On 9 September 2015, Parliament adopted the report on the ‘Implementation of the 2011 White Paper on Transport’ calling for, inter alia, the establishment of a European Agency for Road Transport.

MEPs, following extensive negotiations in the TRAN Committee with Commissioner Bulc present, agreed that an agency dedicated to road transport would contribute to harmonising and strengthening the oversight of road transport activities in order to implement social and road safety legislation in Europe. These outstanding issues were clearly identified by the Commission on 4 June as being part of a social agenda for Europe.

While the vote in the plenary represents Parliament’s position, the Commission’s 2016 Working Programme is not taking it into consideration.

1. Does the Commission acknowledge that road transport is facing a serious lack of European oversight in terms of implementing relevant social and safety legislation?

2. Does it agree that such European oversight could better be achieved in the form of a European Agency for Road Transport?

3. Could it explain why the establishment of such an agency is no longer envisaged, contrary to the position of Parliament?
