 Subject:  Creation of a dolphin sanctuary in Greece
 Answer in writing 

The NGO Archipelago is promoting the creation of a dolphin sanctuary on the island of Leipsoi to accommodate bottlenose dolphins captured in the Caribbean in the 1980s that are currently kept in European zoos. The dolphins will be kept in a bay enclosed with a net, where the animals and their excrement will be in contact with the surrounding water without any filtration or cleaning system.

The island of Leipsoi and its neighbouring waters have been part of the Natura 2000 network since 1995 because of the permanent presence in the area of two species: the loggerhead turtle and the monk seal, one of the Union’s most threatened marine mammals and for which the Aegean islands represent its last stronghold.

Given that this area is a critical site for monk seal conservation:
1. What biosecurity measures does the Commission consider necessary to avoid the release into the environment of pathogens or parasites that affect monk seal and bottlenose dolphin populations in the Mediterranean?
2. What biosecurity measures does it consider necessary to avoid the accidental escape of bottlenose dolphins whose genetics differ from those of wild populations of the same species that live in the Mediterranean?
3. What kind of environmental study and authorisations should apply to projects of this type that are developed within a Natura 2000 site?
