The Council is committed to supporting the United Nations and, guided by the UN Charter, improving our co-operation. The Council recognises the importance of strengthening and reforming the UN. On June 2005, the European Council stated that ‘in the area of institutional reforms, the European Council recognises the need to reform the main UN bodies, among them the General Assembly, ECOSOC and the Security Council, with a view to enhancing the representativeness, transparency and efficiency of the system.’ This position has since been reaffirmed by the Council, most recently in June 2009 when it agreed on EU priorities for the 64th General Assembly of the United Nations. The question of a possible permanent seat for the EU at the Security Council has not been discussed by the Council. The Council has no common position on possible arrangements for reforming the Security Council.
