  Der Präsident. – Als nächster Punkt der Tagesordnung folgt die Aussprache über die Erklärungen des Rates und der Kommission zur Notwendigkeit einer europäischen Solidarität bei der Rettung von Menschenleben im Mittelmeerraum, insbesondere in Italien (2023/2656(RSP)).

  Jessika Roswall, President-in-Office of the Council. – Mr President, honourable Members, Commissioner, according to the International Organization for Migration, more than 400 migrants died in the central Mediterranean in the first three months of 2023. We have not seen any deadlier quarter there in this past six years. I’m deeply saddened by the continued loss of lives by those many migrants, including parents with children. This is an unsustainable and unacceptable situation, first and foremost, from a humanitarian perspective. As I stated before, in this House, preventing these tragedies is an absolute priority that requires collective political action. Now is the time for all EU institutions to move forward and deliver together on the reform of our migration and asylum policies. Therefore, I warmly welcome the progress in Parliament and that you voted on important files on the migration pact. Now, we all need to come together, the Parliament and Member States, to find common ground and solutions where we can at all meet. We need a functional internal system to be able to handle the external dimension on migration. The current situation in Tunisia, which now affects our Member State, Italy, is just one example where we need to act together and where we need common tools. There is a broad agreement in the Council that we need to adopt effective and lasting solutions to address the immediate and ongoing challenges on all routes, including the Central Mediterranean route. In this regard. The Special European Council in February recognised the specific nature of maritime borders, including when it comes to protecting lives. The European Council conclusions also underlined the need for reinforced cooperation regarding search and rescue activities.

Let me now say a few words on some of the main lines of action that the EU is pursuing. We welcome the relaunch of the European contract group on search and rescue by the European Commission and the commitment of several Member States to set up an enhanced cooperation framework for search and rescue amongst relevant actors, including international humanitarian and maritime organisations.

As you are aware, upon request of Member States, the Commission has developed an action plan for the Central Mediterranean. The action plan focused on the already mentioned coordinated approach to search and rescue, but also on enhanced cooperation with partners, countries and international organisations. It also includes the implementation of the Voluntary Solidarity Mechanism to deal with the situation of migration, migratory pressure on the various routes and to facilitate transfer transfers of persons rescued at sea from the Member States where they disembark.

The EU needs a comprehensive migration policy that protects our borders, provides protection to those in need, and prevents the loss of migrants’ lives. The Presidency is starting trialogue meetings on several legislative proposals on the Pact on Migration and Asylum, and is working hard to obtain a negotiation mandate on other files of the pact. I thank you once again for the progress that has been made on the Pact recently in your House. The Swedish Presidency will do our part to honour the agreement that was struck between the Parliament and five Council Presidency with a view to reform EU migration and asylum policy before next year’s EU elections.   Johannes Hahn, Member of the Commission. – Mr President, Minister, honourable Members, on our agenda today, solidarity, solidarity with people, human beings who flee war or persecution because of the colour of their skin, or people who see no choice but the dangerous journey in hope of a better life. We must treat everyone with dignity and humanity, whether they face asylum or return.

But solidarity also between Member States – Member States of destination and Member States at the borders facing large numbers of arrivals. Like Italy this very moment, with more than 30 000 arrivals in the first three months of this year alone: almost a 300% increase compared to the same period last year. More than 1 500 arrived last weekend alone. Many arrive on the island of Lampedusa. The coast of Lampedusa is also the coast of the European Union. The people who arrive there are our shared responsibility. We support Italy as a Union. We have managed to relocate 950 people – two thirds from Italy, many from Lampedusa – thanks to the voluntary solidarity mechanism set up last June.

We want Member States to relocate more and faster. The Commission coordinates and encourages Member States to step up their efforts. We support Italy with our funds. Italy is the single biggest recipient of EU migration money, receiving almost EUR 2 billion since 2015 from our migration and asylum funds. The Commission is currently discussing with Italy additional possible emergency financial support. We support Italy with our EU agencies, which work closely with the Italian police and coast guard, hand in hand and day by day, the EU Asylum Agency works with 200 staff in Italy, also in Lampedusa, where they help migrants communicate with authorities, and more than 300 Frontex staff and six coastal patrol boats, two aeroplanes and one helicopter. They patrol the waves and search for ships in distress.

Last year, Frontex helped save more than 50 000 lives at sea. And we support Italy with our policies. We are implementing the Central Mediterranean Action Plan launched in November. As part of that plan, we continue to build strong migration partnerships with countries of origin, transit or destination. To support Italy, we must strengthen our partnership with Tunisia, so far, the main country of departure to Italy this year. Later this month, Commissioner Johansson will travel to Tunisia to launch an anti—smuggling operational partnership to work together to prevent departures and loss of life and to increase returns, but also to provide credible alternatives for deadly journeys, launching a talent partnership with Tunisia.

To deal with the large increase in arrivals Italy has announced a state of emergency. We understand the main objective of the state of emergency is to provide additional reception capacities with faster procedures in the current circumstances. We expect this state of emergency to help address the real challenges Italy is confronted with. At the same time, no single Member State can manage migration alone, and no single policy measure alone will be enough to manage migration. We need a European migration policy. We need a comprehensive migration policy and in short, we need the pact.

So I thank you for taking another step forward today on the pact, another step forward towards a truly European migration policy, namely the start this morning of political negotiations between Parliament and Council on the Asylum Procedure Regulation. After the start of negotiations on Eurodac earlier this year and before the start, hopefully of negotiations, next week on screening, this shows Europe can move forward on migration and asylum, that Europe is moving forward on migration and asylum. Solidarity with people in need, solidarity with Member States in need: we can and must do both. And I call on you to do everything you can to reach an agreement on the pact before the end of this mandate.

  Jeroen Lenaers, on behalf of the PPE Group. – Mr President, in the first months of this year, more than 30 000 migrants have arrived in Italy – it’s about four times the number compared to the same period last year. In the central Mediterranean route as a whole, there has been an increase in arrivals of over 300%.

Now we, as the EPP, have been warning for a long time that we are sleepwalking into a new migration crisis and these numbers prove once again that our warnings were and are justified. The only difference is we are no longer sleepwalking into a crisis; we seem to have arrived in the middle of one, and it’s time to wake up.

Declaring a state of emergency, like in Italy, is not only to speed up procedures and to take the immense pressure off the system. It is also a cry for help – a call for solidarity, for European solidarity, for a European challenge, and not the empty promise of solidarity that we have seen from Member States like France or Germany, but real, tangible help.

In this context, I am happy that in this House, under the leadership of our rapporteur, Tomas Tobé, we have agreed on a position on the new regulation that will ensure fair responsibility-sharing. It is a crucial piece of the architecture under the new pact, and even though I am happy that some negotiations have started, it is absolutely crucial that we start negotiations on this crucial piece as soon as possible as well. But we also have to be realistic in our expectations. If arrivals continue to increase at the current rate, Member States will never be able to cope, regardless of European rules on solidarity and regardless of the successful adoption of the pact. If we want to be really able to manage migration, we will also need to bring the number of irregular arrivals down.

The external dimension of our migration policy is key in that regard. Cooperation with countries of origin and transit, on border management, on returns and readmission and on the fight against criminal smuggling gangs must be urgently and significantly intensified. And especially Tunisia, which the Commissioner already mentioned, which now has taken over from Libya as the most frequently used point of departure to the EU, must be our first and foremost priority. And it’s good that this is on the radar of both the Council and the Commission, but I would really ask you to act on this and to act on this more strongly.

  Juan Fernando López Aguilar, en nombre del Grupo S&D. – Señor presidente, comisario, explotar electoralmente la agobiada sensación de soledad o de ausencia de solidaridad frente a una situación de emergencia en el Mediterráneo está al alcance de cualquier populismo, de cualquier nacionalismo escorado a la extrema derecha. Pero es una respuesta lamentablemente equivocada y conducente a la frustración y al fracaso. Ese es el decreto de Meloni.

El problema es real, pero la respuesta no puede ser una solución nacional ante un desafío paneuropeo. La respuesta es la construcción, por fin, de una responsabilidad compartida y de una solidaridad efectiva, creíble y vinculante en casos de emergencia y situaciones de crisis, como ordena el pacto que acaba de recibir su mandato de negociación aprobado por la Comisión de Libertades, Justicia e Interior.

Por eso, produce asombro y tristeza que ese pacto haya sido desafiado en este Parlamento por el Grupo ECR, del que Meloni es vicepresidenta. Una contradicción absolutamente insostenible, porque lo que quiere ese pacto es precisamente crear un régimen en el que sea obligatoria la solidaridad y se traduzca en programas de realojamiento después de operaciones de salvamento y rescate, que dé por fin una respuesta de alcance europeo a un problema que es, por definición, europeo: responsabilidad compartida y solidaridad vinculante.

  Fabienne Keller, au nom du groupe Renew. – Monsieur le Président, Monsieur le Commissaire – cher Johannes Hahn –, Madame la Ministre des Affaires européennes, – chère Jessika Roswall –, chers collègues, début 2023 marque le trimestre le plus meurtrier pour les migrants en mer Méditerranée depuis 2017. Voilà la crise à laquelle nous sommes confrontés: une crise humanitaire qui pousse de nombreuses personnes sur des routes dangereuses, des personnes aux prises avec des réseaux de trafiquants d’êtres humains barbares.

