report makes clear the challenges that we have to face, not only this growth challenge, convergence challenge, but framed by green and digital revolution and also by the demographic trends.

Secondly, looking forward, we are starting a joint reflection about the future of cohesion policy and how it can best address Europe’s needs. I agree with you that cohesion policy must remain a long-term investment policy focused on the long-term needs and trends, and in particular looking at regions stuck in development traps.

Of course, a balance must be struck because as in the recent emergency situations, we had to tackle both long-term aspects together with a quick response to changing circumstances. And we don’t know what the future will bring, as you correctly mentioned in your presentation.

The third point we converge on is the need to concentrate on the regions with the greatest needs. We talk about development traps, we talk about particular handicaps which are felt by outermost, mountainous, island and border regions. And nowhere is the value of European cooperation so evident as in European border regions. You rightly note that in your report, Mr Omarjee.

Interreg is at the heart of the European project, yet we have seen border regions’ vulnerabilities during crises and being attentive to their needs should be a horizontal consideration in all relevant European Union instruments.

I welcome Parliament’s support for the European cross-border mechanism. We hope this instrument will find the institutional support it needs. Meanwhile, we are not idle. The Commission continues to address specific situations of cross-border regions as needs evolve, as most recently demonstrated with the programming adjustments to tackle the impact of the unjustified aggressions of Russia and Belarus, as well as specific references to border regions in the new single market emergency instrument. Thank you very much, and we’ll continue our dialogue. I look forward to our discussion.

  Karlo Ressler, izvjestitelj za mišljenje Odbora BUDG. – Poštovana potpredsjednice, poštovana povjerenice, kohezijska politika već desetljećima uspješno smanjuje gospodarske i društvene razlike između različitih krajeva Europe kako bi se u svakom dijelu Europe moglo kvalitetno i dostojanstveno živjeti, poslovati i zasnivati obitelji. U vrijeme velikih promjena moramo dodatno povećati dostupnost, povećati fleksibilnost, ali nekada i povećati smislenost kohezijskih sredstava te osigurati da ona dospiju najpotrebitijima.

Hrvatska je ovoga ljeta otvorila Pelješki most, najznačajniji infrastrukturni projekt koji spaja hrvatski i europski teritorij, inspirira i pokazuje što sve možemo ujedinjeni, što sve možemo uz jasnu viziju i uz pametno korištenje europskih sredstava. Desetljećima je povezivanje Dubrovnika, globalnog turističkog simbola, i juga Hrvatske s ostatkom zemlje, s ostatkom Europske unije bio samo nedostižan san. No danas je to stvarnost. Danas je to ostvareno uz veliku pomoć upravo europskih sredstava.

Pametnom sinergijom kohezijske politike i nacionalnih planova oporavka možemo postići toliko željenu otpornost i oporavak uz nužnost zelene i digitalne tranzicije europskog društva i gospodarstva. Međutim, to dugoročno neće biti moguće ako ne podržimo demografski ugrožene dijelove Europe, ako ne pokušamo prevenirati i spriječiti populacijski kolaps koji pogotovo prijeti određenim dijelovima Europe.

Zato se moramo moći prilagoditi, zato se moramo moći pripremiti, ne zanemarujući i demografsku politiku, demografsku dimenziju kohezijske politike, što je uostalom i jedan od ciljeva Ugovora o funkcioniranju Europske unije, koji u svom članku 174. jasno naglašava da se posebna pozornost mora posvetiti regijama s demografskim poteškoćama.

U tom smislu zahvaljujem kolegama na izradi ovog sveobuhvatnog, širokog izvješća i zaista vjerujem da u godinama koje su pred nama možemo nastaviti prilagođavati kohezijsku politiku na način da se sredstva koriste još pametnije, ali i na način da se više ne ignoriraju demografski problemi.

  Dacian Cioloş, Raportor pentru aviz, Comisia pentru agricultură și dezvoltare rurală. – Doamnă președintă, doamnă comisară, sunt de acord cu dumneavoastră, politica de coeziune este mai necesară ca oricând, mai ales acum, în timp de criză, de tranziție economică, de tranziție ecologică, care are și un impact social.

Sper însă să și depășim acest moment și sentimentul că Fondul de coeziune devine de facto un fel de fond de criză pe care îl mobilizăm și canalizăm resursele doar atunci când sunt crize.

Dincolo de coeziunea teritorială, de diferențe de dezvoltare între zone geografice, cred că în perioada următoare este important să ne uităm mai mult și la coeziunea între rural și urban.

Este un subiect care ar trebui acoperit de fondurile de coeziune și pentru asta va fi necesară din nou o mai bună coordonare între Fondul de coeziune și Fondul de dezvoltare rurală.

Am mai avut pe vremuri această coordonare și a arătat rezultate și insist și pe a folosi mai bine instrumente de inovare, inclusiv inovare socială; programe de tip LEADER care finanțează proiecte locale și care mobilizează inițiative locale, cred că ar trebui să fie mai prezente în următoarea perioadă de programare.

  Krzysztof Hetman, w imieniu grupy PPE. – Pani Przewodnicząca! Szanowna Pani Komisarz! Szanowni Państwo ! W ostatnich latach Unia Europejska konfrontowana była z bezprecedensowymi kryzysami, które mają jeden wspólny mianownik. A jest nim polityka spójności, dzięki której udało się szybko i elastycznie podjąć działania mające na celu niwelowanie ich negatywnych skutków. To niewątpliwie ogromny sukces i osiągnięcie polityki spójności. Nie możemy jednak przy tym zapomnieć, że polityka spójności to przede wszystkim główne narzędzie inwestycyjne Unii Europejskiej, którego zadaniem jest wspieranie rozwoju gospodarczego i zatrudniania oraz zmniejszanie dysproporcji pomiędzy regionami. Zadania te, zwłaszcza w obliczu obecnego kryzysu gospodarczego, są szczególnie aktualne i istotne. Dlatego musimy z jednej strony zapewnić polityce spójności odpowiedni poziom finansowania, by mogła je realizować, z drugiej zaś strony zagwarantować takie rozwiązania, by polityka ta nie była traktowana jako instrument awaryjny, stanowiący odpowiedź na każdy kryzys.

W sprawozdaniu dotyczącym 8. sprawozdania na temat spójności proponujemy szereg rozwiązań, które mają na celu nadanie kierunków rozwoju polityce spójności. Jedną z tych kwestii jest konieczność zapewnienia szczególnego wsparcia dla obszarów wiejskich, które konfrontowane są z szeregiem wyzwań, jak negatywne tendencje demograficzne, niewystarczająca opieka zdrowotna i możliwości edukacyjne czy też konieczność poprawy połączeń transportowych oraz szybkich łączy szerokopasmowych.

Kolejną kwestią, na którą chciałbym zwrócić szczególną uwagę, jest konieczność zapewnienia, aby władze lokalne i regionalne nie były karane za działania swoich rządów w sytuacji, gdy uruchomiony zostanie mechanizm praworządności. Wierzę, że kluczowe jest w takiej sytuacji znalezienie kanałów, którymi Komisja mogłaby przekazywać środki bezpośrednio beneficjentom końcowym. Wreszcie chciałbym zwrócić uwagę na konieczność przeciwdziałania opóźnieniom w realizacji polityki spójności poprzez szybsze zawieranie umów partnerstwa i uruchamianie programów operacyjnych, z czym mamy do czynienia co siedem lat.

  Tonino Picula, on behalf of the S&D Group. – Madam President, first of all, congratulations to the rapporteurs for their excellent work. As a shadow rapporteur for the second report, I will focus my intervention on the border regions.

The border regions’ importance goes beyond statistics. As the report’s title said, the border regions are living labs of European integration. Given the specificities of their positions and the challenges they face, these regions should also be living labs for European innovation. The fact that the border regions generally perform less well economically than other regions within a Member State is a call for our swift action. We need flexible and feasible programmes that can easily be adapted to the specific needs of the regions.

I also join the calls to the Commission and the Council to find a way out of the current blockage of the regulation on a European cross-border mechanism. We need proper implementation and enforcement of relevant EU legislation, the rights of cross-border and frontier workers, improving their employment, working, health and safety conditions. Teleworking too should be recognised.

Therefore, we call on the Commission to revise the Regulation on the coordination of social security systems, to put forward legislative proposals for a European social security pass without further delay.

