VP/HR — Parliament's consent on the provisional application of the DCFTA with Ukraine

On 24 September 2013, at a meeting of the Parliament’s AFET committee, the Chief Operating Officer of the European External Action Service (EEAS), Mr David O’Sullivan, stated that once the EU-Ukraine Association Agreement, had been signed, Parliament’s consent for the provisional implementation of the DCFTA part of the Association Agreement with Ukraine would still be required. On 12 September 2013, Parliament adopted a resolution on pressure exerted by Russia on Eastern Partnership countries (in the context of the upcoming Eastern Partnership Summit in Vilnius), in which it clearly gives its consent and support to the provisional application of the DCFTA. The consent given by Parliament is based on an informal procedure and Parliament may decide at its own discretion how to notify the Council thereof. In this particular case, it opted for a resolution.

Is the EEAS already aware of this resolution? If so, why is the EEAS still waiting for notification of Parliament’s consent if this has already been provided?
