As announced in the Commission Work Programme 2015(1) and the European Agenda on Migration of 13 May 2015(2), the Commission has launched a review of the ‘EU Blue Card Directive’(3).

As part of the review, the Commission set up an Expert Group on Economic Migration(4) which held its first meeting on 25 March 2015 in the presence of members of the LIBE secretariat and the European Economic and Social Committee. Its work is made available in line with the transparency rules of the Register of Commission Expert Groups.

On 27 May 2015, a public consultation(5) was launched on the EU Blue Card and the EU’s labour migration policies to collect opinions from stakeholders.

The Commission is also preparing an Impact Assessment on the EU Blue Card Directive. This will include an analysis of the effectiveness and impact of the directive and put forward possible policy options with an impact assessment.

Based on the outcome of the review the Commission will propose review of this directive in March 2016 as announced in the communication on 23 September 2015. For more information, the Commission refers the Honourable Member to the Inception Impact Assessment on the Review(6).
