Early this year Hungary introduced its ‘national card’, an initiative intended to make it easier for nationals of third countries to come to Hungary for work reasons. The ‘national card’ model does not apply to people entering a Member State (in this case Hungary) for the purpose of receiving social benefits, but only to those wishing to work in another country.
The Hungarian ‘national card’ has been implemented in strict accordance with the Schengen Agreement. It will thus not be issued if the Schengen requirements are not met. EU Home Affairs Commissioner Ylva Johansson has however stated that, with this rule, the Schengen area is ‘no longer protected’.
- 1.Does the Commission think it possible to bring in the Hungarian ‘national card’ throughout the entire EU and, if not, how will it seek to make this possible?
- 2.Could the Commission use this model to effect a reform of the European integration system?
- 3.How can this criticism of insufficient protection of the Schengen area be justified when the relevant governmental decree clearly ensures compatibility with the Schengen Agreement?
