  Věra Jourová, Vice-President of the Commission. – Madam President, honourable Members, I wish to thank the rapporteur, Mr Eickhout, the shadow rapporteurs and Members for their constructive approach in preparing for the vote today.

The compromise reached with the Council represents a balanced approach, providing a clear and long-term signal to the industry, allowing European manufacturers to strengthen their leadership in technology and innovation.

The revised framework will cost effectively reduce CO2 emissions from heavy-duty vehicles, while providing economic benefits for European transport operators and users and lowering energy dependency from imported fossil fuels.

Having said that, the Commission would like to make the following statement to ensure the Parliament’s support for the agreement reached with the Council.

On Recital 17, regarding the assessment of the role of methodology for registering heavy duty vehicles running exclusively on CO2-neutral fuels, in conformity with Union law and with the Union’s climate neutrality objective, the Commission takes note of the decision of the European Parliament and the Council to include such recital in the provisional agreement to be voted today on the revision of the regulations setting CO2 emission performance standards for new heavy-duty vehicles.

After the Parliament and the Council will have adopted the regulation, at the latest one year after its entry into force, the Commission, following consultation with stakeholders, will develop a methodology for registering heavy-duty vehicles running exclusively on CO2-neutral fuels in conformity with Union law and with the Union’s climate neutrality objective.
