Since its signature in 2021, the EU-Qatar aviation agreement has granted Qatar Airways full access to the European air market.
Article 7 of the agreement states that EU Member States and Qatar ‘shall not grant or permit subsidies to any air carriers if such subsidies adversely affect the fair and equal opportunity of the air carriers of the other Party’.
Every year, the air carriers concerned are to publish a financial report setting out the subsidies granted by each of the parties.
However, several stakeholders report that, following repeated requests over three years, the information provided by Qatar Airways does not ensure the required financial transparency.
To ensure this, the Commission has the power to request Qatar to provide the necessary financial information within 30 days.
- 1.Does the Commission consider the financial reports provided by the Qatari authorities to be sufficient?
- 2.If not, does the Commission intend, in accordance with Article 7.5 of the Agreement, to request additional financial information from Doha to ensure that no illegal subsidies have been granted to Qatar Airways?
- 3.Finally, pending the outcome of the investigation of the European Public Prosecutor’s Office into the suspicions of corruption surrounding its negotiation, will the Commission suspend this agreement?