L’année 2023 marque aussi une augmentation importante des demandes d’asile dans l’Union, à commencer par de nombreuses arrivées en Italie et sur les rives de la Méditerranée, qui placent ces pays de première entrée face à une pression disproportionnée. Ce défi, chers collègues, est le nôtre, collectivement. Notre réponse, – vous l’avez évoqué, Monsieur le Commissaire –, c’est le pacte européen sur l’asile et la migration.

Je voudrais saluer les progrès majeurs réalisés en faveur de cette réforme d’envergure, à la suite de l’adoption fin mars de tous les mandats de négociation au Parlement européen. Nous souhaitons que le Conseil, bientôt, ait également un mandat sur tous les dossiers.

Nous proposons la création d’un mécanisme de solidarité au niveau européen, vous l’avez évoqué, pour aider les États sous pression migratoire, en particulier à la suite de sauvetages en mer. Nous voulons accélérer les procédures d’asile, les rendre plus efficaces, améliorer l’intégration des réfugiés et renforcer le retour des personnes qui ne peuvent pas obtenir l’asile.

Cet accord est le fruit d’un long travail de négociation entre les forces centristes et pro-européennes de notre Parlement européen. Qu’en est-il des proches de Mme Meloni? Qu’en est-il de l’extrême droite de Mme Le Pen? Absents. Le bilan des populistes au Parlement européen est sommaire: politique de la chaise vide durant les négociations, opposition systématique lors des votes.

Avec mon groupe, Renew, nous défendons au contraire des solutions concrètes et durables et une coopération européenne forte, dans le respect de nos valeurs communes.

  Tineke Strik, on behalf of the Verts/ALE Group. – Mr President, Council, Commissioner, the UN recently concluded that the Libyan coast guard, which is heavily funded by the EU, is deeply involved in slavery, sexual exploitation, human trafficking, detention and torture of migrants. But migrants who managed to escape this horror in Libya are pulled back by their perpetrators and returned to hell. And NGOs who save their lives and bring them to safety are obstructed by the Italian Government with the approval of the EU.

In Tunisia, President Saied has fuelled violence and hatred against migrants, making them flee the country. And they do, hoping for protection in Europe. The response of Italy and the EU? Making Saied block the escape route for migrants. The cost of the EU’s ways of combating irregular migration is high – human rights, human dignity, and even human lives. But the EU is willing to pay that price, giving up any pretension of upholding its values at the borders.

The external borders are common borders and this comes with a common responsibility to share the numbers of asylum seekers and ensure that people can flee persecution. They must be rescued and protected. And when some of my EPP colleagues call for solidarity, they often mean fences, deterrents, criminalisation of humanitarian aid. That is not solidarity, that’s being partners in crime.

If we don’t comply with human rights, what can we say to President Saied, to the Libyan coast guard? Let’s turn credible on our European values, because they only have value when we apply them to refugees as well.

  Carlo Fidanza, a nome del gruppo ECR. – Signor Presidente, signora Ministra, signor Commissario, ringrazio il presidente Weber per aver voluto promuovere un dibattito sulla situazione di emergenza in Italia, che poi la sinistra ha voluto diluire nel titolo aggiungendo anche un forte richiamo ai salvataggi di vite umane, con particolare riguardo all'Italia. Un riferimento che, permettetemelo, ho trovato peloso.

E voglio partire da qui, ringraziando lo straordinario lavoro della Guardia costiera italiana, ingiustamente infangata soltanto qualche settimana fa, dopo il naufragio al largo delle coste della Calabria. Quella Guardia costiera che ogni giorno mette in salvo centinaia di vite umane, che ci consente di dire che l'Italia non accetta lezioni di umanità da nessuno.

Da mesi il governo Meloni chiede soluzioni europee al fenomeno migratorio, una maggiore attenzione alla protezione delle frontiere esterne, una politica comune per i rimpatri degli irregolari, percorsi sicuri per gli aventi diritto all'asilo e regolamentazione dell'attività delle ONG, e chiede di intensificare l'azione esterna verso i paesi di origine e di transito dei migranti per ridurre le partenze, unico vero antidoto alle morti in mare.

Questo, per quanto riguarda il Mediterraneo centrale, chiama in causa da un lato la Tunisia con la sua crisi economica e la sua instabilità politica, sulle quali la comunità internazionale deve intervenire presto con strumenti finanziari adeguati, e dall'altro chiama in causa la Libia, che nella sua parte orientale viene sempre più utilizzata come una piattaforma di nuovi flussi, usati come arma di destabilizzazione geopolitica, come già è avvenuto nei mesi scorsi, ad esempio ad opera della Bielorussia contro la Polonia.

Si stanno facendo alcuni passi nella giusta direzione, lo voglio riconoscere alla Commissione, ma non è abbastanza e soprattutto non si sta procedendo abbastanza in fretta. Sbagliano quanti pensano che oggi la soluzione sia in una missione europea di salvataggio in mare, questa finirebbe per trasformarsi in un nuovo pull factor, come già fu nel caso della missione Mare Nostrum varata alcuni anni fa dall'Italia.

Una maggiore presenza in mare dell'Unione è certamente auspicabile, ma deve essere indirizzata a proteggere le frontiere esterne e a contrastare i trafficanti, non certo a incentivare i loro traffici.

E sbaglia anche chi pensa di continuare a riproporre la falsa contrapposizione tra movimenti primari e movimenti secondari, oppure riproporre quei meccanismi di redistribuzione più o meno obbligatori che finora non hanno mai funzionato perché nessuno, non solo i paesi di Visegrád, ama accogliere in casa propria migranti illegali.

Nessun meccanismo potrà mai risultare efficace se non diminuiremo i numeri in partenza e se non separeremo la migrazione legale da quella illegale, i percorsi protetti per chi ha diritto all'asilo da quelli di chi parte con l'auspicio legittimo, ma purtroppo non sempre e non per tutti realizzabile, di poter trovare fortuna in Europa.

È questa la linea di realismo e di solidarietà che chiediamo all'Europa. Il tempo ormai è ampiamente scaduto.

  Silvia Sardone, a nome del gruppo ID. – Signor Presidente, da anni la Commissione europea ci spiega che la parola "solidarietà" è la soluzione al problema dell'immigrazione.

Solidarietà, dunque. Quanto è solidale la Francia di Macron che a Ventimiglia con i gendarmi rimanda indietro i migranti in Italia? Quanto è solidale la Spagna socialista che schiera l'esercito contro i migranti a Ceuta e Melilla? Quanto è solidale la Germania socialdemocratica che chiede un sistema per l'immigrazione legale in Europa e poi finanzia le ONG che portano immigrati irregolari in Europa? Quanto è solidale la socialdemocratica Danimarca che non vuole più essere un paese accogliente e vuole rimandare indietro gli immigrati in Ruanda? Quanto è solidale questa Europa, che aveva promesso la redistribuzione dei migranti, la rotazione dei porti, la difesa dei confini continentali e poi nulla ha fatto?

Però in effetti qualcosa avete fatto, avete sprecato miliardi regalandoli alla Turchia di Erdoğan, da cui partono in continuazione barconi, con il risultato di assistere a drammatiche tragedie in mare.

Noi siamo stanchi della propaganda solidale e della vostra incoerenza. L'immigrazione irregolare va contrastata con ogni mezzo. Servono hotspot nei paesi del Nord Africa, cooperazione con i paesi africani e una seria politica europea di rimpatri di clandestini.

L'Italia non può più essere lasciata sola. Basta parole, servono i fatti.

  Sira Rego, en nombre del Grupo The Left. – Señor presidente, a menudo me pregunto dónde se sitúa la línea que separa las políticas migratorias racistas de la Unión, de las políticas migratorias racistas de Meloni. No sé si ustedes lo han pensado alguna vez. Porque cuando se normaliza cerrar acuerdos millonarios con dictaduras a cambio de controlar los flujos migratorios; cuando se aprueba levantar muros con concertinas e instalar campos de refugiadas que son centros de detención; cuando se criminaliza a las ONG que salvan vidas y se utiliza a Frontex para expulsar ilegalmente a seres humanos o se financian centros donde se tortura y trafica con personas en Libia; cuando se celebra abrir las fronteras al expolio de recursos del Sur Global mientras se golpea y se deja morir en el mar a quienes han sido expoliados, esa línea queda profundamente desdibujada.

Háganse cargo de sus decisiones. Sus políticas migratorias son el caldo de cultivo en el que crece la nueva extrema derecha. El decreto de emergencia de Meloni es un decreto racista que supone un paso más en un camino que iniciaron las instituciones europeas hace años. En el fondo, no deja de ser un adelanto de lo que se pretende aprobar con el Nuevo Pacto sobre Migración y Asilo.

Desde la izquierda seguiremos insistiendo en que otra política migratoria es posible, con derechos, cooperación, solidaridad y futuro para nuestros territorios y para nuestros barrios. Hay recursos para ello. Solo necesitamos voluntad para hacerlo.

  Laura Ferrara (NI). – Signor Presidente, i 441 morti dall'inizio dell'anno nel Mediterraneo centrale e i 20 000 registrati dal 2014 rendono questa rotta migratoria, la rotta del Mediterraneo, la più letale del mondo.

