 Subject: Proposals for legislative acts through a citizen's initiative under the Treaty of Lisbon
 Answer in writing 

By virtue of the Lisbon Treaty, 1 million citizens from a significant number of EU Member States will be able to request that the Commission initiate a legislative act.

The Council and the European Parliament therefore need to lay down the implementing rules for this citizen’s initiative process.

The regulatory framework has to establish the number of States from which the signatories of the initiative must come, the time limits and the arrangements for collecting signatures, etc.

Can the Commission state whether it intends to draw up a proposal for a regulation on the development of citizens’ initiatives, and what the proposed timeframe is for this?