I particularly welcome the green dimensions of this report. As recent floods have shown, we must urgently increase our cooperation on disaster risk-management, including improved early warning across border regions.

I wish to end my intervention by highlighting the importance of cooperation with border regions at our external borders of the European Union, with their counterparts in the countries that are yet to become members. Our funding programmes should be even more significant too, to promote EU enlargement policy.

  Irène Tolleret, au nom du groupe Renew. – Madame la Présidente, Madame la Commissaire, chers collègues, nous sommes aujourd’hui à un moment de vérité de notre politique régionale. Dans une période des plus difficiles de l’histoire récente de notre continent touché par la pandémie, par le retour de la guerre, la politique de cohésion a su faire la preuve qu’elle est un instrument moderne et flexible qui a pu et su être déployé pour répondre aux urgences.

Le cours de l’histoire nous amène aujourd’hui à une réflexion sur le futur de cette politique dans le but de la renforcer, de la moderniser, de la rendre plus simple et à la hauteur des grands défis de notre continent. Je me félicite donc du travail de cette assemblée, rends hommage à Constanze Krehl et à tous les rapporteurs fictifs, dont je fais partie, dans cette assemblée, car dans le cadre du huitième rapport, nous avons produit un texte ambitieux qui apporte des propositions de réformes très concrètes.

Nous attendons donc avec impatience le retour de la Commission pour travailler ensemble dès maintenant, pour simplifier la politique de cohésion, pour investir plus, plus efficacement dans le développement rural et pour améliorer l’articulation entre la cohésion et la gouvernance économique.

Tous nos territoires, tous nos citoyens nous attendent. Nous devons être au rendez vous. Nous devons répondre présent. La politique régionale de l’Union est la politique la plus proche, la plus accessible aux citoyens. Il s’agit d’un outil indispensable pour construire une Europe plus inclusive, plus verte, plus connectée, plus intelligente.

  Niklas Nienaß, on behalf of the Verts/ALE Group. – Madam President, ladies and gentlemen, cohesion policy is of utmost importance for the whole European Union. It is the main investment tool to help us eradicate social and territorial inequalities. Every European shall be safe, free and have the means necessary to pursue a fulfilling life. We evaluate cohesion policy with these goals in mind and in order to adapt it to the current economic and social situations. Cohesion policy is a long-term and strategic investment tool that helps us make the regions more resilient. Therefore, we need to address climate change.

Our regions were not prepared for the catastrophes that came, and they are not prepared for the catastrophes that will come. Let us help them prepare. Let us help them to adapt to climate change, to prevent the next disasters from happening, and to help them save thousands of lives. Please let us introduce a climate adaptation fund.

Every European shall be safe, free and have the means necessary to pursue a fulfilling life. In order to address assure this, we must negate the factual differences between cities and rural areas. Therefore, it is necessary to reintegrate the European agricultural fund for rural development under the roof of cohesion policy. This way, we can bring social, economic and rural development all together and enable citizens in rural areas to make the best out of their own home.

Millions are already doing it today through LEADER, which is a community-led local development tool, and this is immensely successful. Let us learn from these regional heroes and let us include more of these bottom-up tools in cohesion policy. If we include civil society and individual citizens in the policymaking and decision process, we will see a democratisation of our whole society. This is the only way to really ensure that no one is left behind. Cities too should be able to address their respective needs in the most efficient way there is with direct access to funding and without interference from the national government.

Let us dare more subsidiarity, ladies and gentlemen. More subsidiarity – and real subsidiarity – not just at national or regional level, but all the way down to cities, municipalities and individual citizens. This way we can ensure that every European shall be safe, free and have the means necessary to pursue a fulfilling life.

  André Rougé, au nom du groupe ID. – Madame la Présidente, chers collègues, je m’étonne que le texte de M. Omarjee ait rencontré une quasi-unanimité en commission. Derrière des abords consensuels, il cache une logique profondément fédéraliste et dangereuse. Il propose de relancer la proposition ECBM, mécanisme inventé par la Commission, qui permettrait à une région de choisir d’appliquer un droit étranger pour un sujet donné. Cette forme d’extraterritorialité juridique créerait une porosité des législations nationales et une confusion des souverainetés que nous ne saurions accepter. Le but est bien sûr que les régions n’aient qu’un seul interlocuteur: Bruxelles.

La Commission a évoqué des laboratoires vivants, ce qui est blessant et choquant, car elle semble sous-entendre que les citoyens ultramarins concernés par ce texte sont des cobayes. S’agissant du rapport de Mme Krehl, je me réjouis que certaines de nos propositions aient été reprises. Un mécanisme de pré-validation dont les porteurs de projets pourraient se prévaloir auprès de leur banque afin de ne pas devoir attendre les déblocages budgétaires, souvent tardifs. En revanche, je rejoins les critiques quant au manque d’étude d’impact accompagnant la suppression des régions intermédiaires ou l’intégration du FEADER dans le règlement général. Je déplore enfin qu’un rapport aussi vaste ne dise mot des conséquences des politiques migratoires sur la cohésion économique ou culturelle. Pour ces raisons, nous voterons contre le rapport de M. Omarjee et nous nous abstiendrons sur celui de Mme Krehl.

  Andżelika Anna Możdżanowska, w imieniu grupy ECR. – Pani Przewodnicząca! Szanowna Pani Komisarz! Szanowni Państwo ! Ostatnie lata doświadczeń udowodniły, że polityka spójności to dynamiczny rozwój regionów. By to zapewnić, musi być elastyczna i dostosowana do konkretnych potrzeb w regionach państw członkowskich.

Trudno dziś wyrokować, w związku z obecnym kryzysem energetycznym, wojną na Ukrainie, sytuacją pokovidową i ogromną recesją gospodarczą, jak ma wyglądać polityka spójności za sześć lat. Będzie bowiem ona skutecznym narzędziem dynamicznego rozwoju Unii Europejskiej tylko wtedy, gdy będzie elastycznie odpowiadać na zmieniające się uwarunkowania i nowe globalne wyzwania.

Jeśli Europa przyszłości ma być innowacyjna i konkurencyjna, a transformacja energetyczna, cyfryzacja i demografia mają stać się siłą napędową wzrostu gospodarczego, musimy zagwarantować niezbędną i adekwatną do potrzeb wysokość środków w budżecie na politykę spójności po 2027 roku. REPowerEU, tak ważny nowy instrument w drodze do bezpieczeństwa energetycznego Europejczyków, oznacza konieczność gigantycznych nakładów, ale nie może stać na drodze inwestycyjnego rozwoju regionów. A w tej kwestii mam dzisiaj spore wątpliwości.

Ja, es stimmt, wir haben in den vergangenen Jahren gemeinsam vieles richtig gemacht und mit europäischer Regionalpolitik ein solidarisches Krisenbewusstsein bewiesen. Aber wo war denn zum Beispiel heute in der typischen Ankündigungsrede unserer Kommissionspräsidentin der radikale Eingriff in den Energiemarkt? Um Energiearmut zu verhindern, müssen Energienetze und Versorgung in die öffentliche Hand, um sie endlich demokratisch kontrollieren zu können. Die heilige soziale Marktwirtschaft richtet hier derzeit gar nichts. Nicht einmal zu einer Übergewinnsteuer der Krisenprofiteure kann man sich durchringen.

Woher sollen denn die Ressourcen für eine Energiepreisdeckelung kommen? Ein zeitweiliger Solidaritätsbeitrag ist kein Ersatz. Am Ende, meine Kollegen, kann die Kohäsionspolitik eben nicht ausgleichen, was Schuldenbremsen an öffentlichen Investitionen für den Klimaschutz und in der Energiekrise blockieren.

Wir können Projekte für erneuerbare Energien fördern und Rechtsstaatlichkeit zum Förderkriterium machen. Das ist richtig. Doch wie unglaubwürdig bleibt das, wenn wir derzeit dreckiges, teures Fracking-Gas überall in der Welt kaufen müssen und auch dabei besser über Rechtsstaatlichkeit schweigen? Liest man den Bericht des REGI—Ausschusses, hat man eine sozial ausbalancierte Energiewende vor Augen. Aber die Realität ist davon weit entfernt. Putins verbrecherischer Krieg entwickelt sich auch zu einem Tiefschlag für eine nachhaltige Klima- und Energiepolitik, wenn wir hier nicht konsequent mit einem EU-Haushalt für den sozialen, wirtschaftlichen und ökologischen Zusammenhalt gegensteuern, statt die Beschaffung im militärischen Bereich anzukurbeln.

