 Subject:  Horizon 2020 and the European Fund for Strategic Investments (EFSI)
 Answer in writing 

There is considerable concern among the scientific community about proposals to raid the agreed funding of Horizon 2020, and in particular that of the European Research Council, in order to establish the European Fund for Strategic Investments (EFSI).

1. Has the Commission considered the impact that cutting research investment could have on achieving the 3% objective for R&D intensity by 2020?

2. Can the Commission confirm what evidence it has for the proposed leverage effect for research and innovation outlined in the EFSI proposals?

3. How does the Commission propose to ensure that money diverted from Horizon 2020 to the EFSI will result in an equal or higher level of investment in research and innovation?