Ad essere viste come porte d'Europa sono principalmente le coste italiane, dove si sono verificati oltre 32 000 arrivi nel 2023.

La dichiarazione dello stato di emergenza in Italia per i migranti ha fatto comprendere che il governo Meloni, oltre i vuoti slogan sui blocchi navali, non ha mai avuto soluzioni concrete per alleviare la pressione migratoria. Le politiche che ostacolano invece di agevolare i soccorsi costano vite umane.

In attesa di vie legali e sicure di accesso all'Unione europea, di un efficace contrasto alle reti criminali dei trafficanti e di un'effettiva attuazione dei principi europei di solidarietà ed equa ripartizione delle responsabilità, l'Italia sostiene oneri sempre più sproporzionati nella gestione dei flussi e nelle operazioni di ricerca e salvataggio.

Chi invoca muri alle frontiere si oppone allora alla necessaria cooperazione e a una risposta comune europea per evitare altri viaggi di disperazione e morte.

  Alessandra Mussolini (PPE). – Signor Presidente, devo ringraziare il presidente Manfred Weber e il gruppo del PPE per aver introdotto il tema con decisione dell'Italia e della solidarietà, e immediatamente qui al Parlamento europeo ancora una volta le sinistre hanno addirittura eliminato, cambiato, voluto modificare un titolo per togliere il concetto di solidarietà dall'Italia, perché evidentemente non ce la possono fare ad avere solidarietà per questo Stato membro fondatore dell'Europa, al salvare vite umane. Noi siamo tutti d'accordo nel salvare le vite umane, tant'è che abbiamo votato a favore.

Addirittura il Presidente Mattarella ha chiesto maggiore organizzazione. Perché? Perché questo è importante. Cosa ha fatto l'Italia? Ha immediatamente nominato un commissario per lo stato di emergenza. Perché? Perché indica una situazione di maggiore organizzazione. Per fare cosa? Per ampliare l'accoglienza e l'integrazione, esattamente quello che deve fare il secondo livello che appartiene agli enti locali, e anche qui in Italia sempre le sinistre anziché dare una mano alla risoluzione di questa fase, come l'ha descritta Mattarella "epocale", che cosa hanno fatto? Quattro regioni non hanno dichiarato l'intesa con il nuovo commissario, sono ovviamente Emilia Romagna, Puglia, Toscana e Campania, e anche sei grandi città hanno detto no. Quindi continuare nella frammentazione, nel boicottare un'organizzazione che invece deve essere fatta su tutto il territorio nazionale con la piena solidarietà dell'Europa.

E volevo dire all'on. Ferrara che non si parla di costruire muri, si parla di difendere le frontiere esterne, e questa è una cosa importante, allora non c'è più Schengen, allora quando si entra e si esce da Schengen significa che i database non esistono più. Questo non è.

La difesa della migrazione passa anche dalle frontiere esterne, passa anche dal rafforzare le frontiere esterne e la sorveglianza. Ma tanto la sinistra non lo capisce.

  Pietro Bartolo (S&D). – Signor Presidente, colleghi, dopo trent'anni di morti in mare abbiamo forse ancora bisogno di ribadire che le vite umane vanno salvate?

Invece di piangerli i morti, salviamole queste persone. Come? Non sicuramente respingendole, né tantomeno impedendo loro di arrivare in Europa. Se vogliamo discutere di solidarietà, parliamo di una Mare Nostrum europea, un sistema di ricerca e soccorso in mare che non sia solo sulle spalle dei paesi di primo ingresso, ma condiviso da tutti i paesi membri.

Colleghi della destra, parlo con voi, siamo seri, pensate davvero che stiamo vivendo una fase emergenziale oppure state cercando dei pretesti per annacquare le principali garanzie del sistema di asilo?

Le vostre iniziative fanno male all'Italia e anche all'Europa e la vostra demagogia trasforma in problema quello che è in realtà un'opportunità per le persone che arrivano e una ricchezza per i paesi che le accolgono.

Muri, recinzioni, CPR e criminalizzazione delle ONG altro non sono che il capro espiatorio di politiche preistoriche, come ha sostenuto il Presidente Mattarella e, aggiungo, anche disumane.

  Jan-Christoph Oetjen (Renew). – Herr Präsident, Herr Kommissar! Es ist natürlich unerträglich, dass Menschen im Mittelmeer ertrinken. Ich möchte an dieser Stelle noch einmal sagen, dass es eine staatliche Aufgabe ist, dass Menschen aus Seenot gerettet werden. Ich rufe die Mitgliedstaaten und den Rat dazu auf, endlich wieder eine staatliche Seenotrettungsmission auf den Weg zu bringen.

Dass wir an dieser Stelle darüber diskutieren, liegt ja daran, dass Italien den Notstand ausgerufen hat wegen 30 000 Flüchtlingen, die angekommen sind, verehrte Kolleginnen und Kollegen. In Polen gibt es eine Million ukrainische Flüchtlinge, in Deutschland gibt es eine Million ukrainische Flüchtlinge. Ich glaube, wir sollten das mal in Relation setzen, verehrte Kolleginnen und Kollegen. Es gibt keinen Grund dafür, einen Notstand auszurufen, sondern es geht darum, dass wir die Arbeit besser machen.

Wir hier im Parlament, wir machen die Arbeit in der Migrationspolitik. Wir haben gerade im Innenausschuss die Verhandlungsmandate für den Migrationspakt beschlossen, verehrte Kolleginnen und Kollegen! Es kann weitergehen, denn wir haben natürlich eine Aufgabe, dass wir liefern, dass wir tatsächlich die Regulierung besser machen in der Europäischen Union. Dafür wollen wir loslegen, verehrte Kolleginnen und Kollegen.

Ich hoffe, dass die Mitgliedstaaten auch bald so weit sind, dass sie ein Verhandlungsmandat auf den Weg bringen können, damit wir in diese Verhandlungen einsteigen können. Ich glaube, es geht darum, dass wir einen kühlen Kopf bewahren, dass wir sachliche Arbeit machen, verehrte Kolleginnen und Kollegen, das ist das, was die Menschen von uns erwarten. Und natürlich brauchen wir Solidarität mit den Mitgliedstaaten, bei denen die Flüchtlinge als erstes ankommen, aber wir brauchen auch Humanität und Rechtsstaatlichkeit in dieser Sache. Wenn wir uns davon leiten lassen, dann werden wir auch gute Ergebnisse produzieren.

  Erik Marquardt (Verts/ALE). – Herr Präsident! Also ohne Zweifel wäre es ja gut, wenn wir die Gesetze verbessern, die wir haben, aber kein Gesetz der Welt wird uns davon befreien, dass wir am Ende Solidarität zwischen den Mitgliedstaaten, Solidarität mit Geflüchteten ja nicht nur beschließen, sondern dass wir sie einfach leben müssen. Wir brauchen momentan auch eigentlich keine neuen Gesetze, um etwas besser zu machen. Im Jahr 2014 gab es 315 Kilometer Zäune an den Außengrenzen. Jetzt, also im Jahr 2023, sind es 2048 Kilometer, mehr als sechsmal so viele Kilometer Zäune an den Außengrenzen. Und trotzdem steigen die Geflüchtetenzahlen wieder, trotzdem haben wir in diesem Jahr schon wieder 604 Tote im Mittelmeer. Das sind ungefähr so viele freie Plätze, wie wir hier gerade haben.

Ich glaube, dass wir uns klarmachen müssen, dass mit den Mauern an den Außengrenzen auch eine Mauer aus Lügen gebaut wird, eine Mauer aus Lügen, die so tut, als sei Abschottung eine Lösung. Aber Abschottung ist eben keine Lösung, weil kein Zaun der Welt dafür sorgt, dass es am Ende weniger Geflüchtete gibt.

Die Wahrheit, die wir erleben, ist doch, dass die EU-Asylpolitik davon geprägt ist, dass eigentlich alles dem Ziel untergeordnet wird, dass am Ende weniger Geflüchtete ankommen. Die Menschenrechte werden diesem Ziel untergeordnet, die Menschenwürde wird diesem Ziel untergeordnet, die Rechtsstaatlichkeit und ja, auch die Ehrlichkeit darüber, dass das alles so stattfindet, werden diesem Ziel untergeordnet. Zum Beispiel: Weniger als 10 Prozent der Menschen werden von Seenotrettungsorganisationen momentan gerettet, und trotzdem gibt es einige, die hier so tun, als sei die Seenotrettung daran schuld, dass Menschen im Mittelmeer sterben.

Das Gegenteil ist der Fall. Wir brauchen Seenotrettung und wenn man ehrlich ist, Herr Hahn, dann ist es doch so, dass es nicht sein kann, dass 2012 der Europäische Gerichtshof für Menschenrechte uns dazu verurteilt, keine Menschen nach Libyen mehr zurückzubringen und wir dann ganz schlau denken: Ja, dann machen wir das eben nicht mehr selber, sondern geben ganz viel Geld an die Libyer, tun so, als sei das Seenotrettung und geben aber 0 Euro für zivile Seenotrettung im Mittelmeer aus. Wenn auf der einen Seite 0 Euro für echte Seenotrettung stehen und auf der anderen Seite Geld für Menschen steht, die selbst in Schlepperaktivitäten verstrickt sind, die also eigentlich vor Gerichten stehen müssen, aber trotzdem noch unser Steuergeld bekommen, dann läuft etwas gewaltig falsch.

