Monitoring of EU projects in Libya from a human-rights perspective

Despite repeated and specific inquiries from MEPs about the precise identity of third parties, the results obtained and the transparency of the human rights monitoring of the EU-funded project ‘Support to Integrated Border and Migration Management in Libya’ (SIBMMIL), the Commission has not responded. The Commission refers in general terms to an existing ‘third-party monitoring system’ and ‘independent experts’, but stops short of providing any details. Regarding the results, the Commission merely states that monitoring has been carried out. This stance stands in stark contrast to the documented serious human rights violations in Libya and the Commission's official stance that it nevertheless considers cooperation with the Libyan coast guard to be ‘successful’.
