    Deregulation of Spanish high speed rail network

    The private undertakings which have shown an interest in operating the eastern high-speed rail line in order to be able to compete with RENFE object to paying such a high fee to Adif-High Speed to be allowed to use the track. Indeed, they state that the fee charged by Adif-High Speed is so high that it amounts to 60% of total costs[1].

    Does the Commission consider that the said fee demanded by Adif-High Speed is a barrier to the entry of competitors to RENFE?