  Maxette Pirbakas (NI). – Madame la Présidente, Monsieur le rapporteur, à mon avis, ce rapport sur les régions frontalières ne fait pas l’impasse sur l’outre-mer. Parce que oui, nous sommes aussi des régions frontalières. J’apprécie cette attention portée aux territoires qui ont un besoin particulier d’Europe, surtout dans le contexte très difficile que nous connaissons actuellement.

Adaptation et pragmatisme sont les deux ambitions que nous devons porter pour les régions frontalières, parmi lesquelles nos départements d’outre-mer. Adaptation parce que nous sommes confrontés à des réalités locales très spécifiques, et pragmatisme afin d’agir sans idéologie, au plus près des problèmes que nous subissons. C’est pourquoi je salue la perspective que trace votre rapport de développer les coopérations transfrontalières.

Bien sûr, nous le savons, nous qui sommes loin du continent, les meilleurs axes de développement se trouvent souvent dans la coopération avec des régions dépendant d’États tiers situés dans notre zone géographique. Notre histoire ultramarine s’est construite dans un rapport de satellisation vis-à-vis de la centralité du continent européen. Nous sommes désormais conscients qu’il faut rompre avec ce cercle vicieux qui bride le développement des régions frontalières et singulièrement de l’outre-mer. Toute initiative allant dans le sens d’une nouvelle relation entre les marges et la centralité est positive. Aussi, je soutiens votre rapport, Monsieur le rapporteur.

  Christian Doleschal (PPE). – Frau Präsidentin, sehr geehrte Kommissarin, liebe Kolleginnen und Kollegen! Kohäsions- und Fördermittel sind wichtig für den Zusammenhalt und die Entwicklung unserer Regionen.

Als regionalpolitischer Sprecher der CDU/CSU-Gruppe setze ich mich tagtäglich in der Fachpolitik für unsere Regionalpolitik ein. Auf unsere gemeinsame Arbeit am Bericht mit dem Titel „Grenzregionen in der EU: Reallabors der europäischen Integration“ können wir – denke ich – gemeinsam stolz sein. Wir wollen, dass keine Region zurückbleibt, keine Region strukturell benachteiligt wird.

Ich selbst bin aufgewachsen an der deutsch-tschechischen Grenze und kenne die bürokratischen Hürden und Alltagssorgen sehr gut. Die Corona-Pandemie war wie ein Brennglas dafür, und die zeitweisen Grenzschließungen haben große Schäden angerichtet – für die Wirtschaft, aber auch für das Vertrauen der Menschen in das Nachbarland, für das Vertrauen der Menschen in die Europäische Union.

Wir haben an den Grenzregionen aber auch ganz konkrete Herausforderungen: Sprachbarrieren, unterschiedliche Verwaltungssysteme, unterschiedliche Strukturen, konkrete Unterschiede. Deshalb freut es mich ganz besonders, dass der Bericht nun zur Einführung einer Grenzlandmilliarde auffordert. Sie wird eine besondere budgetäre und auch strukturelle Unterstützung zu Beginn des nächsten Finanzrahmens sein, die wir dringend benötigen. Denn ich bin davon überzeugt, dass Europa gerade in den Grenzregionen zusammenwächst.

  Tsvetelina Penkova (S&D). – Madam President, dear Commissioner, dear colleagues, dear rapporteurs, we are all aware how important the cohesion policy is for reducing the gaps between the Member States and for helping the most vulnerable regions. The unused resources from the previous programming period were put to great use when we were dealing with the COVID-19 crisis.

Our quick response mobilised additional funding, made the crisis response eligible and allowed higher cofinancing rates. However, we should avoid using the very well filled buckets from the cohesion funds for other potential gaps in other parts of the EU budget.

This 8th Cohesion Report concludes that in 2023, the GDP per capita in less-developed regions would be 26% higher due to the 2014-2020 support from the cohesion policy. We need the current programming period to also be successful if we want to overcome the current consequences of the energy and economic crisis we are facing. I urge the Commission and the Member States to speed up the adoption of the partnership agreements in the programmes so that our citizens have the support they deserve.

Last but not least, let me thank our coordinator, Constanze Krehl, for the hard work she has done on this report. This is one of the last and most memorable pieces of work she’s probably going to do in this Parliament, as she’s retiring. I just want to thank you for your commitment and for the more than 30 years’ work you have put into this institution. I’m sure all of us here and all of our colleagues appreciate and respect your work.

  Sandro Gozi (Renew). – Madame la Présidente, Madame la Commissaire, pendant la crise du COVID, les régions frontalières voulaient coopérer davantage. Elles n’ont pas pu, à cause d’obstacles bureaucratiques. Face aux catastrophes naturelles, face à la crise énergétique, une intégration entre régions frontalières s’impose. Elles rencontrent trop d’entraves. Les travailleurs transfrontaliers demandent des services dans leur lieu de travail que les autorités locales ne peuvent pas offrir. Le rapport du président Omarjee dénonce justement tout cela.

La solution législative, nous la connaissons, elle est sur la table du Conseil. Elle s’appelle le mécanisme frontalier européen, mais les négociations sont bloquées. Nous voulons relancer ce dossier en prenant en compte les principales préoccupations du Conseil et en pleine coopération avec la Commission. À cette fin, chers collègues, nous devons adopter une résolution d’initiative législative, indiquer les modifications législatives nécessaires et favoriser un nouvel accord avec le Conseil. Car notre Europe, c’est l’Europe des solutions concrètes et transnationales, solutions que nous voulons multiplier pour nos régions et pour nos citoyens.

  François Alfonsi (Verts/ALE). – Madame la Présidente, Madame la Commissaire, ce rapport sur les régions frontalières, laboratoires vivants de l’intégration européenne, montre tout l’intérêt qu’il y a pour l’Union européenne à définir des politiques ciblées pour ces territoires spécifiques, comme le sont les îles et comme le sont les régions transfrontalières.

Ces régions sont bel et bien des laboratoires vivants de l’intégration européenne. Si l’on devait faire un bilan comparant la situation avant d’être en Europe et la situation nouvelle après avoir intégré l’Union européenne, c’est sans nul doute ces régions frontalières qui montreraient les changements les plus grands dans la vie de leurs citoyens. Cela tient à un double effet: reléguées aux marges de leurs États membres, ces régions étaient le plus souvent marginalisées et à l’écart du développement. L’avènement du marché unique, l’ouverture d’espaces nouveaux grâce à la suppression des frontières ont été pour elles des facteurs incontestables de développement.

Pour autant, beaucoup reste à faire pour valoriser toutes les potentialités de ces régions pour l’Europe. C’est dans les régions frontalières que la politique de cohésion et de développement régional pourra disposer de la plus grande marge de progression pour les années à venir. Pour cela, il faut lever les obstacles qui restent encore nombreux et vivaces: des obstacles physiques, par des connexions qui sont encore insuffisantes; des obstacles administratifs et juridiques, car il faut harmoniser les politiques publiques entre des régions proches géographiquement mais séparées par les législations étatiques. Il y a aussi les obstacles linguistiques qui pourraient souvent facilement être levés en mettant en avant les cultures et les langues transfrontalières, souvent différentes de celles des capitales étatiques. Je pense à l’Alsace, où nous sommes aujourd’hui, à la Corse où j’habite, qui bénéficie d’une même base linguistique et culturelle que la Sardaigne et le reste de l’Italie, au Pays basque ou à la Catalogne, dont la langue commune est un trait d’union par dessus les Pyrénées. Tous ces atouts doivent revivre et être mis à profit avec l’aide de l’Union européenne.

Aux frontières des États membres, il existe donc de multiples territoires dans lesquels la construction européenne peut connaître des développements considérables. Encore faut-il leur en donner les moyens. C’est ce que propose ce rapport que mon groupe soutient sans réserve.

  Elżbieta Kruk (ECR). – Pani Przewodnicząca! O tym, jak istotne jest wypracowanie rozwiązań odpowiadających na wyzwania demograficzne, ekonomiczne, społeczne czy środowiskowe, z którymi borykają się regiony przygraniczne, świadczy fakt, że obejmują one 40% terytoriów i 30% ludności całej Unii Europejskiej. Większość z tych wyzwań może być wspierana finansowo poprzez programy współpracy w ramach Interreg. Jednakże jego budżet przewidziany na lata 2021–2027 został znacznie obniżony. W przypadku Polski koperta krajowa dla Interreg została uszczuplona aż o 20%.