Ich bin sehr dafür, dass wir Gesetze neu verhandeln, aber eigentlich sollten wir erst einmal unser Verhältnis zum Rechtsstaat klären. Das können wir ändern, ohne neue Regeln zu haben.

  Jorge Buxadé Villalba (ECR). – Señor presidente, señor comisario, más de 500 personas han perdido la vida en el mar Mediterráneo, empujadas por unas mafias que, según Europol, tienen uno de los negocios más lucrativos y seguros de nuestro tiempo. «Lucrativo» porque cobran 3 000 euros a cada inmigrante ilegal para meterlos en un bote que apenas puede navegar con la promesa de que van a un paraíso de ayudas sociales; y «seguro», porque cuentan con la colaboración de algunos Gobiernos, las instituciones europeas, las ONG y los grupos mediáticos dispuestos a convertir este drama en una oportunidad política. Cada vez que hablan de prohibir las expulsiones, alientan las operaciones de las ONG; cada vez que hablan de ayudas sociales, están haciendo más atractivo el viaje y se hacen responsables de las muertes en el Mediterráneo.

Esto no es solidaridad, es fomentar el esclavismo y la descomposición de Europa. La verdadera solidaridad es apoyar a los Gobiernos como el de Italia, que hacen su trabajo, defienden nuestras fronteras y luchan contra las mafias.

¿Declarar la situación de emergencia en una situación de emergencia? Correcto. ¿Poner fin a las solicitudes fraudulentas de asilo de los que piden protección especial después de haber entrado ilegalmente en el territorio europeo? Correcto. ¿Incrementar las penas contra los traficantes de inmigrantes, los nuevos esclavistas y contra todos sus cómplices? Correcto. ¿Distinguir entre el refugiado que huye de la guerra y la persecución política o religiosa y el inmigrante económico? Correcto. ¿Perseguir en todos los ámbitos el delito de favorecimiento de la inmigración ilegal? Correcto. ¿Intensificar las deportaciones a sus países de origen de los inmigrantes ilegales? Correcto.

Es nuestro deber moral, antes que político, hacer todo lo posible para evitar las muertes en el Mediterráneo. Y el único modo es atacar el modelo de negocio de las mafias y de todos sus cómplices haciendo menos atractivo el viaje. Todo lo que no sea eso es complicidad con el esclavismo.

  Jean-Paul Garraud (ID). – Monsieur le Président, ces derniers mois, les drames humains en Méditerranée se sont multipliés. 441 migrants ont péri en tentant d’atteindre les côtes européennes depuis le début de l’année. Il y a quelques jours, les garde-côtes italiens ont dû secourir 600 migrants dans un navire menacé de faire naufrage.

Le laxisme migratoire de l’Union européenne n’a pas échappé aux passeurs, qui incitent les migrants à prendre tous les risques, car ils savent qu’ils seront secourus et amenés sur le sol européen par les garde-côtes ou les ONG. Le droit d’asile a été dévoyé pour créer une véritable filière d’immigration sans que nous soyons en mesure d’expulser les personnes déboutées. Frontex, l’agence européenne de garde-frontières et de garde-côtes, se retrouve devant la justice européenne pour avoir simplement tenté d’assurer sa mission en empêchant des migrants illégaux de poser le pied sur notre continent.

Incapable de protéger les Européens face à la submersion migratoire, l’Union européenne est tout aussi impuissante face aux drames en Méditerranée. L’exemple australien devrait pourtant nous inspirer. Ce pays a pris depuis dix ans des mesures fermes afin de dissuader les migrants de l’atteindre. Les passeurs ont renoncé à engager des traversées et l’Australie n’a eu aucun mort en mer à déplorer au plus fort de la crise migratoire de 2017.

Nous devons aider les pays situés aux frontières extérieures de l’espace Schengen, qui font face seuls aux arrivées de migrants. La seule politique vraiment humaine est celle de la fermeté. Le message adressé aux migrants comme aux passeurs doit être clair: «Ne prenez pas de risques insensés. Vous ne poserez pas les pieds en Europe.»

  Sandra Pereira (The Left). – Senhor Presidente, a situação no mar Mediterrâneo, com largos milhares de mortos, é motivo de grande preocupação e continua a agravar-se. Para isso têm contribuído as políticas da União Europeia, nomeadamente as políticas migratórias cada vez mais seletivas, restritivas e desumanas, pela externalização e militarização das fronteiras, por todo um novo mercado que cresce de defesa e segurança fronteiriça, enquanto se falha na resposta ao direito à sobrevivência de milhares de seres humanos que procuram na Europa uma vida melhor.

Sim, é de solidariedade que temos de falar. Urge e exige-se o desenvolvimento de uma política humanitária de apoio aos refugiados e de respeito pelos direitos dos migrantes e pelo combate às causas da imigração em massa, ou seja, pelo fim das políticas de guerra e ingerência, pelo fim das políticas neocoloniais de exploração dos povos e países de África e do Médio Oriente, pelo respeito da soberania e independência dos Estados, pelo decidido combate à pobreza e por políticas de efetiva solidariedade e cooperação para o desenvolvimento dos países economicamente menos desenvolvidos.

Fin, une fois pour toutes, à cet état de droit international qui ne respecte pas la loi. Il faut revenir à la légalité. C’est la première fois dans l’histoire du droit international que l’illégalité crée la légalité, que l’illégalité donne des droits. Il faut en finir avec cette puissance de la violation des lois internationales pour revenir à un respect du droit qui garantira le respect d’une vie convenable à celles et à ceux qui ont le droit de venir comme réfugiés et qui ne sont pas des clandestins.

  Angelika Winzig (PPE). – Herr Präsident, Frau Europaministerin, Herr Kommissar, geschätzte Kolleginnen und Kollegen! Die aktuelle Migrationsentwicklung ist dramatisch. Unglaublich viele Flüchtlinge befinden sich auf den Land- und Seerouten, und im Iran warten drei Millionen afghanische Flüchtlinge auf die Ausreise nach Europa. Italien hat jetzt aufgezeigt, dass es Hilfe benötigt, und das sollte die Europäische Union ernst nehmen, denn Österreich als Binnenland fand letztes Jahr kein Gehör, als 112 000 Asylanträge sowohl an den Grenzen als auch im Land gestellt wurden, und das, obwohl wir bereits 2015 zu den Spitzenreitern bei der Flüchtlingsaufnahme zählten. Niemand hat auf unsere Hilferufe gehört, und darum war die einzige Möglichkeit für Österreich, ein Schengen-Veto einzulegen, weil Schengen offensichtlich nicht funktioniert und weil bereits eine Spaltung in unserer Gesellschaft im Gange war.

Wir brauchen eine entsprechende Infrastruktur an unseren Außengrenzen, und wir müssen noch vehementer gegen Schlepper vorgehen. Dieses Milliardengeschäft auf Kosten und auf dem Rücken der Flüchtlinge gehört gestoppt. Letztes Jahr wurden in Österreich 700 Schlepper festgenommen, und das ist sicherlich nur die Spitze des Eisbergs. Aber wir brauchen auch Solidarität mit jenen, die mit der Flüchtlingssituation überfordert sind. Daher begrüße ich auch das Asyl- und Migrationspaket, das im Innenausschuss vorletzte Woche abgestimmt wurde. Ein wichtiger Schritt, jedoch größere müssen noch folgen.

  Javier Moreno Sánchez (S&D). – Señor presidente, señora ministra, señor comisario, usted lo ha dicho. Las ideas clave de este debate están en el propio título: solidaridad y salvamento.

Desde el Grupo S&D llevamos pidiendo desde hace años un mecanismo europeo de salvamento marítimo obligatorio. Repito: obligatorio. 26 000 muertos en el Mediterráneo desde 2013, según la OIM, muchos de ellos menores. Esto refleja el fracaso de la política migratoria europea. Por eso, a la solidaridad y al salvamento hay que añadir la dignidad humana. Desde aquí pido tanto al Gobierno italiano como al resto de los Gobiernos que no olviden que los migrantes son personas, independientemente de su credo o color de piel. Por ello, hay que atenderlos con humanidad y respeto.

Señorías, de las palabras a los actos. No es necesario inventar nada, porque ya hemos dado pasos en la buena dirección en el pasado: la operación SOPHIA, la Declaración de Malta o las veinte medidas propuestas por la comisaria Johansson. Pero hay que ir más allá. Debemos concluir el Nuevo Pacto sobre Migración y Asilo, y reforzar los instrumentos de migración regular y la cooperación con los vecinos de la ribera sur del Mediterráneo.

Come volete fare i vostri muri nel mare? Giorgia Meloni ha fatto campagna elettorale parlando di blocchi navali, poi ha scoperto che quando la gente in mare non la puoi bloccare, la devi salvare.

Colleghi, la democrazia non risolve in ogni caso il vero problema: come riprendiamo il controllo sull'immigrazione? Con responsabilità e umanità, diciamo noi, con i muri e inventando un'emergenza al giorno, dice l'estrema destra in Italia e nel resto d'Europa. E proprio oggi un ministro italiano ha parlato di sostituzione etnica rispetto all'immigrazione, una vera vergogna.

