According to the Quality Framework for Traineeships, Member States have to provide information to the Commission by the end of 2015 about measures taken in accordance with this framework. Based on this, the Commission will report on progress in applying the framework in 2016.

As regards quantitative data, regular data collection on the Indicator Framework for Monitoring the Youth Guarantee(1) was launched in June 2015 with data expected in October 2015. Among others, Member States are asked to provide follow up indicators on the situation of young people 6, 12 and 18 months after starting a traineeship under the Youth Guarantee. The Commission is of the view that, in general, an offer is of good quality if the person who benefits from it achieves sustainable labour market attachment.

The Commission cannot ensure that all traineeships are new positions. However, full implementation of the Quality Framework for Traineeships will ensure good quality traineeships that do not replace existing jobs.
