Implementation of the directive on the promotion of the use of energy from renewable sources

    Question for written answer E-008538-14
    to the Commission
    Rule 130
    Davor Škrlec (Verts/ALE)

Directive 2009/28/EC of the European Parliament and of the Council of 23 April 2009 on the promotion of the use of energy from renewable sources and amending and subsequently repealing Directives 2001/77/EC and 2003/30/EC encourages, in particular, the Member States to cooperate with each other and with third countries in order to carry out projects in the area of renewable energy sources and statistical transfers of a specified amount of energy from renewable sources.

Unfortunately, most of the planned cooperation has not been implemented, thereby bringing the attainment of the 2020 goals, as well as potential investments, into doubt.

    1. Given that the goals set out in the aforementioned directive have not been attained, what steps does the Commission intend to take in order to stimulate the cooperation planned for in the directive?2. How can the Commission oblige the Member States to incorporate the cooperation mechanism into their national action plans? What possibilities are there for strengthening these obligations?3. Given that Croatia has significant potential in terms of developing renewable sources of energy and that it has reduced, in absolute terms, the 20-20-20 goals, how can the Commission encourage Croatia and other Member States in similar situations to make more efficient use of their renewable energy potential?