Il Presidente della Repubblica Mattarella ha definito "preistoriche" le regole europee di Dublino; bene, anche noi, ma sono gli alleati dell'attuale governo italiano che hanno impedito in questi anni di riformare Dublino, da Morawiecki a Orbán.

Perché, vedete, quando si evocano la solidarietà ai vertici europei e poi le invasioni a casa, si rimane prigionieri della propria propaganda. Più che muri o porte spalancate servono politiche comuni per controllare e gestire. Anziché spacciare demagogia a buon mercato, dovremmo tutti spiegare, come membri di questo Parlamento, che stiamo lavorando per vere soluzioni, che il patto sulla migrazione e l'asilo è una di queste soluzioni.

Più coordinamento, ricollocamenti e rimpatri più efficaci, solidarietà ed equa distribuzione della responsabilità: avrei voluto vedere queste parole nell'intervista di Manfred Weber sul Corriere della Sera, anziché rincorrere la propaganda nazionalista.

Non rincorriamo i populisti e le loro risposte sbrigative e illusorie. È il tempo del coraggio e delle soluzioni europee.

  Rosa D'Amato (Verts/ALE). – Signor Presidente, non solo ostacola i soccorsi in mare, gettando le basi per stragi come quella di Cutro, il governo Meloni vuole abolire la protezione speciale dei migranti, vuol dire criminalizzare diecimila perseguitati e torturati nei propri paesi.

Il governo di destra italiano è in ottima compagnia a violare i principi fondanti dell'Unione europea. Mi riferisco ai respingimenti in mare della Grecia con l'assenso di Frontex. Mi riferisco alle violenze e detenzioni arbitrarie in Ungheria, Bulgaria e Croazia sulla rotta balcanica.

E infine c'è questa disumana idea di costruire muri alle frontiere con fondi dell'Unione europea. Eppure Weber, presidente del PPE, promotore di questa idea, da tedesco, dovrebbe sapere bene che i muri, quando si tratta di esseri umani, non si costruiscono, ma si abbattono.

Abbiamo bisogno di salvare vite in mare, abbiamo bisogno di ingressi legali, di corridoi umanitari, di un meccanismo obbligatorio di ripartizione fra i paesi. Abbiamo bisogno di garanzia dell'accesso alla procedura di asilo e accoglienza. Serve una vera cooperazione con i paesi terzi e non il vergognoso accordo con la Libia.

Che senso ha quindi dichiarare lo stato di emergenza per un fenomeno che è strutturale? Quarant'anni di emergenza? In realtà è una tattica diversiva. Parlare di accoglienza e integrazione è l'unico modo per trasformare la migrazione in un'opportunità.

Sprawa jest prosta: albo Europa pójdzie drogą Australii i nikt, kto nielegalnie przekroczy granicę, nie będzie mógł ubiegać się o azyl, albo Europa przestanie istnieć, Szanowni Państwo, jeżeli postawimy znak równości między uchodźcą, tym, który rzeczywiście potrzebuje pomocy, a nielegalnym migrantem. Jeżeli postawimy znak równości między organizacjami pozarządowymi, przemytnikami i będziemy atakować rządy państw, tak jak dzisiaj w tej izbie atakuje się Włochy, a kiedyś zaatakowano Polskę, to Europa przestanie istnieć. Kiedyś jako minister spraw wewnętrznych uczestniczyłem w spotkaniu z ministrem spraw wewnętrznych Maroka. On powiedział wprost: to jest inwazja.

I możecie tutaj Państwo opowiadać niestworzone historie, bardzo ckliwe, ale nie ma innej alternatywy. Musimy zdecydować, czy chronimy granice zewnętrzne, czy otwieramy szeroko drzwi i będziemy pożytecznymi idiotami Putina. Putin, chcąc zdestabilizować Europę w przededniu wojny na Ukrainie, próbował wepchnąć do Polski setki tysięcy nielegalnych migrantów, których przywiózł razem z Łukaszenką na Białoruś. Atakowaliście wtedy Polskę. Co by było, gdyby Polska się ugięła? Co by było, gdyby dzisiaj Włochy się ugięły? Albo będziemy chronić granice zewnętrzne, albo Unia Europejska przestanie istnieć.

Dass wir zum x-ten Mal über die Situation im Mittelmeer debattieren, ist Zeugnis der Realitätsverweigerung und fehlenden Selbstreflektion, die die meisten hier an den Tag legen. Noch immer sterben regelmäßig Migranten bei der gefährlichen Überfahrt. Jeder vernunftbegabte Mensch würde sich schon längst die Frage stellen, ob die eigenen Maßnahmen nicht überdacht werden müssten, wenn sie die Situation nicht zum Positiven verändern.

Sie hingegen, werte Kollegen, machen stur weiter, statt der illegalen Migration endlich ein Ende zu machen, damit das Sterben beendet wird. Verbieten wir endlich die sogenannten privaten Seenotretter, aka Schlepper. Führen wir endlich die illegalen Migranten zurück an ihren Ursprungsort und begleiten sie auch noch sicher nach Hause.

Insbesondere die Kommunen in Deutschland sind zwischenzeitlich völlig überlastet, und die Kriminalstatistik weist erneut die Zunahme der Gewalt durch Asylbewerber auf. Eine restriktive Migrationspolitik rettet Leben – bei uns zu Hause, in Europa und im Mittelmeer. Liebe Kollegen, wachen Sie endlich auf aus Ihren feuchten Träumen!

  Karlo Ressler (PPE). – Poštovani predsjedavajući, poštovane kolegice i kolege, Mediteran kao kolijevka zapadne civilizacije, naše civilizacije, kao i pravci kojima svjedočimo u neposrednoj blizini hrvatske granice pod snažnim su migrantskim pritiskom. Sve ovo uvelike podsjeća na migracijsku krizu 2015. godine.

Jasno, uz odlučnost na granicama, nužna je i solidarnost prema onima kojima je zaštita najpotrebnija. Prema, prije svega ukrajinskim izbjeglicama, ali i prema potrebitima koji bježeći preko Sredozemlja pokušavaju pronaći mir i sigurnost koju u svojim državama nemaju.

Međutim, stanje, situacija oko operacija potrage i spašavanja na Mediteranu nije zadovoljavajuća. Nije razumno i nije održivo da nevladinim udrugama prepustimo patroliranje južnom morskom granicom u Sredozemlju. Potreban nam je novi i odgovorniji sustav migracija i azila, sustav koji može odgovoriti na ovu krizu, koji je solidaran prema onima koji su zaista u potrebi, ali isto tako i nepokolebljiv prema krijumčarima koji ugrožavaju sigurnost našeg kontinenta.

Zato pozdravljam usvajanje pozicija o ključnim zakonodavnim prijedlozima, reforme sustava migracija i azila na nadležnom odboru i nadam se da ćemo se zajedno s Vijećem Europske unije približiti odgovornijem, otpornijem i normalnijem sustavu kakav danas postoji.

Migracije predstavljaju izvor zabrinutosti za više od 70 % Europljana. Ne smijemo propustiti ovaj povijesni trenutak, ovu povijesnu priliku jer moramo zapamtiti da danas odlučujemo kako ćemo živjeti i kako ćemo raditi sutra, da danas odlučujemo hoćemo li sutra živjeti u miru i redu ili ćemo sutra živjeti u kaosu.

  Brando Benifei (S&D). – Signor Presidente, ieri il presidente del PPE Weber ha affermato che bisogna essere pronti a costruire recinzioni e muri con il bilancio europeo, facendosi promotore di una fantomatica finta solidarietà nei confronti dell'Italia. Parole sconcertanti e inaccettabili. Sembra che Erdoğan, Orbán siano i modelli della destra italiana ed europea. È scandaloso.

Ha ragione invece il Presidente della Repubblica italiana Mattarella, serve andare oltre le norme preistoriche che regolano la migrazione in Europa, serve responsabilità. Nessuno Stato membro può affrontare da solo questo tema; l'Italia è la prima frontiera del Mediterraneo e non può essere lasciata da sola. Ma è la stessa destra nazionalista in Europa a volerla lasciare sola, altro che alleati.

Noi in Italia faremo una durissima opposizione al cosiddetto decreto legge "Cutro", che colpisce la protezione speciale in modo da creare più irregolarità, fomentare uno scontro sociale e nascondere le difficoltà del governo, ad esempio nella spesa dei fondi europei. Non permetteremo questo scempio.

  Brando Benifei (S&D), blue-card response. – The state of emergency declared by Prime Minister Meloni is just another way to hide the difficulties of the government: as they are unable to provide sustainable solutions, they declare a state of emergency and they try to distract the public opinion – and also the European opinion – from the difficulties of the government to achieve the real results we need from them. So to spend the amount of resources that we have from the NextGenerationEU and to pursue a policy in favour of the purchasing power of Italian families and to sustain the economy. They act against vulnerable groups because they don’t have any other argument.

  Alice Kuhnke (Verts/ALE). – Herr talman! Desperata människor på jakt efter förutsättningar för liv dör på Medelhavet och vi, EU, tillåter att det sker. Det behöver inte vara så här. Det finns alternativ. Vi skulle kunna göra sådant som minskar risken för att människor sätter sina liv på spel, som minskar risken för fattigdom, som minskar risken att människor tvingas på flykt.

