In 2008 the Commission adopted the communication ‘Public procurement for a better environment’ (COM(2008)0400) as part of the action plan on Sustainable Consumption and Production (SCP). In this communication the Commission proposes that by the year 2010, 50 % of all tendering procedures should be green. Furthermore, the Commission announced in this communication that it ‘would implement GPP in its general public procurement training sessions and introduce the recommended criteria, which have been developed in the framework of the Training Toolkit on GPP …, in its tendering procedures, wherever appropriate’. Since the adoption of this communication, the Commission has developed common GPP criteria for 18 product and service groups.
1. Does the Commission share the view that it should lead by example and implement GPP policies for its own procurement at least to the same extent as it asks Member States to do so?
2. In its own procurement for the years 2009 and 2010, how much did the Commission spend overall to purchase goods, services and works and how much did the Commission spend on the 18 product and service groups for which common GPP criteria have been developed?
3. In its own procurement for the years 2009 and 2010, how often (expressed in %, in relation to the overall number of tenders) did the Commission use the common GPP criteria?
4. In its own procurement for the years 2009 and 2010, how often (in %, in relation to the overall value of the tenders) did the Commission use the common GPP criteria?
