 Subject: EU climate policy following the Copenhagen summit: carry-over of assigned amount units under the Kyoto Protocol
 Answer in writing 

In its communication of 9 March 2010 to the Parliament, Council, Economic and Social Committee and Committee of the Regions, the Commission indicated that arrangements for the carry-over of assigned amount units under the Kyoto Protocol were not providing the industrialised countries with any incentive to reduce their greenhouse gas emissions.

What are the Commission’s grounds for making such an assertion? Has it investigated the matter in detail? What alternative solutions does the Commission see as emerging from the post-Copenhagen negotiations with a view to encouraging the industrialised countries to reduce their emissions without prejudice to the rights of countries with a large number of assigned amount units to seek to carry them over beyond the 2008‑12 commitment period? In what way can the Commission support such an approach in the course of negotiations regarding the United Nations Framework Convention on Climate Change?
