    The Commission would like to thank the Honourable Member for bringing this issue to its attention as, so far, it had not been aware of the problem.

    The state of implementation of EU legislation on the protection of farmed animals in the Member States is regularly monitored by the Commission inspection service of the Health and Consumers Directorate General, DG SANCO (FVO — Food and Veterinary Office, located in Grange — Ireland).     However there is no EU welfare rule that governs the keeping of dogs and cats. As a consequence the Commission has no specific role regarding the way animals' shelters are managed by the national competent authorities.

    The issue of the welfare of dogs and cats is being considered in the context of the ongoing preparation of an impact assessment ahead of a decision on a 2011‑15 EU strategy for the protection and welfare of animals.
