1. The Commission considers that the establishment of Union harmonised rules on non-commercial movements of pet animals on public transport within a Member State based on animal health, welfare or public health considerations would not be in line with the principle of subsidiarity.
2. In the absence of Union harmonised rules, the Commission is not in a position to comment on the actions to be taken by the Member States to make provisions for pet animals on public transport.
