Germany has recently introduced a minimum wage for everyone on the German labour market. This means that foreign lorry drivers who merely transit through Germany are to be paid a wage that corresponds to the German minimum wage.

1. Does the Commission consider it permissible for Germany to introduce a minimum wage for all citizens, including those of other EU countries?

2. Furthermore, is it permissible for Germany to demand that foreign drivers employed in another EU Member State, who merely use Germany as a transit country, should be paid at least the German minimum wage?
