 Subject: Threat of unfair competition in the trade in copper between Russia and the European Union
 Answer in writing 

As a developing country, Russia has maintained its preferential ad valorem customs tariff of 1.3% on Russian copper semi-products, while the Russian Government is planning to reintroduce a 10% export tariff on copper cathode (CN code 7403110000), the raw material used to manufacture copper rod.

Introducing such a high tariff will stop the sale of the Russian raw material to the EU and have the effect of boosting copper rod production in Russia and increasing sales of this Russian semi-product in EU markets.

These measures will put manufacturers of copper semi-products in the EU in a difficult position by allowing Russian firms to sell at much lower prices.

Does this situation call for action to be taken under Articles 17 and 18, Title III, of the Partnership and Cooperation Agreement between the European Communities and their Member States and the Russian Federation?

Has the Commission already taken any measures to prevent the introduction of rules that would be harmful to EU firms in the copper market?

What action is the Commission planning to take in connection with the trade in copper and its semi-products between the EU and Russia?
