Action to improve animal welfare in Ukraine

I, along with many of my constituents, am deeply disturbed to read reports of the cruel and inhumane way stray animals are being disposed of in Ukraine prior to the European Championship football competition due to take place in 2012 in certain Ukrainian towns.

Given the ongoing negotiations for the EU‑Ukraine Association Agreement, and given that the control of stray animals falls under Member States' responsibility and not that of the EU, what measures could the Commission take to encourage the Ukrainian authorities to improve their treatment of stray animals, pending action on legislation within the EU on dog population management and identification?
