The failure to use public procurement strategically is cited as an obstacle to innovation in Europe.

How does the Commission propose to effectively overcome this obstacle? What measures, if any, will be implemented to ensure that public procurement is used strategically? Moreover, in relation to Ireland, how does the Commission propose that public procurement is re‑orientated in favour of innovation?