Tyvärr finns det politiker och regeringar, som de i Italien och i Sverige, som vill att människor ska tro att deras taggtrådspolitik är ett oundvikligt alternativ. Det är inte sant. Det finns alternativ. Det finns politik som bygger på solidaritet med dem som tvingas fly. Politik som skapar förutsättningar för liv. Politik som är långsiktigt hållbar.

  Rob Rooken (ECR). – Voorzitter, dit debat heeft een hele mooie titel: “De noodzaak van Europese solidariteit bij het redden van levens op de Middellandse Zee, met name in Italië”.

Daar heeft, zoals al eerder gezegd, de regering een paar keer de noodtoestand afgekondigd. De toestroom van illegale immigranten is al heel lang niet meer houdbaar. Het wordt een jaarlijks ritueel. Zodra het lente wordt, begint de Zuid-Europese kust overspoeld te raken. In Italië zijn het er dit jaar al meer dan 31 000. Ook Nederland kampt met een onhoudbare massale immigratie. De asielopvang in Nederland kostte vorig jaar meer dan 1,5 miljard EUR.

Solidariteit met deze landen is inderdaad nodig. Ik denk dat dat niet moet door immigratie nog aantrekkelijker te maken, te legaliseren of te stimuleren, en ook niet door meer boten te laten komen. Maar we hebben een radicale ommezwaai nodig, een radicaal ander beleid. Verbied de ngo-boten en laat asielaanvragen vanuit derde landen plaatsvinden. Wie zonder toestemming naar Europa komt, wordt teruggestuurd en komt er niet meer in. Dan zullen de boten niet meer komen.   Susanna Ceccardi (ID). – Signor Presidente, il dibattito sulla migrazione è sempre un campo di battaglia ideologico.

Nemmeno sul titolo di questo dibattito vi siete trovati d'accordo e la sinistra ha voluto cambiarlo perché non voleva nel titolo la parola emergenza. Quindi vi sembra una cosa normale quello che sta accadendo in Italia?

Pensate che in Italia si discute perché la sinistra non vuole i centri per il rimpatrio. Un assessore regionale in Toscana – e ho sentito stasera anche il presidente della Regione Toscana Eugenio Giani – hanno definito i CPR dei lager come per gli ebrei, offendendo così la memoria della Shoah e di tutto il popolo di Israele.

I paragoni impropri, la strumentalizzazione, l'ideologia ci creano soltanto problemi e non ci fanno trovare soluzioni. Invece la via da percorrere è sempre la stessa, ripartire dalla legalità. È l'immigrazione irregolare che produce le morti in mare. Non ho mai sentito di un immigrato con un regolare visto che prende l'aereo, morire nel viaggio.

È per questo che bisogna trovare soluzioni congiunte. Anche operazioni militari a difesa della legalità. Ne va della credibilità europea. Aiutateci a bloccare gli scafisti, aiutateci a non far partire i migranti, aiutateci a favorire un'immigrazione ordinata e ci aiuterete a salvare le vite nel Mediterraneo.

C'è bisogno in Europa di riaffermare saldamente il diritto dei paesi membri a decidere chi può entrare in casa nostra. Dobbiamo poter accogliere chi ha voglia di lavorare e di integrarsi. Per gli altri non c'è posto.

Si tratta di una battaglia culturale, economica e sociale. L'Europa deve tornare a difendere le proprie radici, i propri valori e i propri confini e lo può fare proprio aiutando l'Italia, là dove la cultura europea ha le sue antiche radici.

Le pregunto simplemente si lo ha visto, porque yo sí lo he visto, en frente a las costas de Italia con el Open Arms, cuando la guardia libia impedía y atacaba. Cuando su Gobierno dijo que no entrase ese barco y ese barco se tuvo que ir al puerto de Barcelona.

Ha attaccato il Governo perché non ne arrivano abbastanza? Quanti ne volete in Europa non ce l'avete detto, quanti immigrati volete fare arrivare in Europa? Ditelo ai cittadini. Più, di più, sempre di più.

  Balázs Hidvéghi (NI). – Mr President, dear colleagues, if a certain method to solve a problem doesn’t work, then after some time it’s evident that one stops using that method and tries something else. It’s just human logic. The same is true for tackling migration. This debate illustrates that the way the EU has tried to tackle the migration crisis over the past few years has been a spectacular failure. The fundamental reason for the catastrophic situation in the Mediterranean is that Europe basically still tolerates illegal entries into its own territory. And as long as it stays like that, migrants will keep coming illegally. They will pay the smugglers, they risk their lives and this situation will continue.

Now we all know that the vast majority of the people coming are not really refugees: they are economic migrants who simply take advantage of the weakness of Europe and of the fact that we don’t even enforce the existing laws and rules that we do have. There’s absolutely no point in talking about solving the migration crisis or creating legal pathways as long as this stays like that. These gaps have to be closed. Right now, the EU should do everything in its power to help Italy to defend the European border, and all who have no right to stay must be sent back to where they came from immediately.

  Nadine Morano (PPE). – Monsieur le Président, Madame la Ministre, Monsieur le Commissaire, vous voulez vraiment sauver des vies? Alors n'évoquons pas seulement la nécessité d'une solidarité européenne pour sauver des vies en Méditerranée, mais exigeons aussi des actions de la part de l'Union africaine dont certains de ses États membres partagent l'autre rive de la Méditerranée et possèdent eux aussi des ports sûrs qu'ils refusent d'ailleurs systématiquement d'ouvrir.

Depuis 2014, plus de 20 000 personnes ont perdu la vie en tentant de traverser la Méditerranée. Il y a quelques jours, 29 migrants se noyaient au large de la Tunisie, comme toujours majoritairement de jeunes hommes. Ces drames sont inacceptables. Alors il est temps de faire preuve de fermeté. Et de rappeler les États africains à leur devoir vis-à-vis de leur jeunesse, plutôt que d'accabler les Européens qui font déjà preuve d'une immense solidarité en contribuant chaque année à plus de 20 milliards d'euros d'aide au développement de l'Afrique.

L'Italie, submergée par des arrivées massives sur ses côtes, vient de décréter avec raison l'état d'urgence migratoire. C'est toute l'Europe qui devrait en faire autant, car il faut casser la spirale mortifère des incitations à l'immigration illégale. Briser le modèle économique des passeurs qui profitent de nos failles et de nos faiblesses pour prospérer sur la misère de ceux qui rêvent d'un meilleur destin, aidés par l'action complice et irresponsable de certaines ONG.

Donnez à Frontex les moyens humains et matériels dont elle a besoin plutôt que de geler son budget et d'en faire une agence de protection des droits fondamentaux, plutôt que de protection de nos frontières. Externalisez à des pays éloignés du territoire de l'UE le processus d'asile. Conditionnez enfin nos aides à des résultats en matière migratoire. Mettez en place une politique européenne efficace de retour.

Un pacte migratoire ferme et humain conforme à nos valeurs, voilà ce qu'attendent les Européens. C'est par ces moyens seulement que nous sauverons réellement et durablement des vies en Méditerranée qui n'a pas vocation à être un cimetière.

  Matjaž Nemec (S&D). – Gospod predsedujoči! Mediteransko morje postaja največje množično grobišče. Letošnje prvo četrtletje je bilo najbolj smrtonosno po letu 2017. Razmere v Severni Afriki so izjemno napete, zlasti v državah Magreba.

Številna svetovna žarišča in prehranska draginja pa še dodatno poglabljajo stisko ljudi. Reševanje življenj na morju je temeljna obveznost mednarodnega prava. Vsakršno zavlačevanje ali celo oviranje reševalnih akcij pa je je zločin proti človeštvu.

Italija je pod pritiski. In Evropa ji mora pomagati. A grožnje ministra Salvinija po nadzoru meje s Slovenijo so populizem in nevarno odvračanje pozornosti od resničnih problemov. So tudi podpihovanje nestrpnosti.

Minister Salvini, Slovenija ni problem in to kažejo številke. A je po svojih močeh lahko del evropske rešitve. To pa so solidarnost, takojšna reforma azilnega sistema, hitre reševalne akcije. Predvsem pa strpnost, spoštovanje in srčnost.

  Piernicola Pedicini (Verts/ALE). – Signor Presidente, io avevo scritto altro, ma poi sono rimasto incastrato sulle parole della destra. Illegalità. Irregolarità. Quelli che lo meritano. Violazione del diritto internazionale.

Ma, io dico, veramente credete che una madre che sale su un barcone con il proprio bambino per attraversare il Mediterraneo si chieda se quello che sta facendo è illegale o se stia in qualche modo violando il diritto internazionale? È questa l'analisi della destra?

Io credo che questo dimostri, adesso più che mai, che è necessaria una responsabilità europea per nuove regole sui migranti e sulle politiche di asilo, visto che senza regole questa destra può nominare commissari con poteri speciali sui migranti, può restringere le maglie dell'accoglienza, può limitare di fatto l'azione della guardia costiera mettendo a rischio vite umane.

Insomma, come al solito una destra che è forte con i deboli e debole con i forti.

