According to Article 3(4) of Directive 2008/98/EC on waste(1) (hereafter, the directive), the definition of bio-waste includes biodegradable garden and park waste. The Commission considers that grass clippings and prunings fall within the scope of that definition where they originate from gardens and parks and therefore should be subject to sound waste management in line with the objectives of Article 4 and 13 of the directive. The failure to adequately and effectively control that waste, would contravene the requirements of the directive. The Commission will raise the matter with the Italian competent authorities.
