In light of the significant developments made on access to culture by the Marrakesh Treaty for visually impaired and blind persons (which is, however, yet to be ratified by Member States), can the Commission please answer the following questions:

Is it willing to support a further international extension to these exceptions for research and teaching purposes?

In this regard, is it willing to open discussions between the institutions of the European Union in relation to defining a new international treaty governing exceptions for libraries and archives?
