Funds for Libya for controlling illegal immigration

On 31 December 2008, the Italian news website carried a report concerning illegal immigration entitled ‘Immigrazione: 2008, +75 % Sbarchi’ on the following link:

The report states that Libya is worried about illegal immigration and that it does not have the logistical means to counter the phenomenon. It also states that Libya has requested EUR 300 million in order to realistically control illegal immigration at its southern borders whilst complaining that the funds envisaged in the memorandum of understanding between the EU and Libya signed in July 2007 by Commissioner Ferrero Waldner have not been granted as yet.

What is the Commission's position on Libya's request for EUR 300 million and how far is it taking this request into consideration?

What is the current status of the funds envisaged in the abovementioned EU‑Libya Memorandum of Association?

When will these funds be granted?