Obecne okoliczności geopolityczne pokazały, jak błędna to polityka. Rosyjska agresja na Ukrainę dowiodła wielkiego znaczenia dostosowania polityki spójności do specyficznych i zmiennych potrzeb poszczególnych państw członkowskich oraz zapewnienia odpowiedniego jej finansowania na poziomie umożliwiającym właściwą realizację celów w danym miejscu i czasie. Wojna dotknęła obszary transgraniczne w znacznie większym stopniu niż inne regiony, dlatego powinny zostać wyznaczone nowe cele i nowe plany działania dostosowane do nowej rzeczywistości. Wzmocnienie istniejących programów współpracy transgranicznej między Polską, Węgrami, Rumunią i Słowacją a Ukrainą w ramach inicjatywy Interreg będzie świadectwem solidarności europejskiej z narodem ukraińskim.

  Chris MacManus (The Left). – Madam President, I welcome these reports. However, the 8th report unfortunately reaffirms that my home region in Ireland, the north and west, has for over a decade been stuck in a so-called development trap. The region has actually slipped in relative terms from being a developed region to a region in transition. It begs the question: In transition to what?

The route out of this trap must be investment. As I speak, Ireland is the only country that has had its plan for spending the recovery and resilience approved. Yet, it has failed to apply for pre-financing grants or loans under the fund. Unbearable regions like mine are crying out for investment. The closure of essential public services and banks compound this trapped status, and there’s no digital age without full, affordable broadband technology.

Such factors highlight the need for a plan, something sorely lacking – cohesion funding, state aid flexibility, a EUR 1 000 000 000 RRF allocation, and the Brexit fund offer a ready-made investment package if the political will and imagination to stand up for the north and west of Ireland existed. Unfortunately, it doesn’t with our government parties.

For example, a western rail corridor accessible to Knock Airport, continuing ultimately to Derry, would be a crucial link in an all-Ireland railway, creating jobs and connectivity. Infrastructural investment is the primary way to tackle regional imbalances, and that is why I will highlight the need for a real investment plan for the north and west regions of Ireland.

  Clara Ponsatí Obiols (NI). – Madam President, in January 2021, France closed many border points, arguing prevention against terrorism and COVID restrictions. One year and nine months later, the border at the Col de Banyuls in Catalonia remains closed. Some huge rocks are blocking the road. Nine months ago, following our written question on the matter, the Commission informed us of a dialogue with the Government of France to open the border. Furthermore, the Court of Justice has concluded that internal border controls by Member States cannot exceed six months.

Today’s report emphasises the risk of underdevelopment in border regions and calls for more, not less, openness and cooperation. Border closures separate families, friends and neighbours and thwart economic, cultural and political freedoms. It is ironic that decades after the freedom of movement was enshrined as the cornerstone of our Union, Spain and France remain unrelenting in their aim to separate Catalans north and south of the border, trying to erase our language, our culture and our history, and literally setting rocks on the road to divide us.

This is intolerable and must end. French authorities must open the border pass.

  Andrey Novakov (PPE). – Madam President, Madam Commissioner, talking about regional policy, what comes to my mind are the lessons from the history that we have, because Europe has a very strong history of border regions and borders. I’m happy that most of the internal borders of the Union were turned into bridges, railways and roads that connect businesses, tourists and people in general. This is great. But still, there are some lessons to be learned. There are still internal borders between EU Member States, which are keeping trucks waiting there for days, spending money, polluting the air and losing profit for their companies.

There is an eastern solution for that. Countries like Croatia, Romania and Bulgaria should be included in the Schengen Area while they have been covering all the requirements for years until now. There is no explanation for that.

Talking about borders and regions, let’s talk about external border regions of the European Union. We are suffering from high pressure on the external borders, especially in the country I know best, Bulgaria, and recently we have had a big wave of illegal migration. We need the adoption and update of the Multiannual Financial Framework in order to secure our borders – better-equipped personnel, better technical equipment on the borders to protect our families, our citizens and our cities. Those people deserve a good night’s sleep and somebody who is taking care of them who is well-paid and well-motivated.

In the very end, I would like to pay tribute to both Bulgarian policemen who lost their lives chasing an illegal migrant bus crossing my country. I’m sure this Parliament will learn the lessons from history and will not let this happen again.

  Marcos Ros Sempere (S&D). – Señora presidenta, la política de cohesión ha cosido la Unión Europea a lo largo de su historia. Ha servido para corregir, para atenuar las diferencias de esta Unión de, al menos, dos velocidades con una guerra a nuestras puertas, una gran crisis energética y la crisis climática que cada vez nos golpea más; ahora, más que nunca, es el momento de reforzar estas políticas. Reforzar la cohesión económica, social y territorial de las distintas regiones, siguiendo las prioridades políticas de la Unión Europea.

La reciente catástrofe del volcán en La Palma nos enseña que debemos reforzar y modernizar el Fondo de Solidaridad. Debemos aunar esfuerzos para que todas las regiones europeas avancen al mismo ritmo. Es necesario que se sigan cofinanciando, como se ha estado haciendo hasta ahora, teniendo en cuenta cada una de las tres categorías descritas. No debemos olvidar tampoco las grandes bolsas y áreas muy poco desarrolladas que existen en regiones calificadas como más desarrolladas y que reciben muy pocos fondos y muy poca atención.

La eliminación de las diferencias entre países y regiones y trabajar para un crecimiento homogéneo son los principios fundacionales de la Unión Europea. Y este es el espíritu que debe guiarnos hacia una Europa cada vez menos desigual y, por tanto, más democrática.

  Susana Solís Pérez (Renew). – Señora presidenta, lo primero, decir que me parece indignante que una fugada de la justicia española hable así, en este Parlamento, sobre España.

Y sí, señora comisaria, yo creo que podemos estar muy orgullosos de la política de cohesión y que si algo hemos aprendido es que, para que sea útil, debe ser flexible y encontrar ese equilibrio entre preservar su enfoque a largo plazo para reducir las disparidades entre las regiones y dar respuestas a situaciones imprevistas y a crisis, como hicimos con REACT-EU durante la COVID—19, como hicimos con los refugiados ucranianos y como debemos hacer ahora con la inflación y el precio de la energía. Por eso, me parece urgente, señora comisaria, un mecanismo para dar apoyo a las pymes y a las familias.

Y mi otro punto es la simplificación. Porque la burocracia y la falta de personal cualificado está llevando a situaciones preocupantes, como la de España, donde nos falta por ejecutar parte de los fondos del período 2014—2020. Aún no hemos entregado los planes operativos del período 2021—2027 y podemos perder una anualidad del Fondo de Transición Justa porque tenemos una administración desbordada tratando de gestionar los fondos Next Generation EU.

Por eso, si hablamos de futuro hay que hablar de simplificación, de modernización y de establecer sinergias para que los fondos se complementen y no se solapen, como está pasando ahora.

  Rosa D'Amato (Verts/ALE). – Signora Presidente, signora Commissaria, onorevoli colleghi, cara Constanze, grazie per questa relazione e grazie per il lavoro di questi anni.

Siamo qui a discutere del futuro della politica di coesione, di accesso diretto ai finanziamenti per le città, di PIL che non può più essere l'unico indicatore, di rivedere il patto di stabilità e crescita e dovremmo, qui, dichiarare compatti alla Commissione e al Consiglio che la politica di coesione è fondamentale per la transizione energetica delle nostre regioni e dei nostri comuni. E soprattutto che i fondi di coesione non sono uno strumento di emergenza.

Però, c'è un però: con RepowerEU, col silenzio assenso della Commissione, dei gruppi politici e del Consiglio viene inferta, io temo, una ferita, forse mortale, alla politica di coesione.

Basta finanziare le fonti fossili, i rigassificatori e chissà cos'altro. Non arrecare danno significativo è un principio che non va sospeso. E poi, nessun vincolo territoriale all'uso di queste risorse, cuore pulsante del principio di convergenza e quindi della politica regionale? E così, avanti, con trasferimenti e con deroghe.

Di emergenza in emergenza, ci viene chiesto di essere complici. Ma non possiamo esserlo: noi Verdi non possiamo essere complici della distruzione della politica regionale.

