    Answer given by Mr Kallas on behalf of the Commission

    The Commission is indeed aware of the fact that terrorists are constantly looking for new methods aimed at by-passing the dense system of security controls at EU airports. Reports suggesting that terrorists may try to hide explosives inside animals to be transported by air confirm this and indicate the need for competent authorities to remain vigilant and not to exclude so far unused techniques for launching attacks.

    In order to properly address such possible new threats, the Commission discusses regularly with the Regulatory Committee for Civil Aviation Security new ways of concealing explosives as well as innovative methods for the detection of explosives, and whether new measures must be taken or whether existing measures must be amended to counter a new form of threat. The possibility of hiding explosives inside animals transported by air has already been considered when drafting and adopting the currently applicable EU legislation on aviation security.

    The Commission will not fail to act accordingly in case further risk assessments indicate the need to introduce new measures or to modify existing ones.
