Regulation (EC) No 1523/2007(1) of the European Parliament and of the Council bans the placing on the Community market of cat and dog fur. The ban for placing on the market and the import to, or export from, the EU of cat and dog fur, and products containing such fur applies since 31 December 2008.

However, there is no EU legislation on prohibiting the consumption of meat from dogs and cats nor is there EU legislation on the protection and welfare of dogs and cats; this matter remains under the sole responsibility of the Member States.

The idea of eating dogs or cats is, essentially related to values and beliefs rather than to one of the objectives set out in the EU Treaties. Moreover, the very limited level of consumption and/or trade of meat from dogs or cats in the EU does not justify an EU initiative in this field.

The Belgian Presidency has recently raised the issue of the welfare of dogs and cats. The Commission will carefully consider the outcomes of those discussions when preparing the second EU strategy for the protection and welfare of animals, planned for December 2011.