  Charlie Weimers (ECR). – Mr President, EU Minister Roswall, after a surge in migrant arrivals, Italy has declared a state of emergency. Now, is the EU Parliament’s migration pact the solution? The Tobé report requires that Member States pledge to resettle migrants. Most of the Member States pledged to resettle 8 000 migrants, as you may remember, via the voluntary solidarity mechanism. Less than 500 have been relocated. But the Tobé report also requires that if the Member States’ pledges are too low, the EU Commission will decide where to allocate the remaining thousands, tens of thousands, hundreds of thousands of migrants.

Let me remind you, dear colleagues: 31 000 arrivals in Italy only in 2023, and we’re not even past April. Either the Member States embrace mass migration or they reject the current migration pact. There is only one way to help Italy and save lives at sea: stop the boats.

  Philippe Olivier (ID). – Monsieur le Président, personne ne peut être insensible aux drames qui se déroulent en mer, que ce soit en Méditerranée ou dans la Manche. Or, vous n’envisagez la question que par un seul aspect: les sauvetages en mer. Ces drames, que nous déplorons, résultent de l’absence d’anticipation d’une immigration qui appelle une coopération avec les pays d’émigration, l’installation de cités d’accueil autour des zones en crise – qu’on appelle «Asilia» –, un contrôle des routes migratoires, la mise hors d’état d’agir des passeurs, l’empêchement des départs.

Non seulement vous ne faites rien de tout cela, mais vous encouragez les traversées en donnant une prime à ceux qui la tentent. Les recueillis en mer ne sont pas conduits au port africain le plus proche, comme le voudrait le droit international, mais en Europe, et, de plus, vous imposez aux États leur accueil.

Tant qu’un migrant aura l’espoir de trouver, en France ou en Europe, une place, il s’en trouvera pour tenter la traversée. Votre pacte pour les migrations ne va pas arranger les choses, puisqu’il est un appel à la submersion de l’Europe. Mais il est vrai que l’immigration n’est pas pour vous un problème, mais un projet.

  Salvatore De Meo (PPE). – Signor Presidente, il dibattito di oggi, come è stato detto, nasce da una richiesta del mio gruppo, il Partito popolare europeo, che però ha visto una diversa formulazione del titolo, a dimostrazione che alcuni sono probabilmente più interessati alla forma che alla sostanza.

Tante, troppe volte in quest'Aula abbiamo discusso di immigrazione e ogni volta la parola più usata, anzi abusata, è stata "solidarietà", che, purtroppo dobbiamo prenderne atto, non viene mai praticata, ma solo annunciata.

È un dato oggettivo che solo alcuni, pochi Stati, tra cui l'Italia, sono impegnati nella difficile gestione dei flussi migratori, salvando migliaia e migliaia di vite, al di là delle speculazioni o delle polemiche politiche del momento.

Il tempo e le disgrazie hanno dimostrato però come nessuno può farcela da solo, compresa l'Italia, nonostante i suoi sforzi. Non ci si può sorprendere né tantomeno agitare se l'Italia o altri Stati alle prese con una situazione destinata ad aumentare nei prossimi mesi, prende provvedimenti propri, con cui intende solamente dare regole certe alla gestione dei flussi migratori.

Se non si vuole questo, proviamo allora a dare una scossa vera alla nostra Europa. Interveniamo subito con soluzioni comuni e concrete, rafforziamo, per esempio, le procedure di verifica alle frontiere, favoriamo accordi di cooperazione con i paesi di origine, sia per contenere le partenze che per garantire il rimpatrio di chi non ha titolo. Ma soprattutto proviamo anche a subordinare l'accesso ai fondi europei non solo allo Stato di diritto, ma anche a una ricollocazione obbligatoria di chi arriva negli Stati di frontiera.

Capisco che l'Europa nel frattempo è impegnata in tante sfide ambiziose, sull'energia, sull'ambiente, sul digitale, sui diritti umani, ma sembra non rendersi conto che tra queste deve esserci in modo prioritario anche l'emergenza immigrazione, soprattutto per contenere quel sentimento antieuropeo che rischia di prendere il sopravvento in previsione delle prossime elezioni europee e lasciare spazio anche a soluzioni estreme, che evidentemente diventerebbero l'unica risposta all'immobilismo dell'Unione europea.

Solidarjetà ta’ vera mal-pajjiżi li jinsabu fil-fruntiera sabiex ikomplu jsalvaw il-ħajjiet sabiex fl-aħħar mill-aħħar ikun hemm solidarjetà bejn il-pajjiżi kollha fuq bażi Ewropea, sabiex verament tkun tista’ tingħata protezzjoni lil kulħadd.

L-approċċ tagħna għall-Patt dwar l-Emigrazzjoni għandu jkun, mill-ġdid, ibbażat fuq solidarjetà: solidarjetà ma’ dawk li għandhom bżonn protezzjoni, solidarjetà maċ-ċittadini tagħna u solidarjetà bejn l-Istati Membri.

Irridu niġġieldu għal ftehim ibbażat fuq is-solidarjetà kemm lejn dawk illi jfittxu protezzjoni imma wkoll bejn l-Istati Membri. Bi ftit pajjiżi biss responsabbli għall-maġġoranza tal-wasliet, l-istatus quo la huwa ġust u lanqas huwa sostenibbli. Is-solidarjetà bejn l-Istati Membri għandha tkun ir-regola u mhux l-eċċezzjoni!

  Damian Boeselager (Verts/ALE). – Mr President, I have to say, I’m still amazed by this debate because it should be about saving lives, but instead we repeat our points about the asylum system. I think what’s clear is that we currently let people die in the Mediterranean. We let them die by ordering container ships and fisher boats to stand by and wait, we let them die by criminalising and jailing those who want to pull them out of the water, we let them die by systematically funding Libyan coast guards that bring them back to their man-made hells, where they face exploitation, rape and murder.

Colleagues, it has been said, but we have to say it again: we need state-funded, state-led search and rescue missions. We need a truly European system of solidarity, where we also allow for disembarkation across Europe. And we need to stop scandalising migration because this actually just drives the points for the far right as we can see now. The real solution is to find a European common asylum system, because otherwise we will delegitimise the European Union as a whole and we need to stand up to our values.

Ако наистина искахте да спасявате човешки животи, нямаше да подкрепяте неправителствени организации, които организират трафик на хора, нямаше да давате фалшиви надежди и да заблуждавате населението на Африка, на Азия и на Близкия изток, че всички тези хора могат да дойдат в Европа, да се настанят тук и да налагат техния начин на живот. Ако наистина искахте да спасявате човешки животи, щяхте да кажете каква е разумната бройка хора, които вие бихте приели в домовете си и бихте дали пример с Вашите домове. Колко човека сте приели във всеки един Ваш дом, колко сте настанили, колко сте вписали, колко са интегрирани?

Уважаеми колеги от левицата, колкото и да не ви харесва, държавите имат граници, а тези граници трябва и могат да бъдат защитавани, уважаеми колеги. Колкото и да ми клатите глави отсреща, всяка държава има граница и незаконното ѝ преминаване е престъпление и тези престъпления трябва да бъдат наказвани, защото в края на краищата говорите за върховенство на закона.

Това означава върховенство на закона, а не нарушаване на границите. Защото ние тук, в Европа, за разлика от Вас, имаме своите ценности и имаме своята религия. За мен е православна, за някои е протестантска, за други е католическа. Имаме нашия начин на живот и смятаме да си го запазим. Надявам се, това не е лоша новина за Вас.

  Dietmar Köster (S&D). – Mr President, ‘the current situation in the Mediterranean is not a natural disaster, but the result of Italian and European migration policies’. That’s what the private search and rescue NGO Sea-Watch said a few days ago, and I could not agree more.

The situation in the Mediterranean is currently more dramatic than ever before. The Italian Coast Guard is completely overwhelmed. The state of emergency, which the far right Italian government has now declared, only worsens the rights of people fleeing.

More than ever, action must be taken now. We finally need a European non-military search and rescue programme that is financed by the money which is currently given to the so-called Libyan Coast Guard. The more the EU is refraining from humane acting, the more the EU is betraying its own values. Flight is not a crime.

  Isabel Santos (S&D). – Senhor Presidente, a Organização Internacional para as Migrações revela que o primeiro trimestre deste ano foi o mais mortífero no Mediterrâneo desde 2017. Em três dias registou—se, recentemente, o desembarque de 3 000 pessoas na costa de Itália. Uma crise migratória, como Meloni e Salvini e companhia querem fazer crer? Não. A entrada e acolhimento de milhões de refugiados ucranianos em solo da União Europeia desde 2022, sem sobressalto, é a prova que assim não é.

Mas sim, temos uma crise humanitária, e sobretudo uma crise de vontade política e uma crise dos valores humanistas em que nos fundamos. A criminalização do salvamento, a declaração do estado de emergência para acelerar a expulsão de imigrantes, os muros defendidos pelo Senhor Weber, jamais conseguirão travar a travessia marítima de gente em desespero.

A solidariedade não é uma opção. É um dever. Se não formos capazes de lançar uma operação europeia de busca e salvamento baseada na solidariedade obrigatória, no acolhimento e na proteção daqueles que procuram uma oportunidade de vida em condições de segurança e dignidade, todos seremos culpados.

  Carina Ohlsson (S&D). – Herr talman! Fler än 500 människor, varav 50 barn, har mist livet på Medelhavet i år. Det är människor som du och jag, men som fötts i en annan del av världen. Människor som riskerar sina liv för att alternativet är otänkbart. Vem skulle riskera att aldrig få se sitt barn le igen om du hade ett bättre alternativ?

