The Commission takes a firm view that it is essential to combat uninsured driving. The Motor Insurance Directive(1) requires that all motor vehicles in the EU be covered by insurance. However, it is the Member States' competence to combat uninsured driving, as provided under Article 3 thereof. Enforcement mechanisms vary between the Member States.

The Commission is planning to consult stakeholders on the functioning of the Motor Insurance Directive and it will consider the issue of uninsured driving and databases in that context.
