VP/HR — Functioning of the crisis management structures and report on the functioning of the EEAS
25.10.2011
Question for written answer E-010092/2011
to the Commission
Rule 117
Franziska Katharina Brantner (Verts/ALE)
The European External Action Service will soon mark its first anniversary. This should be a moment to reflect on the functioning of the Service’s new structures. I would therefore like to ask the High Representative the following questions:
- 1.In her statement of 8 July 2010 to the European Parliament, the High Representative made a number of commitments as regards the EEAS crisis management and peace-building architecture: ‘The appropriate structure is to integrate relevant units in the Commission dealing with crisis response and peace-building. The High Representative will ensure that the relevant units from the Commission transferred to the EEAS which deal with planning and programming of crises response, conflict prevention and peace-building, and the CSDP structures, work in close cooperation and synergy, both under her direct responsibility and authority, within the appropriate structure. […] [F]ull coordination between all the services of the EEAS, in particular between the CSDP structures and the other relevant services of the EEAS will be ensured […].’
1a. Is the High Representative of the opinion that all commitments made to the European Parliament referred to above have been met?
1b. What exactly is the ‘appropriate structure’ inside the EEAS that integrates the relevant CSDP and former Commission units referred to in the High Representative’s statement of 8 July 2010?
1c. Is the High Representative of the opinion that the EEAS crisis management and peace-building structures are effective and efficient?
1d. Does the High Representative intend to rearrange the EEAS crisis management and peace-building structures in the near future, and if so, in which way?
2. Article 13d(2) of Council Decision 2010/427/EU establishing the EEAS tasks the High Representative with submitting a report on the functioning of the EEAS by the end of 2011. When does the High Representative intend to submit this report?
