Registration of the European Citizens' Initiative ‘Wake Up Europe’

What was the reason for the unusual step of including the European Citizens' Initiative known as ‘Wake Up Europe’ (ECI(2015)000005) on the agenda of the College of Commissioners? What distinguishes it from the around 50 initiatives submitted so far, none of which has as yet come up for discussion in this forum?

In contrast to the practice used for the registration of earlier European Citizens' Initiatives, this initiative was not adopted via administrative channels, as laid down in the relevant Regulation ((EU) No 211/2011, Recital 10: ‘The Commission should deal with registration in accordance with the general principles of good administration.’) but at a meeting of the College of Commissioners.
