Improving access to TTIP documents is of crucial importance to improving transparency and assuring appropriate democratic scrutiny of the TTIP negotiations.
This matter has been discussed by the Council on several occasions, most recently on 27 November 2015. The preparatory work by the Commission on further improving access to classified TTIP-related documents through the establishment of reading rooms in Member States' own premises in their capitals was finalised at the end of last year.
As a result, arrangements will be made to provide access to such documents in reading rooms in designated ministries in Member States' capitals. The documents are to be sent as soon as the responsible Member States' authorities give a notification on the opening of their reading rooms and confirm their commitment to respect the handling requirements for those documents.
