EU-Turkey migration deal

Question for written answer E-002760-16
to the Council
Rule 130
Raymond Finch (EFDD)

According to a report prepared for Eurojust and delivered in February 2016, any migration deal with Turkey would be almost impossible to implement. ‘Turkey has no specialised border or migrant forces, lacks sufficient visa legislation and has no independent judiciary’, the report notes. There is no proper process in place for expelling migrants, who are freed after a few days.

One EU diplomat has said that Turkey is pushing for ‘ownership’ of the EUR 6 billion, allowing it to be spent by its local authorities.

— How does the EU-Turkey migration deal ensure that the concerns raised in the abovementioned report are met?

— How does the Council ensure that the projects on which the money is spent are the right ones?

— Is there an obligation on Turkey to start cracking down on the (multi-billion-euro) smuggling rings?
