The European External Action Service will soon mark its first anniversary. This should be a moment to reflect on the functioning of the Service’s new structures. I would therefore like to ask the High Representative the following questions:

1a. Is the High Representative of the opinion that all commitments made to the European Parliament referred to above have been met?

1b. What exactly is the ‘appropriate structure’ inside the EEAS that integrates the relevant CSDP and former Commission units referred to in the High Representative’s statement of 8 July 2010?

1c. Is the High Representative of the opinion that the EEAS crisis management and peace-building structures are effective and efficient?

1d. Does the High Representative intend to rearrange the EEAS crisis management and peace-building structures in the near future, and if so, in which way?

    2. Article 13d(2) of Council Decision 2010/427/EU establishing the EEAS tasks the High Representative with submitting a report on the functioning of the EEAS by the end of 2011. When does the High Representative intend to submit this report?