Italiens migrantförläggning på Lampedusa är byggd för cirka 350 personer, men i dag befinner sig 3 000 migranter där, främst kvinnor och barn. Det visar på behovet av en ny gemensam migrationspolitik och en gemensam mottagning.

Dagens situation är ohållbar. Alternativet är inte att avskräcka människor som överväger att fly till Europa genom att tömma havet på räddningsinsatser. Om vi tar bort ambulanserna från gatan så sker det inte färre olyckor, men färre överlever. Att rädda liv och motverka människosmuggling är inga motsatser, utan måste gå hand i hand. Vi kan gemensamt ta vårt ansvar. Så låt oss också ta det.

  Tomislav Sokol (PPE). – Poštovani predsjedavajući, hvala lijepa. Zahvaljujući angažmanu Europske unije na Sredozemlju od 2015. spašeno je više od 629 000 života.

Nažalost, u posljednje vrijeme broj ilegalnih migranata snažno raste, a pritom se procjenjuje da 90 % njih plaća krijumčarima kako bi pokušali stići do Europe. Kriminalci od toga ostvaruju godišnji promet koji se mjeri u milijardama eura.

Dakle, europska politika mora biti usmjerena na borbu protiv nezakonitih migracija najstrožim mogućim kažnjavanjem krijumčara ljudima. Osim toga, moramo još više učiniti na zaštiti vanjskih granica Unije od ilegalnih prelazaka te surađivati s trećim državama kako bismo smanjili broj migranata koji se pokušavaju domoći Europe.

Europska unija nije dužna primiti na svoj teritorij sve one koji se Europe žele domoći samo zato što je kvaliteta života ovdje bolja nego u njihovim državama. Prihvaćanje masovne nekontrolirane migracije značilo bi kraj europskog načina života i protiv toga se moramo boriti svim sredstvima.

  Georgios Kyrtsos (Renew). – Mr President, I had the impression that Ms Meloni was able to deal with the migration and the asylum issue. That was her promise to the Italian people. She was criticising pro-European political forces as being ineffective. The situation has worsened in Italy, thus proving that Meloni’s promises were baseless.

At the beginning Meloni had a national solution, and now that this solution has been proven non-existent, she tries to Europeanise her own failure. She tries to create the impression that it is again the European Union that creates problems in Italy due to the lack of solidarity.

Mr Weber and the EPP tried to accommodate her in search of a right-wing majority in the European Parliament. They should not count on our cooperation. We do not support anti—European reactionary policies. After all, their policies have nothing to do with Merkel’s legacy.

  Pierrette Herzberger-Fofana (Verts/ALE). – Monsieur le Président, la situation dans la Méditerranée atteint une phase critique et frise une tragédie humaine. Si nous n'agissons pas, vu que les naufrages en mer se succèdent à une cadence inouïe, ne laissons pas la Méditerranée devenir un cimetière maritime pour tous les réfugiés. Les personnes qui se trouvent en situation de détresse ont le droit d'être sauvés. C'est une obligation morale qui incombe à tous les États membres de l'Union européenne, le caractère sacré de la vie devant prendre le pas sur toute autre considération.

Il revient donc aux États membres, dans le cadre du nouveau pacte sur la migration et l'asile, de mettre en place une politique cohérente qui repose sur les valeurs que nous prônons et non pas de laisser périr en mer des milliers de personnes. Les arrestations, les centres de rétention et toute sortes de dérives en Italie sont contraires à notre politique qui se veut teintée d'humanisme. Nous ne pouvons pas cautionner une telle politique.

Le pacte sur l'immigration et l'asile consacre une large partie à la protection des frontières de l'espace européen. L'Union européenne doit apporter une solution, une réponse commune qui démontre notre solidarité envers ceux que nous accueillons dans le respect de leur dignité. Il est urgent de mettre en place une politique humanitaire. Sauvons des vies humaines!

  Sara Skyttedal (PPE). – Herr talman! Döden på Medelhavet är egentligen ett resultat av ett EU som misslyckats med att formulera en migrationspolitik som håller för framtiden.

Sedan migrationskrisen 2015 har egentligen alla medlemsländer hittat tillfälliga lösningar som inte löser problemet i grund och botten, där människor känner att den enda lösningen är att söka sig via de irreguljära vägarna, vilket gör att vi förlorar människor på Medelhavet.

Varje dag som EU misslyckas med att ta fram ett nytt hållbart system som är anpassat efter framtidens migrationsströmmar och som säkrar en snabb prövning vid EU:s yttre gräns blir det ett misslyckande för det europeiska samarbetet, men det är också det som gör att människor offrar sina liv på Medelhavet.

  Barry Andrews (Renew). – Mr President, Commissioner, minister and colleagues, one of the central arguments that is ventilated by the far right is that NGO boats create a pull factor. So these debates can be very ideological and they can be very partisan. So let’s look at the facts.

Researchers in the European University Institute in Florence in Italy looked at data going back to 2014 to examine this very question, and they concluded, and I quote, ‘No relationship exists between the presence of NGOs at sea and the number of migrants leaving Libyan shores’.

In fact, the only thing that changes when NGO boats are not present is that fatalities increase. So, for me, in situations like that, sometimes we shouldn’t look at the secondary consequences of something. Sometimes it is intrinsically the right thing to do. And as far as I’m concerned, I don’t think it’s controversial to say that it is intrinsically right to save lives at sea.

  Grace O’Sullivan (Verts/ALE). – Mr President, Commissioners, colleagues, you know, just this week, we found out that Greece has decided to continue its endless persecution of Séan Binder, Sara Mardini and more than 20 other search and rescue workers who gave of their time selflessly to rescue migrants at sea in the Mediterranean. The Greek prosecution says that the humanitarians had no right to access case documents in their own language. It says the search and rescue workers should be prosecuted as spies.

So I ask you: where is EU solidarity in supporting and protecting search and rescue workers? Greece continues to breach the rule of law. Greece must be held to account and the charges against these search and rescue workers must be dropped once and for all.

  Ana Miranda (Verts/ALE). – Senhor Presidente, a linha dura da Presidente do Conselho de Ministros Meloni é imoral. Ela é a face da extrema—direita, das políticas reacionárias e xenófobas da Europa que mais se opõe à solidariedade.

Não podemos fechar os olhos ao elevado número de pessoas que morrem à porta da Europa. Não podemos fechar os olhos aos vergonhosos acordos com a Líbia, com a Turquia ou Marrocos.

A recusa de ajuda humanitária aos refugiados por parte de muitos Estados—Membros, como faz a Itália, é uma violação de direitos humanos. Ninguém merece ser castigado por estender a mão a um ser humano em risco de vida.

Quando as políticas humanitárias da União Europeia falham, quando muitos fecham os olhos, a ultradireita ocupa o seu lugar, como em Itália. A Presidente Meloni proíbe salvamentos múltiplos, com altas penas e apreensão de navios – que situação vergonhosa para a Europa!

Denunciamos esta fúria desumana contra os migrantes. É urgente pôr fim a estas mensagens não solidárias e racistas que se ocultam na Europa, e também no Parlamento Europeu.

  Johannes Hahn, Member of the Commission. – Mr President, honourable Members, let us recall that, first and foremost, we have spoken tonight about saving lives at sea. Men, women, children – every loss of life is a tragedy.

The legal and moral obligation to rescue and to ensure the safety of life at sea is clear. Irrespective of the situation that led people to be in a situation of distress at sea.

Recent incidents showed that we need to advance on both. First, immediate operational measures. Second, as well as the renewal of the EU’s legislative framework in the form of the Pact on Migration and Asylum.

We must coordinate our actions to prevent irregular departures, tackle the criminal business of smugglers and save lives at sea.

We all know the stakes. We must give immediate responses. We must first work closer together at the European level, making full use of the relaunched search and rescue group, and we must also work jointly and closely with our partner countries.

For a comprehensive and sustainable solution, the pact is the only answer with its effective solidarity mechanism catering specifically for search and rescue cases, we cannot keep improvising every time we are confronted with complex migration challenges.

The pact includes the key measures to manage migration better, to prevent loss of life in the Mediterranean, to step up legal pathways, resettlement and labour migration, to reassure the citizens of the most affected areas by properly managing migration, to prove that we can do better, that we are stronger united, and this is the only way forward.

  Jessika Roswall, President-in-Office of the Council. – Madam President, honourable Members, Commissioner, thank you for this debate. These discussions are a clear demonstration of how complex our current migration challenges are. There is no doubt that the situation in the Mediterranean must be dealt with in an effective and timely manner, in accordance with European and international law. Foremost for a humanitarian perspective.

As I have already underlined, the Presidency intends to continue pursuing a holistic approach to migration and balance between solidarity and responsibility. This should also be the basis for future legislation to be agreed with you in within the framework of the Pact on Migration and Asylum. I can only stress once again that the importance that both legislators work very closely together in this effort. And I think recent progress in the Parliament, as well as our negotiations in the Council, show that we are going in the right direction together.

We all need to compromise. That is nothing new. But that will be the key to having a new package in place by the end of this term, and I am hopeful that we can still reach that. Thank you very much for your attention and thank you for the debate.
