Provisional EU-Morocco agreement and consultation of Western Sahara

On 6 October 2025, the European Commission published a statement on the agreement reached between ‘the EU and Morocco to extend tariff preferences to Western Sahara’.
According to that statement, the agreement, provisionally applied since 3 October 2025, stipulates that product labels and proofs of origin have to indicate the production region (Dakhla and Laayoune) and also ensures that benefits are granted to the beneficiaries concerned in the area.
In its judgment of 4 October 2024, the Court of Justice of the European Union reaffirmed the fundamental principle that any EU act affecting the people of Western Sahara must have their consent.
In accordance with that judgment:
- 1.Has the consent of the people of Western Sahara been sought regarding this provisional agreement? If so, which parties were consulted?
- 2.When does the Commission expect the European Parliament to receive the relevant documents for the agreement’s ratification process?
- 3.When does the Commission expect to appear before the European Parliament?