  Eugen Jurzyca (ECR). – Pani predsedajúca, predkladatelia materiálu vyzývajú Komisiu, aby zvážila vytvorenie výnimky v pravidlách Paktu stability a rastu na verejné výdavky na politiku súdržnosti.

Lenže, čierna je jednoducho čierna, biela je biela, deficit je deficit a dlh je dlh. Vylúčením výdavkov na politiku súdržnosti z deficitu nedosiahneme, že budeme mať na konci dňa nižší duch. Zvyšujeme tým len riziko ďalšieho zhoršovania už teraz zlého stavu verejných financií.

Teda zvyšujeme riziko, že mladým ľuďom sa v EÚ nebude oplácať pracovať, podnikať a žiť.

Členské štáty potrebujú jasné a jednoduché fiškálne pravidlá, ktoré budú dodržiavať. Nie ďalšie výnimky, ktorými budú fiškálnu disciplínu obchádzať.

  João Pimenta Lopes (The Left). – Senhora Presidente, o processo negocial para a utilização dos fundos por parte dos Estados, nomeadamente para as políticas de coesão, tem visíveis e significativos atrasos, com implicações na necessária e célere mobilização e execução para financiar investimentos que permitam responder às estratégias de desenvolvimento de cada Estado.

É caso para recordar que estes fundos nunca compensaram os prejuízos que o processo de integração impôs em diversos domínios, agravando assimetrias e desigualdades, tornando Portugal mais dependente. A Comissão vem agora sugerir, a reboque da crise energética, que os Estados mobilizem recursos – que já são insuficientes para a coesão –, para financiar o RePowerEU, desviando fundos para servir os interesses dos grandes grupos económicos. A manta é curta e assim a querem manter para manter o garrote sobre os Estados.

Uma política de coesão reforçada nos seus fundos sem condicionalidades, com taxas de comparticipação mais elevadas, com maior flexibilidade nos procedimentos de gestão e instrumentos de assistência técnica mais próximos, eis algumas condições para que ela pudesse contribuir para contrariar esse caminho de divergência.

  Pascal Arimont (PPE). – Frau Präsidentin, sehr geehrte Frau Kommissarin! Ich komme aus Ostbelgien, einer Grenzregion im Herzen Europas. Ich habe an dieser Stelle schon sehr oft darüber gesprochen, mit welchen Schwierigkeiten die Menschen dort zu tun haben, wenn sie auf der einen Seite wohnen und leben und auf der anderen Seite arbeiten.

Dazu zwei Beispiele: Für Grenzgänger wurden während der COVID-Pandemie Sonderregeln erreicht, um ihnen die Telearbeit in ihrem Wohnsitzland zu ermöglichen. Diese Sonderregeln sind nun aber in Bezug auf die steuerliche Behandlung durch die Mitgliedstaaten beendet worden. Das Homeoffice gehört allerdings mittlerweile in vielen Unternehmen zur gelebten Normalität. Liebe Kommission, wir brauchen da eine Lösung, und das sehr dringend. Ansonsten werden erneut zahlreiche Menschen aus den Grenzregionen auf unserem europäischen Arbeitsmarkt benachteiligt.

Im zweiten Beispiel geht es um den Grenzregionenmechanismus, mit dem Grenzregionen für ein ganz konkretes Projekt die Rechtsvorschriften eines Mitgliedstaates anwenden können. Das würde zahlreiche grenzüberschreitende Projekte erheblich vereinfachen. Bei Noteinsätzen an der Grenze gibt es immer noch Schwierigkeiten, wenn es darum geht, die nächstgelegene Ambulanz herbeizurufen oder das nächstgelegene Krankenhaus anzusteuern, wenn dies auf der anderen Seite der Grenze liegt. Dadurch kann man sehr wichtige Zeit verlieren. Mit dem so genannten Grenzregionenmechanismus könnte all dies sehr viel einfacher gemacht und umgesetzt werden.

Liebe Mitgliedstaaten, die zwar jetzt nicht hier sind, aber ich sage es trotzdem: Bitte beenden Sie die Blockade, denken Sie an die Praxis der Menschen vor Ort. Wir brauchen diesen Mechanismus. Wir erwarten von den Mitgliedstaaten, dass wir hier endlich weiterkommen und verhandeln können im Sinne der vielen Grenzregionen in Europa. Und – last, but not least – ein persönliches Wort auch im Namen unserer, meiner Fraktion: ein ganz herzliches Dankeschön an Constanze Krehl für die langjährige hervorragende Zusammenarbeit. Dazu fünf Worte: Vielen Dank und mach's gut!

  Isabel Carvalhais (S&D). – Senhora Presidente, Senhora Comissária, a política de coesão tem sido, de facto, crucial na promoção da convergência no seio da Europa. E, contudo, muitas regiões estão a ficar para trás, com claro destaque para as nossas zonas rurais. As políticas e ações da União, combinadas com as nacionais e regionais, são, como aqui dito tantas vezes, fundamentais para que os cidadãos europeus rurais sejam capazes de responder aos desafios da perda demográfica, da falta de acesso a serviços básicos, da falta de oportunidades de emprego de qualidade, das pressões climáticas, da menor conectividade e do acesso limitado à inovação.

Já várias vezes saudei a estratégia, a estratégia não, a visão a longo prazo para as zonas rurais. Mas eu relembro sempre, e aqui também aproveito a oportunidade para o dizer, que é necessário que essa visão se transforme numa verdadeira estratégia rural europeia, a ser plenamente integrada nos futuros períodos de programação e acompanhada por estratégias rurais nacionais.

É imperativo demonstrar a todas as regiões e a todos os nossos cidadãos que a União Europeia está lá para os apoiar. Só assim promovemos realmente o verdadeiro espírito de solidariedade europeia.

Permita-me só uma última palavra de enorme agradecimento e reconhecimento pela grande mulher que é a nossa Constanze Krehl, e ela bem sabe como nos fica no coração o seu extraordinário trabalho nesta Casa.

  Vlad-Marius Botoş (Renew). – Doamnă președintă, doamnă comisară, stimați colegi, politicile de coeziune sunt menite să aducă regiunile mai puțin dezvoltate la standardele de bunăstare europeană.

Aceste fonduri sunt puse la dispoziția statelor membre care mai au de recuperat în domeniul infrastructurii, al serviciilor sociale și educaționale și, așa cum dovedesc statisticile, dar și situația din teren, sunt extrem de benefice pentru regiunile și statele care vor să recupereze.

Este important totuși ca, pe lângă fonduri destinate dezvoltării, aceste state și regiuni să aibă parte de know-how, de sprijin tehnic pentru a elabora strategii de dezvoltare reale, aplicate și specifice regiunilor lor.

Flexibilitatea fondurilor de coeziune este, de asemenea, un element necesar, ținând cont de realitățile din ultimii ani, pentru ca autoritățile regionale și locale să se poată adapta, să poată elabora proiecte în funcție de provocările cu care se confruntă.

  Ana Miranda (Verts/ALE). – Senhora Presidente, Senhora Comissária, Senhor Relator, o meu país, a Galiza, faz fronteira com a nação irmã de Portugal e necessita de respostas que ultrapassem as barreiras que nos limitam e separam da realidade social, ambiental, cultural e económica da qual fazemos parte, com melhores ligações de transporte, como as linhas ferroviárias entre Vigo e o Porto. Com uma resposta conjunta a desastres naturais, como os incêndios, a partilha de serviços públicos, sanitários, educativos e culturais, porque é necessário eliminar os obstáculos que ainda dificultam a vida e a cooperação transfronteiriça, como aconteceu na pandemia, fechando fronteiras em zonas densamente povoadas, de grande movimento de trabalhadores, com graves consequências económicas.

Pelo contrário, quero que o relator conheça o laboratório vivo da amizade transfronteiriça, a Eurocidade Cerveira-Tomiño, dois municípios, um projeto comum. A Eurocidade Cerveira-Tomiño participa no Agrupamento Europeu de Cooperação Territorial do Rio Minho, que reúne 26 municípios da fronteira do Minho entre a Galiza e Portugal. A Eurocidade é um novo modelo de governação transfronteiriça, igual ao da Eurocidade Verín-Chaves e outras.

Queremos continuar apoiando as pontes sem fronteiras contra as barreiras administrativas do centralismo. Essa é a Europa dos povos.

