The list of persons and entities subject to EU restrictive measures is kept under constant review in light of the stated objective and the designation criteria included in the EU instruments introducing the measures. With regard to the case of Syria, the designation criterion targets persons responsible for the violent repression against the civilian population in Syria, and persons associated with them. Persons and entities must fulfil these criteria in order to be listed.
The EU has regular contact with the United States and other partners concerned in order to coordinate action in terms of designation of persons and entities.
