Weapons for manipulating human beings

In January 1999, the European Parliament adopted a resolution on the environment, security and foreign policy (A4-0005/99)[1] which called, in paragraph 27, for an ‘international convention introducing a global ban on all developments and deployments of weapons which might enable any form of manipulation of human beings’.

Could the Commission outline what action has been taken by the EU on this issue since this call was made?
