The Honourable Member is informed that, in accordance with Article 48(2) TEU, on 18 December 2023 the Council submitted to the European Council the proposals for amendment of the Treaties received from the European Parliament on 23 November 2023; the national parliaments have also been notified of these proposals.

In accordance with Article 48(3) TEU, following this submission, it is for the European Council to decide whether or not the proposed Treaty changes must be examined by a Convention.

No decision on this matter has yet been adopted by the European Council. It is also recalled that the Treaties do not prescribe any time limit for the European Council to consider the European Parliament’s proposals for Treaty change.