  Krzysztof Jurgiel (ECR). – Pani Przewodnicząca! Pani Komisarz! Popieramy postulat Parlamentu Europejskiego wskazujący na potrzebę zapewnienia odpowiedniego, solidnego finansowania polityki spójności. Widzimy konieczność uproszczenia procedur. Największe wyzwania polityki spójności to bezpieczeństwo żywnościowe i energetyczne, niskoemisyjna transformacja krajowych gospodarek, cyfryzacja i problemy demograficzne, zwiększone ruchy migracyjne i wreszcie likwidacja skutków pandemii i wojny. Jeśli chodzi o regiony przygraniczne, to nadal bariery dla regionów przygranicznych dotyczą mobilności i świadczenia usług transportowych, rynku pracy i ochrony zdrowia. Potrzebna jest bardziej efektywna odpowiedź na wyzwania demograficzne, ekonomiczne, społeczne czy środowiskowe oraz wyznaczanie wyzwań dotyczących likwidacji skutków pandemii i wojny. Pozytywnym działaniem polityki spójności w zakresie regionów przygranicznych jest trzeci program dla Polski Wschodniej, który zmniejsza dysproporcje rozwojowe. I postulat ogólny: apeluję do Komisji Europejskiej o odblokowanie środków z krajowego planu odbudowy.

  Franc Bogovič (PPE). – Spoštovana predsedujoča, spoštovana gospa komisarka, cenjena poročevalca. Najprej iskrene čestitke poročevalcema za odlični poročili. Vam gospa Constanze iskrena hvala za enkratno sodelovanje v teh letih, kar sem tudi sam v Evropskem parlamentu v Odboru regij.

Kot smo že danes dejali, mislim, da je potrebno ponoviti, da kohezijska politika deluje in je zelo pomembna. Pomembna je z vidika zniževanja razvojnih razlik, razlik med regijami. Zelo pomembna je tudi, ker je razvojna v tem smislu, da se občinski proračuni, regionalni proračuni prilagodijo tudi usmeritvam kohezijske politike.

Sam imam s tem bogate izkušnje tudi kot dolgoletni župan v Sloveniji. Kohezijska politika je znala v zadnjih letih tudi biti odzivna in odgovoriti na izzive, ki jih je prinašala na eni strani migrantska kriza, covid kriza ali pa, če hočete, sedaj energetska kriza. Kar je zame zelo pomembno, je to, da je princip solidarnosti skozi kohezijsko politiko najlaže izpeljati. Zato je ta politika vezivo Evropske unije in jo Evropejci tudi razumejo kot takšno.

Tudi sam bi rad izpostavil pomen podeželja, kjer biva 140 milijonov ljudi. V prihodnosti je potrebno sklade, ki so razvojni, od regionalnega, kohezijskega, socialnega in tudi ostale sklade, združiti na podeželju in tudi tam narediti celovit razvoj. Kajti brez razvitega podeželja bo Evropska unija zelo osiromašena. Hvala in čestitke še enkrat za delo.

  Hannes Heide (S&D). – Frau Präsidentin, Frau Kommissarin! Kohäsion ist eine fundamentale Idee der Europäischen Union. Kohäsionspolitik ist das Herz der Europapolitik, und sie muss erfolgreich sein, denn die Zukunft Europas entscheidet sich im ländlichen Raum und in jenen Regionen, die sich zurückgelassen fühlen, die entindustrialisiert sind.

Das zeigt sich auch ganz deutlich, dass dort die EU-Skepsis größer ist als in anderen Regionen, dass nationalistische Ideen dort stärker verfolgt werden – und auch der Brexit wurde nicht in urbanen Zentren entschieden, sondern genau in diesen Regionen. Daher muss Europa dort handeln und entsprechend die Programme auch gezielt zu den Menschen bringen, die dort leben.

Regionalpolitik ist mehr als Landwirtschaftsförderung, als Industrie- und Wirtschaftsförderung. Es geht darum, sozioökonomisch wirksam zu sein. Es braucht Kinderbetreuung, Bildung, kulturelle Angebote, Gesundheitseinrichtungen, Mobilität, Energieeffizienz, auch Katastrophenschutz und Prävention. Ich darf überziehen, weil genau das hat Constanze Krehl gelebt, und ich möchte mich bei Dir, Constanze, ganz herzlich für deine Arbeit bedanken und auch zu diesem Bericht gratulieren.   Izaskun Bilbao Barandica (Renew). – Señora presidenta, las regiones deben tener acceso directo a los fondos de cohesión: la participación directa de regiones y ciudades garantiza un mejor ajuste de los programas a las necesidades y capacidades del tejido productivo, acerca los procesos de decisión a la ciudadanía y mejora las posibilidades de control. Esta medida, además, implica mejor la política de cohesión en la transición energética y los procesos de descarbonización.

El conocimiento del medio y el tejido productivo, la capacidad para conectar con la ciudadanía y trabajar conjuntamente en cambios imprescindibles en la movilidad, en el tratamiento de residuos y otras materias clave, reside en las instituciones regionales y locales; por eso, conectar directamente las operaciones de cohesión con quienes mejor conocen los territorios no solo es una necesidad, es ya una obligación.

Finalmente, pido que se aproveche el conocimiento que en materia de integración y cohesión pueden aportar las regiones transfronterizas: sus 150 millones de habitantes conocen como nadie lo que perdemos por no eliminar del todo las fronteras que nos separan durante siglos.

  Piernicola Pedicini (Verts/ALE). – Signora Presidente, onorevoli colleghi, io credo che, al di là delle crisi attuali e sul medio periodo, possiamo certamente dire e osservare che la politica di coesione ha avuto dovunque l'effetto di ridurre il divario territoriale sul territorio dell'Unione europea.

E questo però tranne in Italia – lo dico ai relatori – dove le diseguaglianze economiche, sociali e territoriali aumentano, sempre di più, senza far registrare nessuna inversione di tendenza ormai da decenni. E questo nonostante che il dispositivo per la ripresa e la resilienza presenti proprio il contrasto alle diseguaglianze territoriali tra le sue priorità orizzontali.

E allora io riporto le conclusioni del Dipartimento delle politiche di coesione e dell'Ufficio di bilancio del parlamento italiano, che segnalano il rischio concreto di fallimento degli obiettivi a medio termine, perché le modalità con cui è stato concepito il piano italiano prevedono meccanismi di distribuzione che, di fatto, trasferiranno e trasferiscono i finanziamenti dalla parte povera del paese alla parte ricca del paese.

Chiedo alla Commissione europea cosa intende fare per impedire questo stravolgimento degli obiettivi che danneggiano non soltanto l'Italia, ma l'Unione europea intera.

  Daniel Buda (PPE). – Domnule președinte, mulțumesc; aș dori în primul rând să îi mulțumesc și eu doamnei Constanze Krehl pentru întreaga activitate din Comisia de dezvoltare regională.

Politica de coeziune reprezintă instrumentul care trebuie să insufle cetățenilor încredere în viitorul lor, indiferent în ce colț al Europei s-ar afla.

Pandemia COVID-19 și războiul din Ucraina au provocat cea mai gravă recesiune după anul 1945, iar acest lucru ne obligă la un set de acțiuni concrete, menite să înlăture disparitățile regionale.

Investițiile în infrastructură, indiferent dacă vorbim de cea feroviară sau rutieră, alături de infrastructura medicală sau școlară, reprezintă elemente indispensabile pentru orice regiune. Creșterea economică pe termen lung este subsumată accesului la internet în bandă largă, dar mai ales cercetării și inovării.

Un loc aparte îl reprezintă consolidarea legăturilor dintre zonele urbane și rurale, care au posibilitatea de a oferi noi oportunități de dezvoltare și de stimulare a dezvoltării economice și sociale. Încurajarea investițiilor la nivel regional, urban și rural, prin mobilizarea resurselor din sectorul privat trebuie dublată de o reducere substanțială a birocrației în accesarea fondurilor europene.

Iar în acest context, subliniez, doamnă comisară, necesitatea sinergiei fondurilor, care să permită atingerea acestor obiective, iar exemplul Fondului LEADER este cel mai bun de urmat pentru toate statele membre.

Regiunile transfrontaliere au nevoie de soluții și politici adaptate noilor realități. În același timp, ținerea României, Bulgariei și Croației în afara spațiului Schengen o apreciez ca fiind profund imorală, deoarece aceste state sunt pregătite din punct de vedere tehnic, iar dezvoltarea regională este imposibilă fără să fie aparținătoare acestui spațiu.

