Answer given by Ms Geoghegan-Quinn on behalf of the Commission.

The Commission can confirm that Motorola Israel is participating in the seventh framework programme for Research and Technological Development (FP7, 2007‑13) project iDetecT4All under the conditions set down by the European Parliament and the Council in Regulation (EC) No 1906/2006 of 18 December 2006[1]. The Commission does not have any information about any radar systems that Motorola Israel might or might not have installed in the West Bank.

The Commission is not cooperating with Motorola Israel, the Commission is funding a research project of a consortium comprising a number of legal entities and Motorola Israel is a member of that consortium.

In implementation of the agreement and the rules for participation, the Commission examines proposals including participating legal entities coming from Israel. In particular it verifies that the Israeli legal entity is established in the internationally recognised territory of the State of Israel. In the case of Motorola Israel these checks have taken place and it was found that the company is eligible for participation and funding within the iDetecT 4All FP7 project.
