I should like to ask the Commission, given the proposed 17 % cut in REPS 4 payments to Irish farmers, will there be any change in cross-compliance requirements or will farmers be expected to adhere to existing regulations without receiving the full payments? Will the Department of Agriculture have to reduce the cost of compliance with the scheme in a proportionate manner, e.g. by reducing planning fees?