  Daniel Buda (PPE), răspuns la intervenția de tip „cartonaș albastru”. – Domnule președinte, cred că este nevoie în primul rând de reducerea birocrației în ceea ce înseamnă accesarea fondurilor europene, deoarece astăzi principalul factor distructiv în ceea ce înseamnă un proces eficient de absorbție a fondurilor europene este birocrația și, sub acest aspect, apreciez că este nevoie de o intervenție din partea Comisiei Europene, astfel încât să putem vorbi de un proces fluent de accesare a fondurilor europene.

  Cristina Maestre Martín De Almagro (S&D). – Señor presidente, hablar de la política de cohesión es hablar de uno de los pilares más importantes de la Unión, por ser garante de la igualdad en Europa y vertebradora de territorios. Que se destine más de un tercio del presupuesto europeo da medida de la importancia que tiene. Sin embargo, quiero reivindicar la necesidad de mantener un correcto enfoque de lo que se persigue con las políticas de cohesión.

Es cierto que los desafíos actuales han requerido respuestas de emergencia ante los efectos de la crisis de la COVID-19 y las consecuencias de la guerra en Ucrania, y los fondos de la política de cohesión han estado ahí y se ha demostrado que, cuando se quiere, se puede. Pero, ¡ojo!, no convirtamos los fondos de la política de cohesión en el cajón de sastre. Estas crisis de las que estamos hablando han aumentado aún más las brechas sociales y territoriales.

Por eso, señora comisaria, tenemos que ayudar a las personas y a las regiones con mayores dificultades, reforzando los instrumentos que nos hacen iguales. Por cierto, echo en falta todavía más menciones a las zonas rurales y a la política sobre despoblación. Este asunto yo creo que tiene que estar en el top de las agendas. Por lo tanto, identifiquemos bien debilidades y retos.

Facilitemos a las instituciones su trabajo. Hay que dar carpetazo a las trabas burocráticas. Burocracia no tiene por qué ser garantía de una buena gestión. Al contrario, burocracia es un elemento que exacerba las diferencias. Hablen con las zonas que disponen de menos recursos y del círculo vicioso a las que les puede llevar la burocracia. Por tanto, facilitemos el trabajo a las diferentes instituciones.

La política de cohesión es más necesaria que nunca, así que, reivindiquemos una mayor ambición para asegurar que sigue siendo un valor esencial de la Unión.

  Mauri Pekkarinen (Renew). – Arvoisa puhemies, esittelijät, komissaari, vaikka olen sen monta kertaa aikaisemminkin sanonut sekä täällä parlamentissa että aikaisempien vuosien aikana neuvoston kokouksissa, sanon sen jälleen kerran: EU:n koheesiopolitiikka on tuottanut sekä hyviä että huonoja tuloksia. Maiden väliset erot monella mittarilla mitaten ovat supistuneet, ja se on hyvä asia. Mutta samanaikaisesti maiden sisällä erot monessa tapauksessa eivät vain ole pysyneet ennallaan, vaan kasvaneet entisestään niin, että heikompien tilanne on jopa absoluuttisestikin heikentynyt aiempiin vuosiin verrattuna. Tämä on huono asia.

Syitä varmasti on monia. Yksi mielestäni on se, että ainakin eräissä maissa ne voimavarat, joita koheesiopolitiikassa saadaan, käytetään liian painokkaasti suurimpien keskusten hyväksi ympärillä olevien heikompien alueiden jäädessä kärsimään. Nyt kun kahdeksannen koheesio-ohjelman perusteita rakennellaan, minusta on tavattoman tärkeää, että nyt huolehditaan siitä, että tähän epäkohtaan, johon kiinnitin huomiota, pannaan painoa kaikessa ohjelmoinnissa ja ohjelmien perusteissa niin, että tämä kehitys muuttuu.

  Tomislav Sokol (PPE). – Poštovani potpredsjedniče, povjerenice, kolegice i kolege, kohezijska politika mora nastaviti ispunjavati svoju ulogu ključnog instrumenta za smanjivanje regionalnih razlika te ostvarenje solidarnosti unutar Europske unije. Ona se pokazala modernim i fleksibilnim alatom koji se može brzo primijeniti u hitnim situacijama, čemu smo svjedočili tijekom pandemije Covida 19.

No, s druge strane, nije sve idealno te je potrebno spomenuti kašnjenje u pregovorima o sporazumima o partnerstvu, što će utjecati na upravljačka tijela i krajnje korisnike u ovom financijskom razdoblju. Ne smijemo dopustiti da zbog nedostatka vremena i nedovoljnih administrativnih kapaciteta predviđena sredstva ostanu nepotrošena.

U idućem razdoblju zelena i digitalna tranzicija će donijeti nove prilike, ali iziskivati znatne strukturne promjene za koje nisu sve države članice regije spremne u jednakoj mjeri. U skladu s tim potrebno je ulagati u infrastrukturu i ljude, odnosno njihove vještine da bi građani, a naročito oni koji žive u ruralnim područjima, na što lakši način mogli podnijeti navedene promjene. Ovdje bih spomenuo koncept pametnih sela kojim su predviđene investicije u digitalnu i prometnu infrastrukturu, nove tehnologije, obrazovne zdravstvene usluge u svrhu poboljšanja kvalitete života u ruralnim područjima. Cilj je omogućiti stanovnicima ruralnih područja one sadržaje koji postoje u gradovima i na taj način učiniti sela privlačnim prostorom za život te spriječiti njihovu depopulaciju i propadanje.

Kohezijskim sredstvima financirana je izgradnja Pelješkog mosta, koji je svjetski biser Dubrovnik spojio s ostatkom Hrvatske, odnosno Europske unije. To predstavlja krunu i najvidljiviji rezultat devetogodišnjeg hrvatskog članstva u Europskoj uniji. Jačajmo kohezijsku politiku kako bismo takvim projektima i dalje spajali Europu i sve njene građane.

  Mónica Silvana González (S&D). – Señor presidente, señora comisaria, gracias, comisaria Ferreira por su decidida apuesta por la cohesión y el trabajo constante con este Parlamento. Tanto el octavo informe sobre la cohesión como el que aborda las regiones fronterizas como laboratorios de integración son herramientas útiles para dar respuesta a la demanda de nuestros alcaldes y alcaldesas.

La política de cohesión es un instrumento excelente por su flexibilidad en situaciones de crisis, pero recordemos que es una política de inversión a largo plazo, y, por lo tanto, deben crearse mecanismos específicos de respuesta en el futuro marco financiero plurianual, así como reforzarse el Fondo de Solidaridad de la Unión Europea y crearse líneas específicas para las personas con discapacidad.

La política local es donde se resuelven la mayoría de los problemas de los vecinos, como es la subida de la energía, etc., y ahora se ve incrementada por el reto de, no solo la acogida, sino la integración de más de siete millones de personas refugiadas tras la agresión de Rusia a Ucrania, pero debe ser lo más amplia posible, pues las ciudades del sur sabemos perfectamente que no solo los ucranianos llaman a la puerta de los ayuntamientos. Por todo eso, y no solamente, se debe incrementar, y reforzar las áreas metropolitanas, que es donde existe más desigualdad intrarregional… (el presidente retira la palabra a la oradora).

  Anne Sander (PPE). – Monsieur le Président, Madame la Commissaire, je voudrais moi aussi saluer ce rapport, qui reprend toutes les opportunités des régions frontalières, mais qui montre aussi les difficultés. Habitant moi-même en Alsace, dans le Grand Est, des territoires profondément frontaliers, je voudrais témoigner des difficultés – en particulier l’engorgement sur les routes – que subissent les travailleurs frontaliers qui traversent les frontières chaque jour, avec son lot d’effets négatifs sur la santé humaine, mais aussi sur la santé de notre planète.

Je voudrais qu’on réfléchisse ensemble à deux pistes. D’abord, la piste des mobilités transfrontalières à développer: des mobilités douces, mais aussi des mobilités ferroviaires, pour lesquelles il nous faut des financements. À quelques kilomètres d’ici, nous manquons par exemple de trains pour traverser le Rhin. Je voudrais aussi explorer une deuxième piste, celle – lorsque c’est possible – du télétravail pour nos travailleurs frontaliers. Ce télétravail qui était possible pendant le COVID et qui aujourd’hui est un véritable parcours du combattant pour les travailleurs parce qu’ils se retrouvent face au mur des États membres et dépendants de leur volonté, ou non d’ailleurs, pour avancer sur les législations sociales et fiscales. Et là, Madame la Commissaire, nous avons besoin aussi d’une impulsion forte, politique, de votre part et de la nôtre.

