 Subject: Extending the period of eligibility of expenditure co-financed through the ex-ISPA programme
 Answer in writing 

The governments of Bulgaria and Romania have expressed the following common position in which they call on the Commission:

1. to consider extending until 31 December 2011 the deadline for eligibility of expenditure for all the projects in Bulgaria and Romania that were approved between 2000 and 2006 under the former ISPA programme and the Cohesion Fund and were executed in compliance with Cohesion Fund rules;
2. to offer Bulgaria and Romania the opportunity of extending until 31 December 2012 the deadline for eligibility of expenditure for major projects approved in 2000‑06, the value of which is over EUR 100 million (including funding provided by the Commission and the IMF). This opportunity to extend the deadline could also be of benefit to the projects carried out under the Cohesion Fund and approved in 2004‑06, with regard to all beneficiary countries.

Bearing in mind that the extension of the period of eligibility of expenditure will result in the achievement of the EU Cohesion Fund's objectives as an instrument of regional policy and will have significant economic, social and environmental benefits, we would ask the Commission to give its view on this matter.
