Withdrawal of draft regulation and directive on the European mutual society

On 27 September 2005 the European Commission presented the European Parliament with a communication containing a list of proposals for withdrawal in the context of the draft entitled ‘Better lawmaking’ (COM(2005)462 final).
Among the proposals destined to be withdrawn, probably because of the lack of progress on them in the past few years, is the proposal for a regulation on the statute for a European mutual society, and the associated directive on worker participation.
Given that the ending of discussions on the European mutual society was linked, among other things, to the delay in the framing of a European company statute, which was finally adopted in 2001 after 30 years of work, and of the statute for a European cooperative society, adopted in 2003, does the Commission consider it justified to withdraw the draft regulation on the European mutual society?
