 Subject:  Extension to Rural Development Programme 2007-2013
 Answer in writing 

Τhe Rural Development Programme 2007-2013 is the horizontal national programme in the agricultural sector in Greece. The economic crisis coincided with its implementation which, had it proceeded smoothly, would have helped considerably in achieving the objectives of the national programme. However, there were delays and the programme was poorly managed and poorly evaluated, the banks refused to fund farmers and Greece was unable to pay its own contribution due to a lack of liquidity, as a result of which the objectives of the programme were not achieved and it had a reduced take-up rate.

The very low take-up rate of certain actions means that Greece risks losing valuable European resources of vital importance to rural development and rural workers. At this stage, efforts to improve the take-up rate of programme funds need to be stepped up.

As a result of the above, the eligibility of expenditure in the previous period needs to be extended by one year in order to maximise the take-up rate of the programme and thus stimulate the competitiveness of Greek agriculture, reduce the balance of trade deficit in agricultural products, improve farmers' incomes, especially from small and medium-sized holdings, and improve the quality of life of the rural population.

In view of the above, will the Commission say:
