Treatment of stray animals in Ukraine

One of my constituents has brought to my attention the following report published in September 2011 by Naturewatch (campaigning against animal cruelty):

Ukraine Is Not Ready: Why Ukraine must prove its commitment to EU values before being granted EU privileges.

This report suggests that, even with increased initiatives designed to prevent cruelty to animals and the introduction of the ‘Stray Animal Management Scheme’, the barbaric treatment of stray animals in Ukraine is continuing and in some cases actually increasing.

In light of this, does the Commission agree that this issue should be addressed in the course of negotiations with Ukraine before it is given permission to join the EU? In addition, can the Commission provide information relating to any action that is currently being taken by the EU regarding animal welfare in Ukraine?
