 Subject:  Racial profiling of the Pashtuns in Pakistan
 Answer in writing 

The Pakistani Government has been systematically discriminating against the Pashtun people, an ethnic minority straddling the Afghan-Pakistani border in the north of Pakistan. Experts suggest that the Pakistani Government is using the increased threat of terrorism in the region to justify racial profiling and other abuses.

Reports show that the Pashtun people are being compelled, with the threat of legal repercussions, to prove their ethnicity to local authorities through documentation. There have also been hundreds, if not thousands of arbitrary arrests. Although the exact treatment of the detainees in these situations is unknown, reports of torture abound. Furthermore, the Pakistani authorities are exploiting the migrant crisis, cancelling the passports of Pashtun Pakistani nationals and claiming they are actually Afghan refugees.

1. What steps is the EU taking to investigate the racial profiling of the Pashtuns in Pakistan, especially with regard to the EU Strategic Framework on Human Rights and Democracy?

2. Will the Commission commit to bringing the issue of racial profiling onto the agenda at the next Pakistan-EU Joint Commission?

3. How does the EU evaluate the foreign aid given to Pakistan to ensure that none of the funds are being allocated to such discriminatory practices?
