1. Is the Commission aware of Question E‑005814/2011 and its reply of 14 July 2011?

In its reply the Commission states: ‘The killing of stray dogs in the EU is subject to regular correspondence of EU citizens but as previously stated, since the matter remains under the responsibility of the Member States, the Commission has no power to take particular action in this field’.

2. Is the Commission aware that it still has charge over EU funds for Romania — even if the killing of stray dogs is a matter for the Member States?

3. Is the Commission prepared to penalise Romania financially by demanding back the EU money that this country has received? If not, why not?