  Stanislav Polčák (PPE). – Pane předsedající, je nepochybné, že kohezní politika nemá být upozaděnou politikou, která se krčí někde v koutě, a zpráva o příhraničních regionech EU srovnává tyto rozsáhlé a obydlené oblasti jako živé laboratoře evropské integrace. A já jsem přesvědčen, že je to docela příhodné. Počet problémů, kterým tyto regiony čelí, neustále roste. Tato politika řeší samozřejmě některé základní hodnoty evropské integrace, jako je volný pohyb, solidarita, přibližování regionů a další základní principy EU. Na druhou stranu bychom ani v těch těchto těžkých časech neměli dovolit dělat laboratoř z politiky soudržnosti jako takové. Její existence je životně důležitá už jen proto, že přináší hmatatelné výsledky. Hospodářský růst pomáhá zachovat naši Unii.

Čeho se v poslední době obávám, jsou pokusy postupně nahlodat finanční základnu této politiky právě často ve jménu dosažení jiných důležitých cílů, které se řeší jako horká témata, ale téměř vždy na úkor kohezní politiky. Často je to z širšího hlediska pochopitelné, nicméně tento postoj jako dlouhodobý je určitě nebezpečný. Jako obhájce kohezní politiky preferuji postupné zlepšování. A tyto dva návrhy usnesení, které nám byly předloženy, myslím, že přispívají ke zlepšení kohezní politiky, a já chci za to oběma zpravodajům poděkovat.

  Elisa Ferreira, Member of the Commission. – Mr President, thank you to all of you Members of this Parliament for this very interesting discussion and debate. A lot of subjects have been touched upon. I took careful note of all the recommendations and suggestions, and in particular, I would like to stress two or three points.

The first one is the kind of common message that I receive from all of you, that in fact, cohesion policy is absolutely crucial, that cohesion policy is essential, and there were very nice words saying that it is the beating heart of Europe that is essential for the European project – and I also personally believe this. But for this it is very important that, outside of this group of experts and the friends of the policy, we spread and we make visible what is done and what is the actual relevance of what is done with the funds from cohesion policy, which is not often the case.

Then, there are lots of demands and requests and a lot of them require trade—offs. So I think we all have to be prepared to analyse the details split from all these discussions and from all these trade-offs needed – like being more sensitive to the diversity of situations and at the same time more simple and at the same time going closer to people. We all know that these wishes require trade-offs, and these trade-offs have got to be worked out in this future vision of the cohesion policy.

With the time that is remaining. I would like to stress the importance of public administration and the quality of public administration and the work that is being done by DG Reform together with the regions. And I would also like to stress this importance of accepting and treating the diversity of regions with a particular focus – of course, in the weakest ones and also in the cross-border regions. In fact, you have supported a lot of needs and it is true that relaunching the European cross-border mechanism is important, but also to analyse how we can operate a better way to simplify the lives of those that live close to another country, close to another region.

And allow me, Mr President, just to express also institutionally and personally, my thanks to Constanze Krehl. It is a privilege to have such an expert among us and it’s absolutely amazing to have someone that for three decades has been working on cohesion policy, on regional policy. Of course, we will miss you, Constanze, but we are counting on your presence, active and intensive and knowledgeable as usual. So thank you very much. Danke schön Constanze, you have been absolutely essential in the development of the policy.

Ich möchte die zwei letzten offiziellen Minuten Sprechzeit in diesem Hohen Haus nutzen, um mich zu bedanken – zu bedanken, dass ich hier stehen darf in dieser letzten Plenarsitzung und Ihre Berichterstatterin für die zukünftige Kohäsionspolitik sein durfte. Vielleicht sehen wir uns ja an der einen oder der anderen Stelle noch einmal wieder, um gemeinsam zu diskutieren und dieser europäischen Idee neuen Schwung zu verleihen – dieser gemeinsamen Idee, dass die Menschen hier einen Anspruch haben auf gleiche Lebensbedingungen, gleiche Lebensverhältnisse, dass wir einen Anspruch haben, mit der Kohäsionspolitik auch die Herausforderungen unserer Zeit zu erleben und zu bezwingen und dass wir es gemeinsam hinbekommen, dass wir einfach ein besseres Europa werden.   Der Präsident. – Vielen Dank, Frau Krehl. Auch von meiner Seite aus vielen Dank für Ihre Arbeit. Es gibt nicht viele – heute Abend schon gar nicht –, die so lange mit mir gemeinsam in diesem Haus waren, ohne dass wir je zusammen in einem gemeinsamen Ausschuss gearbeitet haben. Aber Ihr Ruf eilt Ihnen natürlich auch in anderen Ausschüssen voraus, und ich wünsche Ihnen alles Gute. Ich gehe aber davon aus, dass morgen auch zum Abschluss der Plenarsitzung noch ein paar Worte gefunden werden. Alles Gute!

  Younous Omarjee, rapporteur. – Monsieur le Président, nous aurions peut-être dû inverser l’ordre des interventions pour que Constanze Krehl ait le dernier mot dans ce débat. Et pour la troisième fois, je veux évidemment rendre hommage au travail tout à fait extraordinaire qui a été accompli par Constanze Krehl au sein de la commission REGI. Et je crois qu’il y a peu de députés qui peuvent dire que par leur action, la vie concrète des citoyens européens aura été changée ‒ puisque, Constanze, tu as négocié sur trois programmations des fonds européens.

Très rapidement, le climat de ce débat et le soutien massif apporté au rapport de Constanze Krehl et au rapport sur les régions frontalières disent la grande unité au sein de la commission REGI et au sein du Parlement européen, tous groupes politiques confondus, quasiment, pour défendre la politique de cohésion et pour l’engager vers une modernisation. C’est la condition même pour son avenir. Je veux remercier tous les orateurs qui ont apporté leur soutien à mon rapport, et je ne suis pas étonné que ce soient les nationalistes et les fascistes qui s’opposent au rapport sur les régions frontalières parce qu’évidemment, ils n’y comprennent rien.

Madame la Commissaire, pour conclure je veux vous dire que nous allons voter massivement demain le rapport de Constanze Krehl. Nous allons voter, je l’espère, massivement, mon rapport. Dans son rapport, comme dans le mien, comme dans tous les rapports que nous avons adoptés en plénière, le rapport sur le FSUE, le rapport de la commission REGI sur les îles, les rapports que nous allons adopter, nous faisons des propositions très concrètes. Et je ne veux pas que les rapports d’initiative de notre commission REGI et du Parlement finissent dans des tiroirs. Il y a une base concrète pour que la Commission puisse mettre des propositions sur la table. S’agissant aujourd’hui du mécanisme transfrontalier, il est urgent, urgent que le Conseil comme la Commission répondent à la balle lancée par le Parlement.

  Sara Cerdas (S&D), por escrito. – O 8.º Relatório da Comissão Europeia sobre a Coesão, intitulado “A coesão na Europa no horizonte de 2050", apresentado a 9 de fevereiro de 2022, meses depois da adoção do Quadro Financeiro Plurianual 2021-2027, reflete diversas questões da política de coesão da União. Oferece uma perspetiva económica positiva para as regiões, dá resposta às preocupações dos europeus quanto à qualidade de vida, oportunidades de emprego e soluções para a inclusão social e assegura uma partilha equitativa dos custos e dos benefícios da resposta aos novos desafios. Tudo isto pode e deve tranquilizar os cidadãos da União.

Quanto aos desafios para os próximos 30 anos, o relatório prevê que o crescimento da União Europeia (UE) será impulsionado pelas transições ecológica e digital. Estas transições trarão novas oportunidades, mas exigirão mudanças estruturais significativas que poderão criar novas disparidades regionais. Para isso prevê-se que, entre 2021 e 2027, a contribuição do Fundo Europeu de Desenvolvimento Regional (FEDER) e do Fundo de Coesão sejam de respetivamente 30 % e 37 % da contribuição da União para as despesas destinadas à realização dos objetivos climáticos fixados no orçamento, com o objetivo de tornar a economia da UE neutra em termos de clima até 2050.
